35. The Management Directorate may waive the requirement of an import or export permit or re-export certificate and allow the movement of specimens which form part of a traveling zoo, circus, managerie, plant exhibition or other traveling exhibition:Provided that—
(a) an exporter or importer registers full details of the specimens with the Management Directorate
