- 7.1.9 Canned salted or salt cured/dried anchovies or sardines
7.1.9.1 Preparation, preservation and presentation
The fish shall be salted or salt cured before canning. The product may be preserved by salt and chilled storage (below 5 "C) or by pasteurization or heat processing to render it shelf stable. When presented as fillets, the backbones shall be removed. The product may be presented as whole fish, headed and gutted fish, flat or rolled fillets or any presentation fitting the description on the label.
Garnish may be used and the product may be packed dry with salt, salted in own juices, in a salt pickle or in oil. Units in flat shallow containers shall be packed to avoid void spaces between units and units and the container.
7.1.9.2 Drained mass
When the drained mass is determined in accordance with 11.5, the fish and garnish content shall be at least 70 % of the d.n.m.
7.1.9.3 Absence of particular defects
Fillets shall not have dangerous protruding bones that can hurt the palate or throat. Fish units shall be firm and not mushy, slimy, mealy or disintegrating. There shall be no indication of mould or halophilic discolouration of units. Units shall be reasonably uniform in size unless described otherwise. - Reference of the measure

- 7.21 Minced meat with vegetables (or fruit) or cereal or a combination of these in gravy
Minced meat with vegetables (and/or fruit) or cereal or both in gravy shall be prepared by canning minced meat together with one or more vegetables or fruit or a cereal or both in gravy. The meat used shall be obtained from skeletal musculature of food animals. The product shall not contain edible offal or added natural binder.
7.21.2 Composition
In the case of minced meat with onions or peppers that contains a visible quantity of onions or peppers, the actual lean meat content, determined in accordance with 11.3, shall be at least 55 %.
In the case of minced meat with vegetables (or fruit) or cereal or both, the actual lean meat content (see 2.2), determined in accordance with 11.3, shall be at least 40 %. The drained mass, determined in accordance with 10.5, of the cereal or the vegetables (or fruit) or both, shall be at least 35 % of the d.n.m.

2. (1) No person shall sell citrus fruit in the Republic of South Africa, other than imported citrus fruit referred to in sub regulation (3):
(a) unless the citrus fruit is sold according to the classes in regulation 3;
(b) unless the citrus fruit complies with the standards for classes in regulation 4;

Classes for citrus fruits
3. There are three classes of citrus fruit namely Class 1, Class 2 and Lowest Class.
Standards for classes
4. (1) Citrus fruit shall- -
(a) be fit for human consumption; and
(b) contain no chemical residues that exceed the prescribed maximum residue levels;
(2)Citrus fruit shall comply with the specifications set out in Tables 1, 2, 3, 4, 5, and 6.
(3)No consignment of citrus fruit classified as "Class 1" or "Class 2" or "Lowest Class" shall contain --
(a) any organisms which may be a source of danger to the human being; and
(b) Arthropoda infestation including the organisms which according to paragraph (a) do not form part of plant injurious organisms, excluding organisms which may be a source of danger to the human being, on more than 3% of the citrus fruit or three free live Arthropoda per pallet load or part thereof in the consignment: Provided that it does not exceed a maximum of one Arthropoda per container.
5 (1) Containers, excluding bulk containers, in which citrus fruit is packed shall --
(a) be clean, dry, suitable and undamaged;
(b) not impart a foreign taste or odour to the citrus fruit;
(e) be strong and rigid enough to ensure that the original shape be retained and not bulge out, dent
in, break or tear, to the extent that citrus fruit are damaged or are at risk of being damaged,
during normal storage, handling or transport; and
(f) consist of pockets, cartons or any other suitable packaging material.
5(2) Bulk containers in which citrus fruit are packed shall --
(a) be suitable, clean, dry and undamaged;
10. (1) Uniformity
(a) The contents of each package must be uniform and contain only citrus fruit of the same origin, variety, quality and size (if sized) and the same degree of ripeness. The visible part of the contents of the package must be representative of the entire contents except for mixed sizes and varieties; and (b) If citrus fruit are packed to a specific count, the difference in diameter between the largest and the smallest citrus fruit in the same container shall not exceed the limits prescribed for the specific size reference as follows:
(aa) Lemons and limes 7 mm
(bb) Oranges or Seville oranges

