Description of the measure

3. No person shall import, sell, have in his possession or use vessels which are rusty or defectively soldered or jointed , or are soldered, or made of , jointed or coated with material containing, in any part likely to come into contact with such food or water , any of the substances mentioned in the first column of the following table in such amounts that , when the vessel is filled to capacity with a 4 per cent. solution of acetic acid at a temperature f 90 degrees Celsius and heated on a boiling water bath for thirty minutes , it will yield to the acetic acid solution amounts of such substances in excess of those indicated in the second column-
