- 1.1 This specification covers the requirements for motor vehicle models of category N1, not previously registered or licensed in South Africa, and motor vehicle models assembled from new bodies and used parts from earlier designs of motor vehicle models, designed or adapted for operation on a public road.
1.2 The requirements of this specification shall, in so far as the parts already incorporated are concerned, apply in respect of an incomplete motor vehicle model supplied for further manufacture by one manufacturer to another, and the entire specification shall apply to the vehicle after completion thereof by the last-mentioned manufacturer, In addition, the requirements shall apply to designs of bodies sold for the purposes of incorporating new or used parts of motor vehicle models previously homologated (or previously produced) by other manufacturers.
1.3 This specification does not apply to
a) experimental or prototype vehicles constructed or imported for the purpose of testing, assessment or development, or
b) a motor vehicle model that was manufactured before 1965, that was not previously registered or licensed in South Africa, and that is so certified by a motor club approved by the relevant Minister, or
c) motor vehicles designed or adapted principally for the purposes of motor sport competition, and which are homologated under the rules of the International Federation of the Automobile (FIA) and for which such homologation documentation is lodged with the Regulatory Authority, or
d) motor vehicles for which Type Approval was granted under European Small (Low Volume) Series alternative according to article 8 of the Directive EC/70/156, provided:-
i) that not more than 10 such vehicles are registered in South Africa each year, and
ii) copies of all relevant approval and test documentation are lodged with the Regulatory Authority.
1.4 The relevant requirements of this specification shall take effect on the dates specified in schedule 1

- Quality standards
(1) Subject to the regulations for Class 1, Class 2, Class 3 and Lowest Class parsley in subregulation 2 and the permissible deviations in subregulation 4, each parsley shall ;
(a) be intact;
(b) be free from decay;
(c) be clean and free from foreign matter, including soil;
(d) be free from Arthropoda infestation;
(e) be free from insect damage or damage caused by other organisms;
(f) be free from injuries;
(g) be free from abnormal external moisture;
(h) be free from foreign odours;
(i) be free from cold damage;
(j) be free from sun-scorch;
(k) be free from any other factors that detrimentally affect or may affect the quality of the parsley;
(I) be fresh and show no sign of withering;
(m) be sound and attractive in appearance and have normal characteristics of the cultivar; and
(n) be of such development and condition as to enable it to withstand transport and handling.
(2) If cut off, the roots of parsley shall be cut off directly under the juncture of the leaves.
Permissible deviations with regard to quality standards
(4) (a) Class 1 parsley may deviate from the quality standards for Class 1 by not more than 10% by mass: Provided that the deviating parsley ;
(i) at least complies with quality standards for Class 2; and
(ii) does not exceed the following individual limits:
-decay: 2%
-injuries: 6%
-Arthropoda infestation: Limit as set out in regulation 4(4)(c): Part 1.
(b) Class 2 and Class 3 parsley may deviate from the quality standards for Class 2 and Class 3 by not more than 15% and 25% respectively by mass: Provided that the deviating parsley does not exceed the following individual limits:
-Decay: 4% and 6% respectively;
-Injuries: 8% and 10% respectively;
-Arthropoda infestation: Limit as set out in regulation 4(4)(c): Part 1.

Cephalopods may be presented as whole, legs only, or cut pieces of the legs, heads or pieces of heads or a mixture of cut pieces from the cephalopods. Cephalopods may be packed with vegetables, fruit or cereals.
Cephalopods may be packed in an oil packing medium, brine or in water or in its own juice such as the ink.