- 21. The regulations for pods of beans of the varieties (cultivars) grown from Phaseolus vulgaris L. and Phaseolus coccineus L., are as follows:
Quality standards
(1) Subject to the regulations for Class 1, Class 2, Class 3 and Lowest Class green beans in subregulation 2 and the permissible deviations in subregulation 4 green beans shall -
(a) be intact, except in the case of trimmed green beans: Provided that trimmed green beans must be clearly marked as "topped and tailed" or any other suitable expression indicating that the beans have been trimmed;
(b) be free from decay;
(c) be clean and free from foreign matter, including soil;
(d) be free from Arthropoda infestation;
(e) be free from insect damage or damage caused by other organisms;
(f) be free from blemishes;
(g) be free from cracks;
(h) be free from injuries;
(i) be free from bruises;
(j) be free from abnormal external moisture;
(k) be free from foreign odours;
(I) be free from cold damage;
(m) be free from sun-scorch;
(n) be free from any other factors that affect or may affect the quality of the green beans detrimentally;
(o) be free from hard endosperm;
(p) be fresh and show no sign of withering;
(q) be sound and attractive in appearance and have normal characteristics of the cultivar;
(r) be of such development and condition as to enable them to withstand transport and handling; and
(s) have a peduncle of at least 5 mm except in the case of trimmed beans.
Classifications
(2) (a) In the case of green beans classified as Class 1 -
(i) the pods shall be closed, tender, young and turgescent;
(ii) the green beans shall be stringless, except in the case of green beans destined for slicing;
(iii) the seeds shall, if present, be small and soft; and
(iv) the pods shall be free from rust spots.
(b) In the case of green beans classified as Class 2 and Class 3 ;
(i) the pods shall be closed, reasonably tender, young and fairly turgescent;
(ii) the green beans shall be stringless, except in the case of green beans intended for slicing;
(iii) the seeds, if present, may not be too large and must be reasonably soft; and
(iv) the pods may have slight rust spots except in the case of needle beans.
(c) In the case of Lowest Class green beans - unspecified.
(4) (a) Class 1 green beans may deviate from the quality standards for Class 1 with 10% by mass and with an additional 15% beans with stalks and a small part of the neck missing: Provided that the deviating green beans ;
(i) at least comply with the quality standards for Class 2; and
(ii) do not exceed the following individual limits:
-decay: 2%;
-injuries: 6%;
-beans with strings in the case of stringless varieties: 5%;
-Arthropoda infestation: Limit set out in regulation 4(4)(c): Part 1.
(b) Class 2 and Class 3 green beans may deviate from the quality standards for Class 2 with 15% and 25% respectively by mass and with an additional 30% beans with stalks and a small part of the neck missing: Provided that the deviating green beansdo not exceed the following individual limits:
-decay: 4% and 6% respectively;
-injuries: 8% and 10% respectively;
-beans with strings in the case of stringless varieties: 5%;
-Arthropoda infestation: Limit set out in regulation 4(4)(c): Part 1.

- This specification covers the manufacture, production, processing. or treatment of the cooked product,
smoked snoek (Thyrsites atun). - Description of the measure
- 3.1.2.1 All plant, equipment and utensils coming into contact with the product shall be made of smooth - surfaced material resistant to corrosion by brine, shall be of hygienic design, and shall be constructed as to facilitate their cleaning and sterilization and that of the areas beneath them. Lead and lead alloys other than solder shall not be used in the construction of equipment coming in contact with raw materials or the unprotected product at any stage in its manufacture. Wooden tables shall not be used in processing areas. The tops of preparation and packing tables shall be made of smooth corrosion-resistant material impervious to water, and shall have a hygienic finish. Easily removable cutting boards of hygienic construction made of acceptable light-coloured material other than wood and suitable for use with food, may be used. The tops of tables shall allow rapid and effective drainage and shall be smooth and free from cracks and crevices. Wicker baskets in good clean condition may be used in unloading the fishing vessel.
3.1.2.5 Wrapping materials shall be dispensed from corrosion-resistant containers of hygienic construction.
4.1 Conditions of Ingredients
All raw materials and ingredients used in the preparation of the product shall be clean, sound, of good quality, and in every way fit for human consumption. The storage, handling and transportation of fish for processing both at sea and on land shall be performed under hygienic conditions.
4.5 Salt used in the preparation of the product shall be edible and free from bitterness. It shall be free from red halophilic organisms. As far as possible it shall also be free from other halophilic organisms.
5.2 General Requirements.
5.2.1 The product shall have an attractive, characteristic appearance and colour, the latter uniform for particular
surfaces with and without skin.
5.2.2 The flavour and odour of the product shall be characteristic. Off-flavours and off-odours and rancid oil
flavours and odours shall not be present.
5.2.3 No broken pieces of fish shall be present.
5.2.4 In the manufacturing process the product shall be kept free of residual clotted blood, abraded material
and black specks from the smoking process. Skin shall be neatly trimmed and not be loose or damaged to such
an extent that it materially affects the appearance of the units.

