The tyres fitted to the wheels of a motor vehicle shall comply with the relevant requirements of the compulsory specification for pneumatic tyres for commercial vehicles and their trailers as published in the relevant government gazette and the National Road Traffic Act, 1996 (Act 93 of 1996). Provided that, if certain class I urban buses are designed and intended to be fitted with tyres that are specifically marked for "City Bus" use only, a clear indication that the maximum speed shall not exceed 60 km/h, shall be placarded, for the driver's information. - Reference of the measure

23(1) Subject to the regulations for Class 1, Class 2 and Class 3 green peas in subregulation 2 and the permissible deviations in subregulation 4 shall ;
(a) be intact, except in the case of trimmed peas, snow peas, mangetout peas or snap peas: Provided that trimmed peas are clearly marked as such;
(b) be free from decay;
(c) be clean and free from foreign matter, including soil and parts of the flowers;
(d) be free from Arthropoda infestation;
(e) be free from insect damage, or damage caused by other organisms;
(f) be free from blemishes;
(g) be free from cracks, also in the case of the seeds;
(h) be free from bruises;
(i) be free from injuries;
(j) be free from abnormal external moisture;
(k) be free from foreign odours;
(I) be free from cold damage;
(m) be free from sun-scorch;
(n) be free from hard filaments or films in mangetout peas and snap peas;
(o) be free from any other factors that affect or may affect the quality of the green peas detrimentally;
(p) be fresh;
(q) have pods and peas that are young and tender;
(r) be sound and attractive in appearance and have normal characteristics of the cultivar; and
(s) be of such development and condition as to enable them to withstand transport and handling.
Classification
(2) (a) The green peas classified as Class 1 shall ;
(i) in the case of shelling peas ;
(aa) have normally developed, tender, succulent and sufficiently firm,
non-farinaceous seeds at least half full-grown but not full grown;
(bb) contain at least 5 seeds per pod;
(cc) have peduncles attached to pod; and
(ii) in the case of snap peas and mangetout peas seeds if present must be small and underdeveloped.
(b) The peas classified as Class 2 and Class 3 shall ;
(i) not be over developed;
(ii) in the case of shelling peas contain ;
(aa) at least 3 seeds per pod;
(bb) no over-mature seeds; and
(iii) in the case of mangetout peas and sugar snap peas seeds if present may be slightly more developed than in Class 1: Provided that overmature peas are not allowed.
(c) In the case of Lowest Class peas - unspecified.
(4) (a) Class 1 green peas may deviate from the quality standards for Class 1 with 10% by mass: Provided that the deviating peas ;
(i) at least comply with the quality standards for Class 1; and
(ii) do not exceed the following individual limits:
-decay: 2%
- Injuries: 6%
-Arthropoda infestation: Limit set out in regulation 4(4)(c): Part 1.
(b) Class 2 and Class 3 green peas may deviate form the quality standards for Class 2 and Class 3 with 10% by mass: Provided that the deviating peas do not exceed the following individual limits:

- 7.1.13 Canned kedgeree and canned smoorfish
Preparation and presentation
The product shall be prepared from species of fish flesh suitable for the purpose. The product shall not contain a mixture of fish species unless this fact is conspicuously declared in the name of the product. The trimmed and cleaned fish shall be pre-cooked before flaking and only light-coloured flesh shall be used. Where possible bones shall be removed and no hard bones may remain in the final product. No dark discoloured fish or vegetables shall be present.
When determined in accordance with 13.1, the protein nitrogen content derived from the fish flesh of kedgeree shall be not less than 1,3 % by mass. Kedgeree may contain cereal, other starchy material, egg, other ingredients and garnish.
When determined in accordance with 13.1, the protein nitrogen content derived from the fish flesh of smoorfish shall be not less than a mass fraction of 1,5 %. The remainder of the contents shall be vegetables or cereals or both, or other ingredients. - Reference of the measure

