Description of the measure: The license to operate premises used for carrying out activities under Article 3 of this Law is granted by a competent organ according to the types of licenses and other conditions required by the Order of the Minister.
No person shall conduct activities governed by this Law unless he/she has been granted a license. However, in case of emergency the Minister may grant a licence in order to protect public health.
