- 4 No person shall import into Zimbabwe any poisons specified in the First Schedule or any preparation containing any such poison, whether or not that preparation is a substance recommended as a medicine, unless—
(a) he is a person who is a member of a class of persons specified in paragraph 1, 2 or 3 of the Second Schedule; or
(b) he is authorised to do so in terms of an open general licence issued by the Minister of Health by notice in the Gazette;
(c) he has obtained a special licence to do so from the Secretary to the Ministry of Health. - Reference of the measure