3.1.1 Lights
Lights fitted to a trailer shall comply with the relevant requirements as given in the following:
SABS ECE R3. Uniform provisions concerning the approval of retro-reflecting devices for power driven vehicles and their trailers;
SABS ECE R4. Uniform provisions for the approval of devices for the illumination of rear registration plates of motor vehicles (except motorcycles) and their trailers;
SABS ECE R6. Uniform provisions concerning the approval of direction indicators for motor vehicles and their trailers;
SABS ECE R7. Uniform provisions concerning the approval offront and rear position (side) lamps, stoplamps
and end outline marker lamps for motor vehicles (except motor cycles) and their trailers;
SABS ECE R23. Uniform provisions concerning the approval of reversing lights for power driven vehicles and their trailers;
SABS ECE R37. Uniform provisions concerning the approval offilament lamps foruse in approved lamp units ofpower driven vehicles and trailers; and
SABS ECE R91, Uniform provisions concerning the approval of side-marker lamps for motor vehicles
and trailers.
3.1.2 Lighting and retro-reflectivity
Lighting and retro-reflective markings shall be fitted to a trailer and shall comply with the relevant requirements given in SABS ECE R48, Uniform provisions concerning the approval of vehicles with regard to the installation oflighting and light-signalling devices and SABS ECE R104, Uniform provisions concerning the approval of retro-reflective markings for heavy and long vehicles and their trailers. The requirements for the installation of retro-reflectors may be met by the use and fitting of retroreflectors that are defined in the relevant regulations of the Road Traffic Act, 1989 (Act 29 of 1989), or the National Road Traffic Act 1996 (Act 93 of 1996) and in addition, the requirements may also be met by the use and fitting of retro-reflectors that are integral portions of any other light lens assembly. - Reference of the measure

- 7.1.14 Canned fish cakes and canned fish balls
7.1.14.1 Preparation and presentation
Fish cakes and fish balls shall be prepared from flaked, shredded, or minced fish flesh with or without the addition of seasoning ingredients, edible starchy material, egg and other ingredients.
Bones shall be removed where practicable. No bones that are hazardous to the consumer shall be present. The head, gills, gut, intestines or its contents or other unsuitable or any unsound fish parts shall not be used.
The product described as fish balls shall be formed into characteristic rounded shaped units and the product described as fish cakes shall be formed in flat rounded disc-like shaped units.
The units shall not be ragged or disintegrated and shall retain their shape when normally handled. The units shall not be soggy or mushy and shall be free from grittiness.
7.1.14.2 Fish protein nitrogen content
When determined in accordance with 13.1, the protein nitrogen content derived from the fish flesh in the fish cakes or fish balls without the packing medium shall be not less than 1,O % by mass.
7.1.14.3 Drained mass
7.1.14.3.1 Packed in brine or sauce
The drained mass of the product when determined in accordance with 11.5, shall be not less than 60 % of the d.n.m.
7.1.14.3.2 Packed with vegetables, fruit or cereals
The drained mass of the fish content of the cakes or balls shall be at least 25 % of the d.n.m. and the total drained mass of all solid components at least 55 % of the d.n.m. when determined in accordance with 11.5. - Reference of the measure

(p) be sound and attractive in appearance and have normal characteristics of the cultivar; and
(q) be of such development and condition as to enable them to withstand transport and handling.
(2) (a) The roots of Class 1 horse-radish shall -
(i) be of regular shape with not more than two crowns;
(ii) not be split;
(iii) be free of lateral roots; and
(iv) have white flesh without grey streaks.
(b) The roots of Class 2 and Class 3 horse-radish may not have more than 3 crowns.
(c) In the case of lowest class- unspecified.
(5) (a) Class 1 horse-radish may deviate from the quality standards for Class 1 with by diameter: Provided that the deviating horse-radish ;
(i) at least comply with the quality standards for Class 2; and
(ii) do not exceed the following individual limits:
-decay: 2%

(a) be intact: Provided that the roots and ends of the leaves may be cut;
(b) be free from decay;
(c) be clean and free from foreign matter, including soil;
(d) be free from Arthropoda infestation;
(e) be free from insect damage or damage caused by other organisms;
(f) be free from blemishes;
(g) be free from injuries;
(h) be free from bruises;
(i) be free from abnormal external moisture;
(j) be free from foreign odours;
(k) not be running to seed;
(I) be free from cold damage;
(m) be free from sun-scorch;
(n) be free from any other factors that affect or may affect the quality of the leeks detrimentally;
(o) be fresh and show no sign of withering;
(p) be sound and attractive in appearance and have normal characteristics of the cultivar; and

(2) The leaves of the leeks shall, if cut, be cut off neatly and the roots, if cut, shall be cut off without damaging the base of the leek.
(3) (a) Leeks classified as Class 1 leeks shall be white to greenish white for at least one third of the total length or half of the sheathed part.