When molluscs appear first in the name of the product, the drained mass of the molluscs shall be not less than 25 % of the d.n.m., unless the fact that the drained mass of the molluscs is less than 25 % appears on the label. (a) Round: beans having a width not greater than 1% times the thickness of the bean.
(b) Flat: beans having a width greater than 1 % times the thickness of the bean.
Styles and standards for styles
3 (a) Canned green beans shall be presented as one of the following styles:
(i) Whole
(ii) French style (Shoestring)
(iii) Cuts
(iv) Short cuts
(v) Diagonal cuts
(b) (i) Whole green beans shall consist of whole pods of not more than 100 mm.
(ii) French style (Shoestring) green beans shall consist of pods sliced lengthwise or at an angle of 45° or less to the longitudinal.
(iii) Green bean cuts shall consist of transversely cut pods not less than 13 mm long and not more than 50 mm which may contain shorter end pieces which result from cutting.
(iv) Short green bean cuts shall consist of pieces cut transversely of which 75 percent or more, by count are less than 20 mm long.
(v) Diagonal green bean cuts shall consist of pods cut approximately 45° to the longitudinal.

- 20. The quality requirements for canned beetroot are as follows:
Styles and standards for styles
(1) (a) Canned beetroot shall be presented as one of the following styles:
(i) Wholes
(ii) Dice
(iii) Radially cut pieces
(iv) Slices
Grated
(b) (i) Whole beetroot shall consist of beetroot which, after processing, retain their approximate original conformation. The largest diameter of beet-root, measured at right angles to the longitudinal axis shall not exceed
40 mm. The variation in diameter between the largest beet and smallest beet shall not exceed.
(ii) Diced beetroot shall consist of beetroot cut into approximate cubes with edges not exceeding 12,5 mm.
(iii) Radially cut beetroot pieces shall consist f beet cut into four approximately equal sections by two cuts at right angles to each other through the longitudinal axis and the radial axis.
(iv) Slices shall consist of beetroot which have been cut, either smooth or corrugated, at right angles to the longitudinal axis, into rings having a maximum thickness of 10 mm and a maximum diameter of 100 mm.
(v) Grated beet shall consist of beetroot which have been reduced to small to shreds by rubbing it on a grater.

- 21. The quality requirements for canned carrots are as follows:
Styles and standards for styles
(1) (a) Canned carrots shall be presented as one of the following styles:

(vi) Sliced or Ring cut
(vii) Diced
(viii) Julienne, French style or Shoestring
(ix) Doubled diced
(x) Chunks or pieces
(xi) Finger cut
(b) (i) Whole carrots -
(aa) shall consist of conical of cylindrical cultivars - consisting of carrots which, after processing, retain their approximate original conformation. The largest diameter of the carrots shall not exceed 30 mm. The variation in diameter between the largest carrot and smallest carrot shall not excee3d: l; and
(bb) shall consist of spherical cultivars - consisting of fully mature carrots of a roundish shape of which the largest diameter shall not exceed 45 mm.
(ii) Baby whole carrots-
(aa) shall consist of conical or cylindrical cultivars - consisting of whole carrots which have a diameter of not more than 23 mm and are not longer than 100 mm; and
(bb) shall consist of spherical cultivars - consisting of whole carrots which have a diameter of not more than 18 mm in any direction.
(iii) Halved carrots shall consist of carrots bisected by cutting through the longitudinal axis so that two approximately equal halves result.
(iv) Quartered carrots shall consist of carrots cut into four approximately equal sections by two cuts at right angles through the longitudinal axis.
(v) Sliced lengthwise carrots shall consist of carrots which have been sliced longitudinally, either smooth or corrugated, into four or more pieces of approximately equal size. Not less than 20 mm long and not less than
5 mm in width measured at the maximum width.
(vi) Sliced or Ring cut carrots shall consist of carrots which have been cut, either smooth or corrugated at right angles to the longitudinal axis, into rings having a maximum thickness of 12 mm and a maximum diameter
of 50 mm.
(vii)Diced carrots shall consist of carrots cut into approximate cubes with edges not exceeding 123 mm.
(viii) Julienne, French style, or Shoestring carrots shall consist of carrots cut longitudinally, either smooth or corrugated, into strips. The cross section shall not exceed 5 mm (measured at the longest side of the
cross section).
(ix) Doubled diced carrots shall consists of sections of carrots cut into uniformly shaped units having a cross section that is square and of which the longest dimension is approximately twice that of the shortest dimension
- the shortest dimension not exceeding 12,5 mm.
(x) Chunks or pieces carrots shall consist of whole carrots cut crosswise into sections having a thickness greater than 10 mm or whole carrots which are halved and then cut crosswise into sections or sections of carrots that may be irregular in shape and size and which are larger than ring cut or double diced.
(xi) Finger cut carrots shall consist of whole carrots cut into pieces not less than 40 mm long and a diameter not more than 23 mm.

