13. The practices relating to the running of an undertaking at a plant and relating to the manufacture, control, packaging, marking or labelling of a fertilizer for the purposes of sale thereof must be such that the composition and efficacy of the particular fertilizer meet the requirements in terms of which it was registered and that it possesses all the chemical, physical and other properties so registered.
(2) Raw materials used for the manufacture of a fertilizer must be handled and stored such that:
(a) it is protected against damage, pollution and deterioration;
(b) access can be reasonably gained to the different raw materials and fertilizers
(3) Chemical and physical quality control must be carried out regularly on raw materials used for the manufacture of a fertilizer and of the fertilizer manufactured from such raw materials by the person in whose favor the fertilizer is registered or by a laboratory in the Republic of South Africa acceptable to the Registrar.
(4) The person in charge of a plant and responsible for the manufacture, control, packaging, marking or labelling of a fertilizer or liming material must have sufficient knowledge of the practices to be followed in running the undertaking at such a plant and of the provisions of the Act.
(5) Raw materials either stored loose or in containers and to be used in the manufacture of the fertilizer, must be clearly identifiable.
(6) In the event that the fertilizer is not packed or labelled immediately after manufacture, its name shall be shown on the containers in which or the place at which it is stored.
Requirements for establishments
14. (1) The premises where a fertilizer is manufactured, controlled, packed, marked, labelled or stored for the purpose of sale shall be kept orderly and clean and shall be duly registered under the Occupational Health and Safety Act, Act No. 85 of 1993.
(2) The facilities and equipment which are available at an establishment shall be suitable for the purpose for which it is to be used to ensure that the composition of the fertilizer manufactured, controlled, packed, marked, stored or labelled there complies with the particulars registered in respect thereof, and that such fertilizer possesses the chemical, physical and other properties thus registered.
(3) The area within the facility which is used to carry out a specific function in connection with the manufacture, control, packaging, labelling or warehousing of a fertilizer shall be appropriate for the proper execution of the particular function. - Reference of the measure

(6) Milk-bread, which shall include skimmed-milk bread or bread of any other similar designation, shall be composed of—
(a) dough which has been made from flour; and
(b) yeast; and
(c) water; and
(d) whole-milk solids or skimmed-milk solids;
and shall thereafter be fermented and baked so that the resultant milk-bread shall contain not less than 6% of whole-milk solids or skimmed-milk solids, as the case may be, calculated on the dry matter of such bread:
Provided that milk-bread may also contain caramel and any of the ingredients set out in the Second Schedule.
(7) High-protein bread, which shall include protein-bread, shall be composed of—
(a) dough which has been made from brown flour; and
(b) yeast; and
(c) water; and
(d) a protein additive, which is approved by the Secretary, in writing;
and shall thereafter be fermented and baked so that the resultant high-protein bread shall contain not less than 22% of protein, calculated on the dry matter of such bread:
Provided that high-protein bread may also contain caramel and any of the ingredients set out in the Second Schedule.
(8) Gluten-bread shall be composed of—
(a) dough which has been made from flour; and
(b) yeast; and
(c) water; and
(d) gluten;
and shall thereafter be fermented and baked so that the resultant gluten-bread shall contain not less than 15% of gluten, calculated on the dry matter of such bread.:
Provided that gluten-bread may also contain caramel and any of the ingredients set out in the Second Schedule.
(9) Rye-bread shall be composed of—
(a) dough which has been made from rye- flour which has a composition of at least 50% of rye-flour; and
(b) yeast; and
(c) water
and shall thereafter be fermented and baked:
Provided that rye-bread bread may also contain caramel and any of the ingredients set out in the Second Schedule.
(10) Raisin-bread, currant, bread, fruit-bread or sultana-bread shall be composed of—
(a) dough which has been made from flour; and
(b) yeast; and
(c) water; and
(d) raisins, currants, dried fruit or sultanas, or a mixture of them;
and shall thereafter be fermented and baked so that the resultant bread shall contain not less than 20% of raisins, currants, dried fruit or sultanas, or a mixture of them, calculated on the dry matter of such bread:

- 87. Loading and segregation
(1) The following conditions for loading and segregation apply to all consignments-
(a) consignments shall be segregated from other dangerous goods during transport;
and
(b) radioactive material shall be segregated from undeveloped photographic film so that the radiation exposure of film due to the transport of radioactive material is limited to 0.1mSv per consignment of such film.
(2) Where a consignment is to be transported, not under exclusive use, the following conditions apply-
(a) the consignment shall not include any package or overpack having a transport index greater than 10;
(b) the loading of freight containers and the accumulation of packages, overpacks and freight containers aboard a single conveyance shall be so limited that the total sum of the transport indexes aboard the conveyance does not exceed the values shown in the IAEA Safety Standards Series no. TS-R-1; and
(c) the loading of freight containers and the accumulation of packages, overpacks and freight containers aboard a single conveyance shall be such that the radiation level under routine conditions of transport shall not exceed 2mSv/h at any point on, and
0.1 mSv/h at 2m from, the external surface of the conveyance.
90. Storage and dispatch
Consignments of radioactive material shall be stored and dispatched as follows-
(a) segregation during storage in transit is required from other dangerous goods, and
from persons and undeveloped photographic films and plates:
Provided that its average surface heat flux does not exceed 15W/m2 and that the immediately surrounding cargo is not in sacks or bags, a package or overpack may be stored among packaged general cargo without any special stowage provisions except as may be specifically required by the Inspectorate in an applicable approval certificate; and

