Description of the measure
10. Prohibition of importation and exportation of explosives without permit. No person shall import or export, or cause to be imported or exported, any explosive, unless he has obtained a permit issued, in the case of blasting materials, under the authority of an inspector, or, in the case of other explosives, by any person authorized by the Commissioner to issue such a permit.

Explosives (does not include amunitions):
(a) gunpowder, nitro-glycerine, dynamite, gun-cotton, blasting
powders, fulminate of mercury or of other metals, coloured fires and every other substance, whether similar to those herein mentioned or not, which is used or manufactured with a view to produce a practical effect by explosion or a pyrotechnic effect;
(b) any fuse, rocket, detonator or cartridge, and every adaptation
