Description of the measure

11 Notwithstanding the provisions of these regulations, the Secretary may, subject to such further packaging requirement as he deems appropriate, authorize, by notice in writing, the use of cereal, whether in whole or in part, as a substitute for chicory:
Provided that—
(i) where the cereal content substituted exceeds that of the chicory content, the word “cereal” shall replace the word “chicory” in any packing requirement in terms of these regulations;
(ii) the word “cereal” shall appear in the list of ingredients of the product concerned in terms of these regulations.
