Description of the measure

35. (1) A person shall not —
(a) generate electricity, including the co-generation of electricity and heat;
(b) be a single buyer in relation to the electricity industry;
(c) be a transmission system operator;
(d) be a distribution system operator;
(e) own transmission works;
(n own distribution networks;
(g) sell electricity to consumers and customers; or
(h) export or import electricity,
except in terms of a licence issued by the Authority authorising him or her to do so.
