introduction and spread of harmful organisms, to ensure sustainable plant and environmental protection, to control the importation and use of plant protection substances, to regulate export and imports of plants and plant products and ensure the fulfilment of international commitments, to entrust all plant protection regulatory functions to the Government, and for matters incidental thereto or connected therewith
