Description of the measure

28. Export of seed
(1) Notwithstanding any other enactment and subject to this section, no person shall export any seed unless he is in possession of a certificate from NPVSO authorising the export.
(2) Any person who wishes to obtain a certificate shall apply to NPVSO in such manner as may be prescribed and the application shall be accompanied by the prescribed fee.