7.1.10.1 Preparation and presentation
Except for texture, uniformity of unit size, and the permissible presence of cross-filled units and turbidity in brine or in other packing medium, fish for bulk catering and re-manufacturing purposes shall comply with the requirements of this specification. Units may be packed with the tails intact; the heads and guts (viscera) however shall be removed. It may be a solid--pack or contain packing medium. It shall be labelled to disclose its true nature, with the name of the fish used being declared.
In the case of catering packs in a packing medium such as tomato, the packing medium shall be dispersed through the pack to cover almost all the fish units.
7.1.10.2 Drained mass

In the case of packs other than solid packs, the drained mass shall be at least 70 % of the d.n.m, except
that in the case of products packed in sauce or gravy the washed or drained mass, when determined in
accordance with 10.5, shall be at least 50 % of the d.n.m.
7.22.3 Curing salts
Packs other than those that contain cured meat shall not contain curing salts.
7.22.4 Freedom from defects

Subject to the proviso that no restraining devices (safety belts), excluding those given in (c) below, are required to be fitted to any vehicle of GVM exceeding 3.5t, the following requirements shall apply:
a) the restraining devices (safety belts) that are fitted to a vehicle shall comply with the relevant requirements given in SABS 1080: 1983, Restraining devices (safety belts) for occupants of adult build in motor vehicles (Revised requirements), as published by Government Notice No. 264 of 17 February 1984.
b) the type and location of the restraining devices (safety belts) required to be fitted to a vehicle and the method of installation thereof shall comply with the relevant requirements given in SABS 0168:1983, The installation of restraining devices (safety belts) in motor vehicles, as published by Government Notice no. 265 of 17 February 1984, except that the same exclusions for seating positions shall apply as in 3.6.2; and

- 3.9 Requirements for load distribution between axles and loading conditions
3.9.1The load distribution of a stationary vehicle on level ground shall be determined in two
conditions:
a) unladen kerb mass, as specified in 3.9.3; and
b) laden, as specified in 3.9.4.
3.9.2 The front axle or axles shall carry not less than the percentage of the load mass shown in
table 1 below (see the Regulations for details):
3.9.3 Unladen, means the vehicle In running order, unoccupied and unladen but complete with fuel, coolant, lubricant, tools and spare wheel, with the addition of 63 kg for the mass of the driver and 63 kg for the mass of the crew if there is a crew seat.
3.9.4 Laden, means the vehicle unladen as described in 3.9.3 with the addition of a mass Q on each passenger seat, a number, corresponding to the authorized number of standing passengers, of masses Q uniformly distributed over the area S1, plus a mass equal to a, uniformly distributed in the baggage compartments plus, where appropriate, a mass equal to ax uniformly distributed over the surface area of the roof equipped for the carriage of baggage.
3.9.5 The values of Q for the different classes of vehicle are specified in table 2 below (see the Regulations for details).
3.9.6 B, in kilograms, shall have a numerical value not less than 100 )( V (where V is the total volume of the luggage compartment, in cubic metres).
3.9.7 BX shall exert a pressure of not less than 75 kg/m2 over the surface area of the roof equipped for the carriage of baggage.
3.10 Requirements for area available for passengers
3.10.1 The total surface area S0 available for passengers is calculated by deducting from the total area of the floor of the vehicle
a) the area of the driver's compartment,
b) the area of steps at doors and any step of depth less than 30 cm,
c) the area of any part over which the vertical clearance is less than 135 cm measured from the floor, and
d) the area of any part of the articulated section(s) of an articulated bus or coach to which part access is prevented by handrails and partitions.
3.10.2 The surface area S1 available for standing passengers (only in the case of vehicles of class I and class II, in which the carriage of standing passengers is allowed) is calculated by deducting from S0
a) in the case of vehicles of class I and class II:
1) the area of all parts of the floor the slope of which exceeds 8 %;
2) the area of all parts of the floor that are not accessible to a standing passenger when all the seats are occupied;
3) the area of all parts of the floor where the clear height above the floor is less than 190 cm or, in the case of the section of the gangway situated above and behind the rear axle, and the attaching parts thereof, less than 180 cm (hand-holds shall not be taken into account in this connection) ;
4) the area of the floor forward of a vertical plane that passes through the centre of the seating surface of the driver's seat (in its rearmost position) and through the centre of the exterior rear-view mirror mounted on the opposite side of the vehicle;
5) the area of the floor 30 cm in front of any seat;
6) any part of the surface of the floor (e.g. a corner or edge) on which it is not possible to place any part of a rectangle of 400 mm x 300 mm;
7) any area of the floor that is not capable of circumscribing a rectangle of 400 mm x 300 mm; and
b) in the case of vehicles of class II, the area of all parts that are not part of a gangway.
3.11 Requirements for number of passengers accommodated
3.11.1 There shall be on the vehicle a number Ps of seating places, other than folding seats. If the vehicle is of class I or class II, the number Ps shall be at least equal to the number of square metres of floor area available for passengers and crew (if any), rounded down to the nearest whole number.
3.11.2 The total number N of seating and standing places in vehicles shall be calculated such that
both of the following conditions are fulfilled:

MV is the unladen mass, in kilograms;
L is the specific load of baggage, in kilograms per cubic metre, in the baggage compartment(s);
V is the total volume, in cubic metres, of the baggage compartments;
R is the specific mass of baggage on the roof area, in kilograms per square metre;
VX is the total surface area, in square metres, available for baggage to be carried on the roof;
Q is the mass, in kilograms, assumed for the load on each passenger seating and standing place.
In the case of class III vehicles, S1 = O.
The values of Q, Ssp. Land R for every class of vehicle are as given in table 2.
3.11.3 If a vehicle of class II or class III is approved as a class I vehicle, the mass of baggage carried in the baggage compartment accessible only from outside the vehicle is not taken into account.
3.11.4 The calculated mass on each axle of the vehicle shall not exceed the values of their respective technically permissible maximum values.
5 Requirements concerning metrological data
5.1 Vehicle dimensions
The dimensions of a vehicle shall comply with the applicable requirements of the relevant
regulations of the National Road Traffic Act, 1996 (Act 93 of 1996).
5.2 Information plates
5.2.1 Data plates
5.2.1.1 A vehicle shall have a metal data plate or plates affixed by rivets, or by welding, or by any other method that will achieve permanency of attachment during the life of the vehicle, in a conspicuous and readily accessible position on a part not subject to replacement.
5.2.1.2 As an alternative to the above, a data plate may be a self-adhesive tamper proof metal or plastics label that is not transferable from one vehicle to another, is clearly legible, and undergoes permanent and obvious damage on removal. The self-adhesive tamper proof label shall be resistant to engine oils, to engine coolants, to normal engine temperatures and to humidity. In addition, it shall have permanency characteristics similar to those of the plate(s) described in 5.2.1.1.
6.1 Superstructure (roll-over protection)
The superstructure of a single-decked vehicle, excluding a minibus, shall comply with the relevant
requirements given in SABS 1563: 1992, The strength of large passenger vehicle superstructures
(roll-over protection), as published by Government Notice no. 216 of 19 February 1993.
6.2 Tilt angle
A vehicle, excluding a minibus, shall not overturn when it is tilted to either side at an angle of up to
23° from the upright position.
The conditions of vehicle loading for the tilt test shall comply with the requirements of the relevant
regulations of the National Road Traffic Act, 1996 (Act 93 of 1996).
6.3 Speedometers
A vehicle, excluding a semi-trailer bus, that is capable of exceeding a speed of 25 km/h on a level road, shall be equipped with speedometer equipment that complies with the relevant requirements given in SABS 1441: 1987, Motor vehicle safety specification for speedometer equipment on motor vehicles, as published by Government Notice no. 1878 of 4 September 1987.
Provided that any speed recording device fitted as speedometer equipment shall be exempted from
the requirements of the said SABS 1441.
6.4.3 Transmission
A self-propelled vehicle shall be equipped with a transmission that enables it to be controlled and driven in both a forward and a reverse direction.
6.5 Fuel system
The orifice for filling a fuel tank on a vehicle shall be fitted with an effective cap that prevents incidental ingress of water or other foreign matter. - Reference of the measure

- 7.1.11 Canned minced fish
7.1 .I 1.1 Preparation and presentation
The product shall not consist out of a mixture of fish species unless this is conspicuously declared in the name of the product.
Except for requirements rendered inapplicable by the nature of the pack, canned minced fish shall comply with the requirements of this specification.
Except that damaged fish units may be permitted, the raw fish used shall comply with this specification. The product shall be prepared from the body parts of fish without the heads and viscera. The bone to flesh ratio shall practically be the same that occurs in middle cut pieces of fish. Excessive tail-end pieces and scales shall be not used. Pieces of the head, gills, gut, intestines or its contents or other unsuitable or any unsound fish parts shall not be used.
It shall be labelled to disclose its true nature, and the name of the fish used shall be declared in the name of the product and in the list of ingredients.
7.1 .I 1.2 Absence of certain particular defects
When determined in accordance with 11.16, the product shall not contain more than 5 % starch. The product shall have a uniform minced texture where the flesh has been reduced to a uniform size in that particles are discrete and do not comprise of a paste or an emulsified texture. The product shall not contain large pieces of fish. It shall not contain a large amount of denatured protein or honeycombing. The texture shall not be soggy or watery. It shall not have a gritty texture due to the presence of an abnormally high amount of bone pieces or a high amount of scales or any other added ingredients that cause grittiness in the product. The texture shall not be extremely
closed and excessively compact or doughy.
The product shall not contain an excessive amount of exuded aqueous material. It shall be practically free from other exuded matter such as starch and protein. Upon removal out of the container, the product shall retain essentially the shape of the container without falling apart and shall practically be free from excessive surface cavities that affect its appearance.
The product shall have an acceptable uniform colour. The colour of the product shall not be abnormally dark due to excessive amounts of skin pigment and tail-ends. It shall be practically free from discolouration on the surface due to oxidation. The product shall be free from discolouration such as metal soiling or scorching. The product shall be free from fish eyeballs. Green feed, gut or pieces of gut shall be absent.
The odour and flavour of the product shall be characteristic of the fresh product and bitter or scorched flavours and odours shall be absent. - Reference of the measure

