The rationale of the measure: This Law shall determine the preventive and other measures to fight against domestic animal diseases in Rwanda.

Description of the measure: Imported animals shall not be allowed to transit without authorization by an officer of the Rwanda Animal Resources Development Authority (RARDA) who is in charge of a veterinary quarantine border post located at
the entry point or at the place the animal was put in quarantine.
That authorization to transit shall be presented to livestock health care services, police and customs agents upon their request. An order of the Minister in charge of animal resources shall determine the content of such
authorization.