- 7.3.1 Lobster and rock lobster
7.3.1 .1 Preparation and presentation
7.3.1.1.1 Lobster and rock lobster tails
In the packing of lobster and rock lobster tails, a small additional portion of tail flesh may be introduced to adjust the fill of the container. Whole or half tails shall be neatly folded or arranged with as much as possible of the red pigment of the epidermis of the flesh visible on the outside.
7.3.1.1.2 Lobster and rock lobster tails with other meat
The contents of the container shall be neatly and uniformly arranged. The tails shall be folded and packed around the other meat, the latter being centred in the container as far as possible. As much as possible of the pigment of the tails and other meat shall be visible.
7.3.1.1.3 Lobster and rock lobster limb and body meat
Where packed in pieces retaining to a large extent their original shape and size, the meat shall be neatly arranged in the container with as much as possible of the pigmented surfaces uppermost. Where the product is described only as "meat", this requirement shall not apply.
7.3.1.2 Drained mass requirements
7.3.1 -2.1 Plain packs
The drained mass, when determined in accordance with 11.5, of the product shall be not less than 75 % of the d.n.m.
7.3.1.2.2 Packs in sauce medium
The drained mass, when examined in accordance with 11.5, shall be not less than 70 % of the d.n.m. - Reference of the measure

- 7.3.3 Shrimps, prawns and langoustines
7.3.3.1 General preparation and presentation
Canned shrimps, prawns and langoustines shall be prepared from edible species of the families designated in 10.3.5(g)(h)(j) from which heads, shell and antennae have been removed. The name of the product shall optionally be "shrimp", "shrimps" or "prawns" or where applicable "langoustines". (Both "shrimps" and "prawns" shall hereafter be denoted in the term "shrimp").
Canned shrimp may be presented as follows:
a) Peeled: Shrimp that have been headed and the shell and tail fin removed but without removal of the dorsal tracts;
b) Peeled and de-veined or cleaned: Peeled shrimp that the back have been cut open and the dorsal tract removed at least to the last segment of the tail.
c) Cocktail (picnic): Mixture of peeled shrimp sizes that when determined in accordance with 11.8(ii) does not contain more than a mass fraction of 15 % broken shrimp in a container.
d) Salad: Mixture of peeled shrimp sizes that when determined in accordance with 11.8(ii) does not contain more than a mass fraction of 50 % broken shrimp in a container.
e) Broken: Pieces of peeled shrimp consisting of less than four segments. This may also denote product containing more than the percentage of broken shrimp permitted in the above categories.
7.3.3.2 Size designation of shrimp
Canned shrimp may be designated by size in accordance with (a) the actual count range adherent on the label, or (b) as per provisions stated below.
The terms "extra large", ''jumbo", "large", "medium", "small", "tiny" may be used provided that the range is in accordance with table 1. The number of whole shrimp (including pieces greater than 4 segments) per 100 g of drained product are indicated in table 1.
7.3.3.4 Absence of particular defects
a) Criteria for broken shrimp:
When examined in accordance with 11.8, the presence of broken shrimp shall not exceed the criteria in tables 2 and 3.
b) Criteria for broken langoustines:
When examined in accordance with 11.8, langoustines shall contain...not more than a mass fraction of 5 % of broken units.
c) Cleaned or deveined:
When examined in accordance with 11.8, not more than a mass fraction of 5 % improperly deveined or cleaned units shall be present in a product labelled as "deveined or "cleaned.
d) Discolouration:
Except for sulphide staining (blackening) and when determined in accordance with 11.8, not more than a mass fraction of 15 % of the units shall be affected by distinct discolouration of more than 10 % of the surface area of the individual shrimp or with faded pigment or liver stain.
Black stained units due to sulphide staining developed on the inside surfaces of containers shall not be present - Reference of the measure