- 17. Removal to magazine on importation by land
(1) No person shall convey or allow any subordinate to convey explosives overland otherwise than in accordance with these Regulations except with the special permission in writing of an assistant inspector.
(2) Unless an assistant inspector otherwise directs, all explosives when first imported, in whatever manner, shall immediately after being unloaded be conveyed to magazines or direct to their proper destination in the charge of an authorized person.
(3) During conveyance overland explosives shall always be in the charge of an authorized person, and at resting places they shall be under the care of a watchman by day and night.
18. Care in loading, unloading and storing
While the loading on or unloading from any vehicle or the conveyance, handling, storing, guarding or using of explosives is being carried out, all persons so engaged shall take all due precautions for the prevention of accidents by fire, explosion or concussion and for preventing unauthorized or incompetent or unfit persons from having access to the explosives and shall abstain from any act which tends to cause fire, explosion or concussion and is not reasonably necessary in connection with such operations and shall use every reasonable endeavour to prevent any other person from committing such act and any other person who, after being warned
20. Prohibition of conveyance of explosives in certain vehicles
(1) No person shall convey or allow any subordinate to convey explosives in any vehicle which is at the same time being used for the conveyance of passengers or mails and, except with special permission in writing of an assistant inspector, no explosives shall be conveyed on the same vehicle with goods of a dangerous character such as gunpowder, inflammable material, acids, chemicals, compressed gases, fireworks, forage, fuse-lighters, matches or parts thereof, metal implements such as tools, plough-shares, iron standards and the like or any other articles or material having exposed iron or steel.
(2) The conveyance of explosives by aircraft is prohibited except with the written permission of the Director of Civil Aviation and subject to such conditions as he may impose.
29. Storage
No person shall store explosives on or below the surface of the ground otherwise than in accordance with these Regulations.
30. Magazine and boxes to be kept locked
(1) Every magazine and authorized storage box shall be kept securely locked except during the issuing or receipt of explosives and the keys shall be in the custody of an authorized person who shall be in charge of such magazine or authorized storage box and who shall also be responsible for the issue, receipt and storage of the explosives.
(2) No delivery of explosives shall be made from any magazine or authorized storage box to any person other than an authorized person or blasting licence holder or permit holder.
31. Storage in magazine
(1) Explosives shall be stored in magazines in regular layers not more than two metres high, unless special permission for any greater height has been obtained from an inspector, and in such manner as readily to admit of inspection and extraction of the explosives in rotation.
(2) Wooden runners shall be placed between the floor and the bottom layer of the cases of explosives; between cases of explosives and the inside of the walls a space of at least 300 mm shall be kept clear.
32. Care in storage box
Care should be taken to prevent concussion in the storage of explosives in any magazine or storage box and no iron or steel tools or inflammable material shall be allowed in any magazine or authorized storage box nor shall any inflammable material be near any such magazine or storage box.
33. Naked lights, matches or smoking, electric torch
(1) No person shall take a naked light into any magazine and no person shall smoke or carry or have about him any fire, matches, or any substance or article likely to cause fire or explosion while in or near any part of a magazine or authorized storage box.
(2) An efficient electric torch shall be kept in a convenient position near the door inside all underground magazines unless such magazines are provided with permanent electric light and all persons working underground are supplied with electric hand or cap lamps.
34. Electrical wiring in magazine
All electrical wiring in magazines shall be installed in a rigid conduit with screwed waterproof joints and such conduit shall be permanently earthed.
35. Electrical switches and fuses
(1) The switches and fuses for the lighting circuits of magazines shall be installed in a fireproof cabinet on the outside of the building.
(2) Such fuses for lighting shall not exceed 10 ampère capacity. - Reference of the measure

No person shall convey or allow any subordinate to convey detonators in the same vehicle with other explosives:
Provided that this regulation shall not apply to the conveyance of detonators in the same vehicle with other explosives if the total number of detonators does not exceed 2000 in all and the following
conditions as to packing are complied with-
(a) the detonators shall be packed in inner packages with sawdust and felt in a strong case, which case shall be packed in a strong outer case with sawdust, straw or other similar material and so secured that a space of not less than 7,5 mm is left between the outside of the inner case and the inside of the outer case;
and

- 19. Storage and safe custody
(1) Every registered arms dealer shall make suitable provision at his place of business for the storage and safe custody of all arms and ammunition in his possession to the satisfaction of the licensing officer of the area in which his business is situated.
(2) Every person having in his possession any arms or ammunition shall take all reasonable precautions to ensure that the arms or ammunition is not at any time available to any person not lawfully entitled to possess them.
(3) Every person having in his possession any arms or ammunition shall at all times ensure that the arms or ammunition is kept in a safe and secure place.
(4) Any person who contravenes any provision of this section shall be guilty of an offence and be liable on conviction thereof to a fine not exceeding P500 or to a term of imprisonment not exceeding six months, or to both.
(5) In any prosecution under this section arising from the unlawful possession, theft or loss of any arms or ammunition the onus shall lie on the accused person to prove that his arrangements for the storage, safe custody, or security of any arms or ammunition, the subject of the charge, were adequate. - Reference of the measure

- 15. Transportation
(1) No person licensed under these Regulations shall move or transport any hide or skin from any premises within Botswana to any other premises or place without the written permission of a veterinary officer.
(2) Every person licensed under these Regulations who moves or transports hides and skins shall take all necessary precautions to prevent such hides and skins from being damaged during transit and to prevent any cutting, tearing, cracking or staining of such hides and skins during the process of baling or thereafter and, in the case of completely dried hides and skins-
(a) provide adequate covering against rain;
(b) tie hides or skins into firm bundles;
(c) stack such bundles in the transport vehicles in such a manner as will prevent damage caused by rubbing, and provide reasonable protection against dust.
(3) Any person who contravenes the provisions of subregulation (1) or (2) shall be guilty of an offence and liable on conviction to the penalties prescribed in regulation 6. - Reference of the measure