- Quality standards
(1) Subject to the regulations for Class 1, Class 2, Class 3 and Lowest Class green onions in subregulation 2 and the permissible deviations in subregulation 6, green onions shall ;
(a) be intact;
(b) be free from decay;
(c) be clean and free from foreign matter, including soil;
(d) be free from Arthropoda infestation;
(e) be free from insect damage or damage caused by other organisms;
(f) be free from blemishes;
(g) be free from injuries;
(h) be free from cracks;
(i) be free from bruises;
(j) be free from abnormal external moisture;
(k) be free from seed stalks;
(I) be free from cold damage;
(m) be free from sun-scorch;
(n) be free from foreign odours;
(o) be free from any other factors that affect or may affect the quality of the green onions detrimentally;
(p) be fresh and show no sign of withering;
(q) be sound and attractive in appearance and have normal characteristics of the cultivar; and
(r) be of such development and condition as to enable them to withstand transport and handling.
(2) The roots of green onions shall, in the case of ;
(a) Class 1 not be longer than 30 mm; and
(b) Class 2 and Class 3 not be longer than 40 mm.
(c) In the case of Lowest Class green onions - unclassified.
(3) The foilage of green onions shall be cut off at the same length.
Permissible deviations with regard to quality standards
(6) (a) Class 1 green onions may deviate from the quality standards for Class 1 with 10% by diameter: Provided that the deviating green onions ;
(i) at least comply with the quality standards for Class 2;
(ii) do not have any defects rendering them unfit for human consumption; and
(iii) do not exceed the following individual limits:
-decay: 2%;
-injuries: 6%;
-Arthropoda infestation: Limit as set out in regulation 4(4)(c): Part 1.
(b) Class 2 and Class 3 green onions may deviate from the quality standards for Class 2 and Class 3 with 15% and 25% respectively by diameter: Provided that the deviating green onions do not exceed the following individual limits:
-decay 4% and 6% respectively;
-injuries: 8% and 10% respectively;
-Arthropoda infestation: Limit as set out in regulation 4(4)(c): Part 1

- 1.1 This specification covers the requirements for motor vehicle models of category M2 and M3, and minibuses, not previously registered or licensed in South Africa, designed or adapted for operation on a public road. NOTE Except where stated otherwise, a semi-trailer bus should comply with a/l the requirements of this specification, and. in addition, with any compulsory requirements for the category 0 or N portions of the combination
not covered by this specification.
1.2 The requirements of this specification shall, in so far as the parts already incorporated are concerned, apply in respect of an incomplete motor vehicle model supplied for further manufacture by one manufacturer to another, and the entire speCification shall apply to the vehicle after completion thereof by the last-mentioned manufacturer.
1.3 This specification does not apply to experimental or to prototype vehicles constructed or imported by the original manufacturers or importers for the purpose of testing, assessment or development.
1.4 The relevant requirements of this specification shall take effect on the dates as specified in schedule 1

