a) Protect public health
b) Protect the domestic and export animal markets, animal products and others who may be affected directly or indirectly by animal diseases
c) Act as a framework to carry out epidemiological surveillance, eradication and control of major diseases which can impact the economy and public health
d) Form the basis for compensation for losses caused by animal disease
e) Form the basis for compliance with the animal welfare conditions

The packaging referred to in paragraph 4 of Article 29 of this Regulation should be labeled with the express indication of the source thereof, type and quantity of the product, date of manufacture, date of issuance and validity period

Paragraph 4 of Article 29 of the Regulation
"The entrance of organic and pathological products considered infectious is only permitted if they are packed in such a manner as to avoid any possibility of outer contamination. These products must be packed in accordance with the procedures established by the World Health Organization for the safe transport of infectious substances and diagnostic specimens, and should comply with the packaging instructions of the International Civil Aviation Organization (ICAO) and the International Air Transport Association (IATA)"
