Description of the measure

7A (1) Any person exporting rough diamonds shall provide at his own expense, a valid Kimberly Process Certificate specified in the Second Schedule.
(la) The export or import of rough diamonds shall be permitted only if—
(a) the shipment is accompanied by a valid Kimberly Process Certificate specified in the Second Schedule;
(b) the rough diamonds are shipped in sealed and temper resistant containers; and
(c) the shipment is intended for a participant or is from a participant.