- 4.2 Suppression of atmospheric pollution
4.2.1 The exhaust emission from the engine of a vehicle shall be such as to comply with the current applicable regulations promulgated under the Atmospheric Pollution Prevention Act, 1966 (Act 45 of 1965).
4.2.2 The gaseous and particulate emissions from the vehicle shall comply with the requirements of at least one of the following:
4.2.2.1 SANS 20049:2004 Uniform provisions concerning the approval of compression-ignition (G.I.) and natural gas (NG) engines as well as positive-ignition (P.I.) engines fuelled with liquefied petroleum gas (LPG) and vehicles equipped with G.I. and NG engines and P.I .engines fuelled with LPG, with regard to the emissions of pollutants by the engine to the level of ECE R49.02B. or
4.2.2.2 United States Regulations.
Engines which operate on diesel, liquefied petroleum gas, the technical requirements of USA Code of Federal Regulations, Part 86 -Control of air pollution from new and in-use motor vehicles and new and in-use motor vehicle engines certification and test procedures-Subpart A 40 CFR 86.098- 11 Emissions standards for 1998 and later year diesel heavy-duty engines and vehicles; and Subpart N 40 CFR 86.1300 series-Emissions Regulations for new Otto-cycle and diesel heavy duty engines; gaseous and particulate exhaust test procedures, are deemed to be equivalent to the technical requirements of this standard.
Engines which operate on petrol. and which comply with the technical requirements of the USA Code of Federal Regulations, Part 86- Control of air pollution from new and in-use motor vehicles and new and in-use motor vehicle engines certification and test procedures - Subpart A 40 CFR 86.096-10 Emission standard for 1996 and the later model year Otto-cycle heavy-duty engines and vehicles; and Subpart N 40 CFR 86.1300 series - Emission Regulations for new Otto-cycle and diesel heavy-duty engines; gaseous and particulate exhaust test procedures, will be accepted as complying with this standard., or
4.2.2.3 Japanese Standards
The 1997 Japanese Exhaust Emission Standards for 'light-duty vehicles' and the 1998 Japanese Exhaust emission Standards for 'medium-duty vehicles', as detailed in the 'Safety Regulations for Road Vehicles', Japanese Ministry of Transport Ordinance No. 67 of 28 July 1951, Article 31 ,as amended by Ordinance No.4 of 19 January 1996. The Japanese Exhaust Emission Standards for 'heavy-duty vehicles', as detailed in the 'Safety Regulations for Road Vehicles', Japanese Ministry Of Transport Ordinance No. 67 of 28 July 1951, Article 31, as amended by Ordinance No. 22 of 31 March 1997.

