Description of the measure

9. (2) Without derogation from the generality of the provisions of subsection (1), the Minister may in regulations, orders or notices made in terms of that subsection-
(j) provide for the production of certificates signed by responsible persons or authorities in the country or territory of origin relating generally or specifically to-
(i) the freedom of imported growing media, invertebrates and plants or the area in which they were produced or grown from injurious organisms