- 7.1.16 Fish paste, fish pate and fish spread
7.1 .I 6.1 Preparation, preservation and presentation
For purposes of this specification fish paste, pate and spread shall be deemed to include paste containing the edible flesh of crustaceans or molluscs either as major or minor ingredient.
The product shall be prepared from clean, sound fish, fresh or preserved, that has been comminuted to form a smooth, spreadable paste or in the case of a spread may contain coarse pieces. It may contain tomato, prepared vegetable material, starchy material, salt, spices, milk powder, fat, or oil of vegetable or fish origin, seasoning and flavouring substances, and other acceptable ingredients. Head or head parts of the fish, the gills, intestines or intestines contents, cartilage or other unsuitable or any unsound parts shall not be used.
Unless the salt concentration is adequate to preserve it, the product shall be processed by heat to ensure preservation.
The texture of the product shall be well bodied but readily spreadable without being watery or excessively soggy. It shall have a smooth textured appearance without being emulsified.
The prodcct shall be free from separated fat starch, denatured protein or aqueous material. Discolouration other than slight surface discolouration due to oxidation, shall not be present.
There shall not be indications of inadequate mixing of ingredients. The texture shall be homogeneous throughout the contents of the container without separation of the components or tendency to separate the components. The contents of the container shall be reasonably free from air bubbles. Large void cavities shall be not present.
When examined in accordance with 11.10, it shall be free from sandiness, grittiness or palpable pieces of bone or shell particles.
The product shall be free from clots of materials such as clots of cereals or other inadequately mixed portions of ingredients or other abnormalities such as specks and stained areas.
7.1.16.2 Fish protein nitrogen content
When determined in accordance with 13.1, the protein nitrogen content derived from the fish flesh shall be not less than a mass fraction of 2 %. When determined in accordance with 13.2, the starch content of the product shall not be more than a mass fraction of 6 %.
Where the product is described as a spread with vegetables and/or fruit, the protein nitrogen content of the fish flesh, as determined in accordance with 13.1 shall be not less than a mass fraction of 0,7 %. - Reference of the measure

- The rationale of the measure
- 1.1 This specification covers the requirements for vehicle models of category O3 and O4 designed or adapted for operation on a public road at speeds greater than 40 kph, including new vehicle models and vehicle models not previously registered or licensed in South Africa.
This specification also covers vehicles of category O3 and O4 designed and adapted for the purpose of the carriage of passengers, as in a semi-trailer bus, and these are also subject to further relevant requirements of the specification for category M2 and M3 motor vehicles (buses).
1.2 The requirements of the specification shall, in so far as the parts already incorporated are concerned, apply in respect of an incomplete vehicle supplied for further manufacture by one manufacturer to another, and the entire specification shall apply to the vehicle after completion thereof by the last-mentioned manufacturer.
1.3 The specification does not apply to experimental or to prototype trailers constructed or imported by the original manufacturer or by importers for the purpose of testing, assessment or development, or to those military trailers that embody ordnance or missile systems, or to agricultural trailers.
1.4 The relevant requirements of this specification shall take effect on the date as specified in Schedule 1.

- Quality standards
(1) Subject to the standards for Class 1, Class 2, Class 3 and Lowest Class lettuce in subregulation 3 and the permissible deviations in subregulation 6, each lettuce shall -
(a) be intact;
(b) be free from decay;
(c) be clean and free from foreign matter, including soil;
(d) be free from Arthropoda infestation;
(e) be free from insect damage or damage caused by other organisms;
(f) be free from blemishes;
(g) be free from injuries;
(h) be free from bruises;
(i) be free from abnormal external moisture;
(j) not be running to seed;
(k) be free from foreign odours;
(I) be free from frost damage;
(m) be free from sun-scorch;
(n) be free from any other factors that detrimentally affect or may affect the quality of the lettuce;
(o) be fresh and show no sign of withering;
(p) be sound and attractive in appearance and have normal characteristics of the cultivar; and
(q) be of such development and condition as to enable it to withstand transport and handling.
(2) The stalk of the lettuce shall be cut off directly beneath the outer leaves.
Classifications
(3) (a) Class 1 lettuce shall -
(i) be well-formed; and
(ii) in the case of head lettuce, have a single well-formed heart: Provided that lettuce grown under protection and in the case of cos lettuce, the heart may be less well-formed.
(b) Class 2 and Class 3 lettuce shall-
(i) be reasonably well-formed;
(ii) be slightly discoloured; and
(iii) in the case of head lettuce, have a heart, which may be small: Provided that head lettuce grown under protection and cos lettuce may not have a heart.
(c) In the case of Lowest Class lettuce - unspecified.
(6) (a) Class 1 lettuce may deviate from the quality standards for Class 1 by not more than 10% by number: Provided that the deviating lettuce ;
(i) at least complies with the quality standards for Class 2; and
(iii) does not exceed the following individual limit:
-decay: 2%;
-injuries: 6%;
-Arthropoda infestation: Limit as set out in regulation 4(4)(c): Part 1.
(b) Class 2 and Class 3 lettuce may deviate from the quality standards for Class 2 and Class 3 by not more than 15% and 25% respectively by number: Provided that the deviating lettuce does not exceed the following individual limit:
-decay: 4% and 6% respectively;
-injuries: 8% and 10% respectively;
-Arthropoda infestation: Limit as set out in regulation 4(4)(c): Part 1.
(c) In the case of Lowest Class -decay shall not exceed 20% by mass or number. - Reference of the measure
