The 22nd EAC NTBs forum held in December 2016 accepted Kenya report that the charges were not discriminatory therefore not an NTB.  

Progress update note

Kenya reported that this is a legal requirement which is not discriminatory. The legal instrument was circulated during the 20th NTBs Forum.

Kenya to issue a formal notice on the regulation requiring port exit with mud flaps fitted.