Styles and standards for styles
(1) (a) Canned courgettes shall be presented as one of the following styles:

(b) (i) Whole courgettes shall consist of marrows with a length of at least 50 mm but not more than 10 mm and a diameter of at least 15mm but not more than 50 mm. The variation in diameter between the largest
courgettes and smallest courgettes shall not exceed 3:1.
(ii) Slices shall consist of marrows cut either smooth or corrugated into strips and have a diameter of at least 15 mm but not more than 60mm and a thickness of not more than 10 mm.

25 (2) (a) Pickled cucumbers shall be presented as one of the following styles:
(i) Whole
(ii) Whole curved
(iii) Halves
(iv) Finger cut or Sliced lengthwise
(v) Ring cut or Chunks
(vi) Slices or Cross cuts
(b)(i) Whole cucumbers shall consist of cucumbers with a maximum diameter of 54 mm when cut in the middle of the unit.
(ii) Whole curved cucumbers shall consist of cucumbers with a maximum diameter of 54 mm and curved at least 35°.
(iii) Halve cucumbers shall consist of cucumbers divided lengthwise into halves.
(iv) Finger cut or lengthwise sliced cucumbers shall consist of cucumbers cut lengthwise into sections of approximately equal size.
(v) Ring cut cucumbers or chunks shall consist of cucumbers cut at right angles to the longitudinal axis having a thickness from 10 to 40 mm and a maximum diameter of 54 mm.
(vi) Slices or Cross cuts cucumbers shall consist of cucumbers cut at right angles to the longitudinal axis having a thickness of not more than 10 mm and a maximum diameter of 54 mm.
Types of styles
(3) Pickled cucumbers shall be presented as one of the following types. The sensory characteristics are determined on the packing medium after equalisation: (see Table on page 32 of Regulations).
Working sample size
(4) The working sample size shall be as follows for the styles concerned:
(a) Whole, Whole curved - 20 whole cucumbers;
(b) Halves, Finger Cuts or Sliced lengthwise - 40 halves, finger cuts or lengthwise sliced cucumbers; and
(c) Ring cuts and Slices - 300 g drained cucumbers:
Provided that if the container contains less than the prescribed amount, the total contents of the container shall be taken as the working sample.
Quality standards
(5) The quality standards for canned pickled cucumbers are as follows: (see Table on page 32 of the Regulations).
Permissible deviations
(6) The maximum permissible deviations are as follows:
(a) the maximum permissible deviations in units per 20 whole cucumbers or 40 halves, finger cut or sliced lengthwise are as follows: (see Table on page 34 of the Regulations).

