Complaint
We are the drivers of a Malawi transport company (name supplied) coming to carry clinker from Beira to Malawi. Were here at Beira port, on 15 November 2013 and we have got a problem of document processing since morning up to this period (1600hrs). Mozambique customs officials on duty (name supplied) are receiving unrecorded money from others therefore not attending to those who have not paid him. We re quest that the Mozambique authorities facilitate that our documents are processed without us having to pay un- recorded fees.  
Status note
On 5 September 2014, Mozambique focal point reported that Mozambique had increased surveillance activities therefore these kind of situations were under control . Mozambique had not received any similar complaints after surveillance started. This NTB is therefore resolved.  
Progress update note
1.On 11 December 2013, Mozambique Focal Point reported that the Directorate of Beira Customs interviewed the officer accused of receiving unrecorded money, and made the following preliminary report:

• The officer works in the gate release (Blue Gate), and he confirmed that he had been working on the 15th November 2013 and he attended the ZAGAF Transport trucks;

• He rejected the accusation of collecting fees in order to attend the truck drivers;

• Accordingly he assumed that entrance and exit of goods is treated by agents and not drivers;

• These agents have the responsibility of presenting the documents; therefore the drivers have no interactions with Custom Affairs officers in this post.

Because there is need to clarify and continue investigations in order to determine what really happened, The Directorate of Beira Customs sent the dossier to internal Control Division for further investigations.


2. On 18 November 2013, Mozambique focal point advised that Mozambique Revenue Authority (MRA) had taken note of this regretful situation and that they were investigating the event and would provide an answer as soon as possible . Meanwhile, MRA would contact the injured enterprise in order to obtain more details. The Mozambique Revenue Authority guarantees that, once proved, the officers responsible for illegal behaviour will be charged.


3. At 1600 hrs on 15 November 2013 at System administrator contacted the SADC REC Focal point who undertook to raise Mozambique focal point to look into the issue possibly on the same day.
