- Poor infrastructure. Many delays at Beira and Nacala docks due to heavy traffic and no security available

- At the 3rd Tripartite NTBs Focal Point point meeting Malawi registered that the issue be resolved considering the submission from Mozambique that the delays, were as a result of procedural matters between the clearing agents and their respective clients and not the Beira Port authorities per se.

1.Mozambique reported that this is not a barrier because the port facilities were leased to private operators and these use leading technologies in their handling. The Mozambican ports use security systems with international standards.
2. In response, Malawi stated that the problem still remains a barrier because transshipments from Durban to Beira are also affected by the Vessel congestion in Beira. Malawi therefore requests Mozambique to check with Beira Port authority and advise when the situation can be improved.
3. On 27 March 2012, Mozambique Focal point reported that the problem of congestion reported by Malawi at the port of Beira results from:
a) Lack of agreement between the consignees and their agents in Beira;
b) Lack of agreement between the transporters and the consignees.
Most of the delays reported are consequences of poor interactions between Malawi receivers and their agents in Beira and also their transporters. if proper actions are taken by Malawi the delays will be significantly reduced.
Due the significant increase of cargo in Beira port, consequences of coal mining operations, the port authority is investing possibility of improving its infrastructure and equipment.
Malawi is requested to provide more detailed information such as type of cargos, terminals where it is delayed, regarding the claims, would be helpful better and faster solve them.
4. On 02 April 2012, Malawi responded that the NTB does occur due to structural properties of the Mozambican economy.
Malawi request information regarding any measures that the Mozambican government has put in place to address the problem. Quick solutions could be found on issues to do with lack of security but Malawi should anticipate that improvements of the existing poor infrastructure and heavy traffic may take long since this may require heavy investments. - Policy or regulatory NTB
