12 (1) The Authority may, by regulations­, (a)permit and regulate:
(i) cultivation or gathering of any portion of coca plant, cannabis plant, khat plant, production, possession, sale, purchase, transport, import into the Mainland Tanzania, use or consumption of coca leaves only on the account of government;
