Description of the measure

30 (2) Subject to the provision of this Act, it shall be an offence for any person to import or export any controlled goods, or to do any act with intent that any import-controlled goods shall be imported, unless he is in possession of a permit issued by the Minister under the provision of this section authorizing the importation or exportation of such goods.