2. (1) No person shall sell a consignment of sorghum in the Republic of South Africa;
(a) unless the sorghum is sold according to the classes set out in regulation3;
(b) unless the sorghum complies with the standards for the class concerned asset out in regulation4;
(c) unless the sorghum complies with the grades of sorghum and the standards for grades set out in regulations 5 and 6respectively;
(d) unless the sorghum is packed in accordance with the packing requirements set out in regulation 7;
(e) unless the containers or sale documents, as the case may be, are marked in accordance with the marking requirements set out in regulation 8;and
(f) if such sorghum contains a substance that renders it unfit for human
consumption or for processing into or utilization thereof as food or feed.
(2) The Executive Officer may grant written exemption,entirely or partially,to any person on such conditions as he or she may deem necessary, from the provisions of sub regulation(1).
QUALITY STANDARDS
Classes of sorghum
3. Sorghum shall be classified as:
(a) Class GM;
(b) Class GL;
(c) Class GH;and
(d) Class Other.
Standards for classes
4. (1) A consignment of sorghum shall be classified as Class GM Sorghum if it;
(a) consists of malt sorghum that does not have a dark testa;
(b) is of a GM cultivar as specified in the cultivar list;and
(c) complies with the standards for the grade of Class GM sorghum as set out in regulation6.
(2) A consignment of sorghum shall be classified as Class GL sorghum if it;
(a) consists of sorghum that does not have a dark testa;
(b) is of a GL cultivar as specified in the cultivar list;and
(c) complies with the standards for one of the grades of Class GL sorghum as set out in regulation6.
(3) A consignment of sorghum shall be classified as Class GH sorghum if it;
(a) consists of malt sorghum that has a dark testa;
(b) is of a GH cultivar as specified in the cultivar list;and
(c) complies with the standards for grades for Class GH Sorghum as set out in regulation 6.
(4) A consignment of sorghum shall be classified as Class Other if it does not comply with the standards for Class GM, GL and GH Sorghum

(c) be free from amusty,sour or other undesirable smell;
(d) be free from any substance that renders it unsuitable for human consumption or animal consumption or for processing in to or utilization thereof as food or feed;
(e)contain no more poisonous seeds than permitted in terms of the Foodstuffs, Cosmetic sand Disinfectants Act,1972 (Act No.54of1972);
(f) with the exception of Class Other, be free from insects; and
(g) with the exception of Class Other,have a moisture content of not more than14 percent.
(2) Grades GM1,GM2,GL1,GL2,GH1 and GH2shall not exceed the permissible deviations specified in columns2,3,4,5,6 and7 of the Table in the Annexure,respectively,with regard to the nature of deviation specified in column1of the said table.
(3) The presence of purple an thocyanic blotches in or on the pericarp shall not be taken into consideration when determining the grade of a consignment of sorghum. - Reference of the measure

- 7.3.4 Crab meat
7.3.4.1 Preparation and presentation
Canned crab meat shall be prepared single or in combination with the leg, claw, body and shoulder meat from which the shell has been removed from edible species designated in section 10.3.5(i).
The name of the product shall be "crab or "crab meat" and shall be preceded or followed by the common or usual name applied to the species if the possibility exists of the consumer being confused.
In addition, the product name shall include descriptive terms which accurately reflect the contents without misleading or confusing the consumer.
Where leg meat is presented, the leg meat shall be neatly arranged on top, or may also be at the bottom of the container with as much as possible of the pigmented surfaces uppermost.
When leg meat is declared as a percentage of leg meat in the product, the composition of leg meat shall be determined as a percentage of the total drained mass of the contents.
Where a product is presented as chunk meat at least 50 % of the total drained mass of the contents shall consist of solid pieces or chunks of crab meat.
7.3.4.2 Drained mass

27 (1) (a) Canned fresh peas shall be presented as one of the following size groups:
(i) Small
(ii) Medium
(iii) Large
(iv) Mixed
(b) (i) Small peas shall pass through a screen of 7,9 mm mesh.
(ii) Medium peas shall pass through a screen of 9,5 mm mesh, but not through a screen of 7,9 mm mesh.
(iii) Large peas shall pass through a screen of 10,3 mm mesh, but shall not pass through a screen of 9,3 mm mesh.
(iv) Mixed peas shall pass through a screen of 10,3 mm mesh: Provided that the container shall be marked according to subregulation.
(c) Large peas and mixed peas may not be presented as Extra Choice Grade.
(d) No size range is applicable when presenting fresh peas as Standard Grade.

