- EXPORT OF PLASTIC FROM KENYA TO TANZANIA ARE SUBJECTED TO 25% DUTY

- At the 12th Regional Forum on NTBs held from 14th – 17th, October 2013, at EAC Headquarters, Arusha, Tanzania, the EAC secretariat reported that a report of the verification mission was considered by the meeting of SCTIFI following which , letters were sent out to Partner States and revenue authorities informing them that plastic products are supposed to benefit from preferential treatment.

1. On 16th July 2013, Kenya Focal Points reported that the EAC Regional meeting of NMCs recommended for enhanced implementation of the Council Decision in respect to the EAC Rules of Origin criterion for plastics and plastic products manufactured in the region. However, plastic products exported from Kenya are still being denied market access into the United Republic of Tanzania even after the regional verification mission certified that they do meet the rules of origin and its report adopted by the council for implementation to resolve the NTB as recommended by the Regional Forum on NTBs.
URT is urged to communicate to their border trade facilitation agencies about the Sectoral Council decision of 10th June 2013 that plastics manufactured in East Africa which meets the EAC rules of origin should be given preferential tariff treatment.
It is also crucial that the EAC Secretarial takes initiatives to have Sectoral Council decision implemented by Partner States to facilitate cross border trade and lead to increased intra-EAC trade as well as development of business across the region and linkages thereto.
The EAC Secretariat is therefore urged to do the follow up with URT Authorities in order confirm that TRA informs the border stations about the Council decision on plastics products manufactured in EAC Partner States which qualify under EAC rules of origin should be given preferential tariff treatment of zero duty.
2.During the 7th EAC Regional Forum on NTBs held on 27th – 29th June 2012, Kampala, Uganda, EAC Secretariat reported that a verification mission was carried out between 11th and 22nd June 2012 in the region. The report of the verification mission will be considered by the next meeting of SCTIFI - Policy or regulatory NTB