- 2. (1) No person shall sell any wheat product in the Republic of South Africa;
(a) unless the wheat product concerned is sold according to the classes set out in regulation 3;
(b) unless the wheat product concerned complies with the standards for the classes set out in regulations 4, 5, 6, 7, and 8;
Classes for wheat products
3. The classes for wheat products shall be as follows:
(a) White wheat flour, which are divided into;
(i) white bread wheat flour or white bread flour made from wheat;
(ii) cake wheat flour or cake flour made from wheat;
(iii) soft wheat flour or soft flour made from soft wheat;
(iv) industrial wheat flour or industrial flour made from wheat; and
(v) self-raising wheat flour or self-raising flour made from wheat.
(b) Brown wheat flour, which are divided into;
(i) brown bread wheat flour or brown bread flour made from wheat;
(ii) whole-wheat brown flour; and
(iii) High bran wheat flour or high bran flour made from wheat.
(c) Whole-wheat flour.
(d) Wheat bread, which are divided into;
(i) White bread;
(ii) Brown bread;
(iii) Whole-wheat bread, and;
(iv) Speciality bread.
(e) Composite cereals flour or composite flour made from cereals.
(f) Stabilised wheat products or stabilised products made from wheat.
(g) Wheat semolina or semolina made from wheat.
(h) Wheat non-flour products which are divided into;
(i) Wheat bran or bran made from wheat;
(ii) Wheat germ or germ made from wheat; and
(iii) Whole and/or processed wheat kernels.
Standards for white wheat flours, brown wheat flours, whole-wheat flours and composite cereal flours
4. Subject to the provisions of regulation 2 these wheat flours;
(1) shall have a moisture content not exceeding 14 percent;
(2) shall contain the fraction of the milled wheat below the sieve when sieved through a 212 micron wire mesh sieve, and therefore shall contain no separated wheat semolina;
(3) shall contain a fraction of wheat bran above the 212 micron sieve in the case of flour classes with a defined wheat bran content;
(4) may contain flour improvers;
(5) be pure and sound;
(6) in the case of soft wheat flour;
(a) be a white wheat flour milled from a soft wheat; and
(b) not contain separated wheat bran, wheat germ or wheat semolina.
(7) in the case of cake wheat flour;
(a) have an ash content not exceeding 0,60 percent; and
(b) shall not contain separated wheat bran, wheat germ or wheat semolina;
(8) in the case of industrial wheat flour;
(a) have an ash content of not less than 0,85 percent;
(b) contain a maximum of 1,O percent wheat bran with a particle size greater than 21 2 micron;
(c) be fortified as prescribed in terms of the Foodstuffs, Cosmetics and Disinfectants Act, 1972 (Act No. 54 of 1972); and
(d) shall not contain separated wheat bran, wheat germ or wheat semolina.
(9) in the case of self-raising wheat flour;
(a) contain a raising agent which has been added according to the regulations promulgated in terms of the Foodstuffs, Cosmetics and Disinfectants Act, 1972 (Act No. 54 of 1972); and
(b) contain wheat flour which complies with the applicable requirements in regulations 4(6), 4(7), 4(8), 4(9), 4(10), 4(11), 4(12), 4(13), 4(14) and 4(15).
(10) in the case of white bread wheat flour;
(a) have an ash content of not less than 0,60 percent and not exceeding 1,0 percent;
(b) be fortified as prescribed in terms of the Foodstuffs, Cosmetics and Disinfectants Act, 1972 (Act No. 54 of 1972) and
(c) contain no separated wheat bran, wheat germ or wheat semolina.
(11) in the case of brown bread wheat flour;
(a) have an ash content of not less than 0,60 percent and not exceeding 1,0 percent obtained from the flour fraction that passed through a 212 micron sieve;
(b) have a wheat bran content of not less than 10 percent and not exceeding 15 percent;
(c) be fortified as prescribed in terms of the Foodstuffs, Cosmetics and Disinfectants Act, 1972 (Act No. 54 of 1972); and
(d) contain no separated wheat germ or wheat semolina.
(12) in the case of high bran wheat flour;
(a) have a wheat bran content of not less than 15 percent; and
(b) contain no separated wheat germ or wheat semolina.
(13) in the case of whole-wheat brown flour;
(a) contains all the components present in a wheat kernel including one or more of the following ingredients which shall be in the flour at a level not less than 10 percent; whole wheat, cracked wheat, crushed wheat and cut wheat;
(b) have a wheat bran content of not less than 10 percent;
(c) may contain wheat germ; and
(d) contain no separated wheat semolina.
(14) in the case of whole-wheat flour;
(a) includes all the components present in a wheat kernel obtained through the milling of the whole wheat kernel.
(15) in the case of composite cereals flour;
(a) contain wheat flour which has been blended with non-wheat flours and/or grains and/or seeds; and
(b) have a wheat flour component made up of wheat flour(s) which complies with the applicable requirements in regulations 4(6), 4(7), 4(8), 4(9), 4(10), 4(11), 4(12), 4(13), 4(14) and 4(15).
Standard for wheat semolina
5. Subject to the provisions of regulation 2 wheat semolina shall;
(a) have a minimum of 50 percent of the total white endosperm particle content that does not pass through a 21 2 micron sieve; and
(b) have a moisture content of not more than 15 percent.
Standards for wheat non-flour products
6. Subject to the provisions of regulation 2 wheat non-flour products shall;
(1) in the case of wheat bran;
(a) consist mainly of the bran fraction of wheat, provided that it may contain a quantity of ground screenings and vegetable matter other than wheat; and
(b) have a moisture content of not more than 15 percent.
(2) in the case of wheat germ;
(a) consist mainly of the seed embryo; and
(b) have a moisture content of not more than 15 percent.
(3) In the case of whole and/or processed wheat kernels;
(a) consist of cleaned kernels in intact or processed form; and
(b) have a moisture content of not more than 15 percent.
Standard for stabilised wheat products
7. Subject to the provision of regulation 2 stabilised wheat products;
(a) shall have been subjected to further processes such as heat treatment in order to inactivate enzymes andlor modify (denature) wheat proteins;
(b) or chemical treatment such as chlorination treatment to lower the pH of the dough;
(c) a wheat product component included in the classes for wheat products; and
(d) have a moisture content of not more than 14 percent.
Standards for wheat bread
8. (1) (a) Subject to the provision of subregulation 2, white bread shall consist of a dough made from white wheat flour and water, with or without other ingredients, that has been fermented by yeast or otherwise leavened, baked in any form, size or shape and which has been treated, prepared and processed in such a manner that the bread, if it is of a prescribed mass specified in column 2 of the Table, contains the applicable minimum dry solids mass specified opposite thereto in column 3 of the Table.
(b) Subject to the provision of subregulation 2, brown bread shall consist of a dough made from brown wheat flour and water, with or without other ingredients, that has been fermented by yeast or otherwise leavened, baked in any form, size or shape and which has been treated, prepared and processed in such a manner that the bread, if it is of a prescribed mass specified in column 2 of the Table, contains the applicable minimum dry solids mass specified opposite thereto in column 3 of the Table.
(c) Subject to the provision of subregulation 2, whole-wheat bread shall consist of a dough made from whole-wheat flour and water, with or without other ingredients, that has been fermented by yeast or otherwise leavened, baked in any form, size or shape and which has been treated, prepared and processed in such a manner that the bread, if it is of a prescribed mass specified in column 2 of the Table, contains the applicable minimum dry solids mass specified opposite thereto in column 4 of the Table.
(2) Notwithstanding the provision of paragraphs (a), (b) and (c) of subregulation 1, white bread, brown bread and whole wheat bread shall be deemed to comply with the applicable requirements set out in the paragraph concerned of that subregulation in the case of a requirement relating to the dry solids content, deviates with not more than 1% from the minimum prescribed for white bread, brown bread or whole-wheat bread, as the case may be: Provided on average the minimum dry solid content complies with the prescribed minimum dry solid.
(3) Speciality bread shall consist of dough made of wheat flour or composite cereals flour and may contain ingredients providing specific sensory characteristics and/or nutritional value as well as whole or crushed grain kernels and/or seeds, that has been fermented by yeast or otherwise leavened, baked in any form, size or shape. - Reference of the measure

