The rationale of the measure

These regulations shall apply only to flour, bread and cereals which are sold or intended to be sold in Zimbabwe.

9 (1) No person shall sell, import for sale or manufacture for sale maize-meal unless it is clean, sound, wholesome and free from infection, infestation and contamination, and contains not more than 14% of moisture.
