Description of the measure
1. Where a phytosanitary certificate for the export of controlled products and means of cultivation is required under the legislation of the importing country, the export shall be accompanied by a phytosanitary certificate in accordance with the International Plant Protection Convention.
2. The export is made at the request of the interested party and must complete and submit the application form for the export certificate (Annex 5) and the corresponding Phytosanitary Certificate is issued in the appropriate model (Annex 6) according to the Import License issued By the phytosanitary entity of the importing country.
3. The exporter or his representative is obliged to submit the request for inspection within 14 days prior to the export of the goods so that it can be inspected and certified in compliance with the legal requirements of the importing country, which shall provide the necessary means Inspection.
4. The application referred to in paragraph 2 of this article shall be submitted to the ANF 15 days before the date of probable export.
5. After obtaining the phytosanitary certificate, the exporter must comply with the pre-export security requirements, in accordance with the procedures established by the ANF in the Phytosanitary Inspection Manual.