- 3.4.3 Audible warning devices
A vehicle shall be fitted with one or more audible warning devices such that, when they are operated, a continuous sound is emitted at a level of at least 93 dB, determined in accordance with SABS 0169: 1984, Determining the performance of audible warning devices (hooters) after installation in a motor vehicle, as published by Government Notice no. 966 of 11 May 1984.
4.3 Suppression of noise emission
4.3.1 Vehicles in motion
With the exception of noise emission that originates from audible warning devices, any noise emitted by a vehicle, when determined in accordance with SABS 0205: 1986, The measurement of noise emitted by motor vehicles in motion, as published by Government Notice no.936 of 16 May 1986, shall not exceed:
a) 84 dS(A), in the case of a category M2 vehicle that has a gross vehicle mass not exceeding 3,5 t,
b) 89 dS(A), in the case of a category M2 vehicle that has a gross vehicle mass exceeding 3,5 t and in the case of category M2 and M3 vehicles that have power units rated at less than 150 kW, and
c) 91 dS(A), in the case of all other category M2 and M3 vehicles.
To allow for any lack of precision in the measuring equipment, the highest sound level reading
obtained shall be reduced by 1 dS(A)
4.3.2 Vehicles when stationary
With the exception of noise emission originating from audible warning devices, any noise emitted by a vehicle, when determined in accordance with SABS 0181: 1981, The measurement of noise emitted by road vehicles when stationary, as published by Government Notice no. 463 of 9 July 1982, and SABS 0281:1994, Engine speed (S values), reference sound levels and permissible sound levels of stationary road vehicles, CIS published by Government Notice nO.1313 of 25 August 1995, and shall be recorded for homologation purposes.
4.3.3 Environmental noise regulations for workplace
In the case of any vehicle that is manufactured with the clear intention of its becoming a workplace, the interior of the vehicle shall comply with the applicable noise regulations promulgated under the Occupational Health and Safety Act, 1993 (Act 85 of 1993). - Reference of the measure

- 7.23 Snails
7.23.1 Packing
The product may be packed in clear brine, water, or sauce. It may be spiced. The product shall be neatly packed. The container shall be filled to practical capacity, over-filling being avoided.
7.23.2 Drained mass
The drained mass, determined in accordance with 10.5, shall be at least 60 % of the d.n.m.
7.23.3 Appearance, texture and colour
The product shall be attractive in appearance and characteristic in colour. The units shall not have a greyish or brownish off-colour. The units in any one container shall be reasonably uniform in colour and size. The units shall not have a ragged appearance. The product shall have a characteristic firm but soft texture, and shall not be soggy or mushy or excessively tough or dry.
7.23.4 Flavour and odour
The flavour and odour of the product shall be fresh and characteristic. Off-flavours and off-odours shall not be present.
7.23.5 Freedom from defects
The product shall be free from sand, grit, and pieces of shell, dirt and other extraneous contaminants. Snail eggs shall be absent. When snails are packed in brine or in water, the packing medium shall not be turbid or cloudy and shall be free of sediment. - Reference of the measure

- 1.1 This specification covers the requirements for motor vehicle models of category M2 and M3, and minibuses, not previously registered or licensed in South Africa, designed or adapted for operation on a public road. NOTE Except where stated otherwise, a semi-trailer bus should comply with a/l the requirements of this specification, and. in addition, with any compulsory requirements for the category 0 or N portions of the combination
not covered by this specification.
1.2 The requirements of this specification shall, in so far as the parts already incorporated are concerned, apply in respect of an incomplete motor vehicle model supplied for further manufacture by one manufacturer to another, and the entire speCification shall apply to the vehicle after completion thereof by the last-mentioned manufacturer.
1.3 This specification does not apply to experimental or to prototype vehicles constructed or imported by the original manufacturers or importers for the purpose of testing, assessment or development.
1.4 The relevant requirements of this specification shall take effect on the dates as specified in schedule 1
