14 No person shall forward for export any consignment containing fish and fish products from Zimbabwe unless he applies to the Director for a health certificate in accordance with paragraph 3 of the First Schedule.

3. Health Certification
3.1 The authority shall issue health certificate in accordance with the ' requirements and conditions of the importing country.
3.2 Consignments containing: fish and fish products intended for export shall be accompanied by a health certificate. - Reference of the measure
