Description of the measure

35. The Management Directorate may waive the requirement of an import or export permit or re-export certificate and allow the movement of specimens which form part of a traveling zoo, circus, managerie, plant exhibition or other traveling exhibition:Provided that—
(c) the Management Directorate is satisfied that any living specimen will be transported and cared for in such a
manner as to minimize the risk of injury, damage to health or cruel treatment;