- The rationale of the measure
- 1.1 This specification covers the requirements for motor vehicle models of category M1, not previously registered or licensed in South Africa, and motor vehicle models assembled from new bodies and used parts from earlier designs of motor vehicle models, designed or adapted for operation on a public road.
1.2 The requirements of this specification shall, in so far as the parts already incorporated are concerned, apply in respect of an incomplete motor vehicle model supplied for further manufacture by one manufacturer to another, and the entire specification shall apply to the vehicle after
completion thereof by the last-mentioned manufacturer, In addition, the requirements shall apply to
designs of bodies sold for the purposes of incorporating new or used parts of motor vehicle models
previously homologated (or previously produced) by other manufacturers.
1.3 This specification does not apply to
a) experimental or prototype vehicles constructed or imported for the purpose of testing, assessment or development, or
b) a motor vehicle model that was manufactured before 1965, that was not previously registered or licensed in South Africa, and that is so certified by a motor club approved by the relevant Minister, or
c) motor vehicles designed or adapted principally for the purposes of motor sport competition, and which are homologated under the rules of the International Federation of the Automobile (FIA) and for which such homologation documentation is lodged with the Regulatory Authority, or d) motor vehicles for which Type Approval was granted under European Small (Low Volume) Series alternative according to article 8 of the Directive EC/70/156, provided:-
i) that not more than 10 such vehicles are registered in South Africa each year, and
ii) copies of all relevant approval and test documentation are lodged with the Regulatory Authority.
1.4 The relevant requirements of this specification shall take effect on the dates as specified in Schedule 1.
1.5 Except for the requirements of 3.7, which shall not be omitted or replaced, certain special category M1 motor vehicles designed or adapted for use as
a) mobile living accommodation (motor caravans),
b) ambulances and patient-transfer vehicles,
c) prisoner-conveyance vehicles,
d) hearses,
e) security and antiriot vehicles,
f) open sided passenger vehicles derived from vehicles other than category M1 vehicles may, alternatively, comply with the specific requirements of the relevant compulsory specification for another category of motor vehicle.
1.6 Vehicles that are sold with a category M2 seating configuration and with a category M1 seating configuration as an alternative, need not comply with the steering frontal impact requirements of 3.5.2.
1.7 Where a South African national standard, including an international standard or a UN ECE regulation adopted by South Africa as a national standard, is incorporated by reference into this specification, only the technical requirements/specification for the commodity and the tests to verify the compliance apply. - Coded list of objectives

- 3.1.1 Lights
Main and dipped-beam headlights, direction-indicator lights, stoplights, and front and rear position lights fitted to a vehicle shall comply with the relevant requirements given in SABS 1376-1: 1983, Lights for motor vehicles - Part 1: Incandescent lamps, as published by Government Notice no. 563 of 29 July 1983, SABS 1376-2: 1985, Lights for motor vehicles - Part 2: Headlights, as published by Government Notice no. 1263 of 14 June 1985, and SABS 1376-3:1985, Lights for motor vehicles - Part 3: Secondary lights, as published by Government Notice no. 2328 of 18 October 1985:
Provided that all other lights required or allowed to be fitted in terms of 3.1.2 are hereby excluded for the purposes of this subsection of this specification.
3.1.2 Lighting
Lighting shall be fitted to a vehicle and shall comply with the relevant requirements given in SABS 1046:1990, Motor vehicle safety specification for lights and light-signalling devices installed on motor vehicles and trailers, as published by Government Notice no. 1735 of 27 July 1990:
Provided that
a) the requirements for the installation of retro-reflectors as given in 4.14, 4.16 and 4.17 of the said SABS 1046 may be met by the use and fitting of retro-reflectors that are defined in the relevant regulations of the National Road Traffic Act, 1996 (Act 93 of 1996), and, in addition, the requirements may also be met by the use and fitting of retro-reflectors that are integral portions of any other light lens assembly, and
b) the specific requirements of the said SABS 1046 for
1) dipped beam adjustment devices as set out in 4.2.6 and appendix 1, and
2) rear fog lights as set out in 4.11, shall be treated as OPTIONAL for the purposes of this compulsory specification:
