Description of the measure: (3) The importation of all seeds to which this section applies is prohibited except under the authority, and in accordance with the terms, of a licence granted by an authorized officer, and any person who imports or attempts to import any seeds in contravention of this subsection shall be guilty of an offence and liable to a fine not
exceeding ten thousand shillings or to imprisonment for a term not exceeding two years or to both such fine and imprisonment.
(4) A licence under subsection (3) of this section may be, to any degree, general or specific, and may be modified or revoked by an authorized officer at any time
