Biosafety Regulation Concerning the Management of Genetically Modified Organisms Article 2. This Decree establishes Biosafety standards and inspection mechanisms for authorization of import, export, transit, research, release to the environment, handling and use of genetically modified organisms (GMOs) and their products, resulting from bio - modern technology, contributing to the protection of human health, the environment and, in particular, the conservation of biological diversity. Article 3. 1. The rules established by this Decree apply to all public and private entities involved in import, export, transit, research, release to the environment, handling and use of GMOs and their products throughout the national territory. 2.
