The rationale of the measure

a) Protect public health
b) Protect the domestic and export animal markets, animal products and others who may be affected directly or indirectly by animal diseases
c) Act as a framework to carry out epidemiological surveillance, eradication and control of major diseases which can impact the economy and public health
d) Form the basis for compensation for losses caused by animal disease
e) Form the basis for compliance with the animal welfare conditions

Description of the measure

Article 33(3): The export of animals, their products, by-products, spoils and fodder from areas considered infected or suspicious, may be authorized, provided that they have been subject to sanitary or improvement measures, indicated by the Veterinary Authority of the importing country
Article 35: Applications for health certificates for export of animals, their products, by-products, and feed remains, altogether with the importing country' sanitary requeriments, are presented to the Veterinary Authority, at least fifteen days before the expected date of shipment
Article 36: All means of transportation and packaging to be used for export of animals, their products, by-products, and feed remains must meet the conditions specified by the Veterinary Authority
Article 37: The export of biological and pathological products obey international rules of packaging and labeling, and the sanitary requirements set by the importer country's Veterinary Authority
