I apparently needed a certificate from the State Vet to carry wool tops over the border! This proved impossible to get in Ficksburg. I have also experienced many problems bringing craft goods over to South Africa from lesotho as we need to pay VAT on all goods coming to exhibitions. This is extremely time consuming process and then I have to claim the VAT back when I bring unsold goods back over the border!  
Status note
On 24 March 2015, Lesotho Focal Point reported that the NTB had been resolved and therefore must be removed from the pending cases.  
Progress update note
1. On 13 may 2014, South Africa Focal point submitted a response from the South African Department of Agriculture, Forestry and Fisheries (DAFF) explaining that the client needed to explain which direction the goods are going:- into or out of the country.

For imports, client could obtain an import permit from the permit office only in Pretoria. Client was advised that she/he could send an email to vetpermits@daff.gov.za for an application form and banking details, the proceed and get a health certificate from Lesotho signed by the official/Government vet.

If client wanted to export products, the same process applied in reverse. Import permits are issued by Lesotho and a health certificate by the Government vet of the Free State, State Vet for Ficksburg is Bethlehem (or Lady brand).
