(1) Subject to subsections (10) and (11) there shall be charged, in respect of goods of a value in excess of five hundred United States dollars, imported into Zambia, an import declaration fee, hereinafter referred to as the fee, equal to five per centum of the value of the goods
(10) The provisions of this section shall not apply to the importation of goods covered by the First Schedule.

- These regulations apply to all medicines other than
(a)Psychotropic substances (Amphetamine, Dexamphetamine, Methamphetamine, Methylphenidate, Phencyclidine, Amobarbital, Cyclobarbital, Pentobarbital, Secobarbital, Amfepramone, Barbital, Ethinamate, Meprobamate, Methylphenobarbital, Phenobarbital, Pipradrol)
(b)Drugs controlled in terns of the Dangerous Drug Act ( coca leaves; “Indian hemp”, “bhang”, “camba”, “dagga”, “mbanje” or “intsangu”, resins obtained therefrom and all preparations of which such resins form the base; raw opium;1.Medicinal opium.
2. Any medicinal extract or tincture derived from the plant Cannabis sativa L. and any
preparation, not being a preparation capable of external use only, made from such
medicinal extract or tincture.
3. Morphine and its salts.
4. Cocaine (including synthetic cocaine) and ecgonine and their respective salts, and the
esters of ecgonine and their respective salts. (For the purposes of this Act, the expression
“ecgonine” means laevo-ecgonine and includes any derivatives of ecgonine from which it
may be recovered industrially.)
5. Any solution or dilution of morphine or cocaine or their salts in an inert substance,
whether liquid or solid, containing any proportion of morphine or cocaine, and any
preparation, admixture, extract or other substance (not being such a solution or dilution as
aforesaid) containing not less than one-fifth per centum of morphine or one-tenth per
centum of cocaine or of ecgonine.
6. Diacetylmorphine (commonly known as diamorphine or heroin) and the other esters of
morphine and their respective salts.
7. Dihydrohydroxycodeinone (also known as oxycodone);
Dihydrocodeinone (also known as hydrocodone);
Dihydromorphinone (also known as hydromorphone);
Acetyldihydrocodeinone;
Dihydromorphine;
their esters, and the salts of any of these substances and of their esters.
8. Morphine-N-oxide (commonly known as genomorphine) also the morphine-N-oxide
derivatives, and the other pentavalent nitrogen morphine derivatives. )
(c) Any medicines exempted from the operation of any or all of the provisions of the Medicines and Allied Substance Control Act
(d) The Regulations also excludes medicines imported by an individual for personal use.

- 8.(1) Any person who wishes to import into Zimbabwe any pesticides may apply for a permit to do so, if such a person's core business is the buying and the selling of pesticides:
Provided the pesticides are locally registered and bear the company name, registration number, pesticide name and formulation, source of pesticide, amount paid for pesticides and receipt number and expiry date for pesticides.
(2) An application for an import of pesticides permit shall be made in wiring to a registering officer in the Form P.5 prescribed in the First Schedule together with the payment of a prescribed fee:
Provided that imports of pesticides permit shall be valid –
(i) for sixty days from the date of issue if the source is within SADC region; and
(ii) for ninety days from the date of issue if the source is outside the SADC region and Africa; and
(iii) for one consignment only and in terms of the source specified in the registration certificate - Reference of the measure

1. Medicinal opium.
2. Any extract or tincture of Indian hemp, and any preparation, not being a preparation capable of external use only, made from extract of tincture of Indian hemp.
3. Morphine and its salts, and any solution of dilution of morphine or its salts in an inert substance, whether liquid or solid, containing any proportion of morphine, and any preparation, admixture, extract or other substance (not being such a solution or dilution as aforesaid) containing not less than one-fifth of one percent of morphine (calculated in respect of anhydrous morphine).
4. Diacetylmorphine (also known as diamorphine or heroin) and its salts, and any solution or dilution of cocaine or its salts, and any preparation, admixture, extract or other substance containing any proportion of diacetylmorphine.
5. Cocaine (including synthetic cocaine) and ecgonine and their respective salts, and any solution or dilution of cocaine or its salts in an inert substance, whether liquid or solid, containing any proportion of cocaine, and any preparation, admixture, extract or other substance (not being such a solution or dilution as afore said) containing not less than one-tenth of one per cent of cocaine or any proportion of ecgonine.

- 211. (1) Where an application for a licence for a vehicle or vessel made under regulation 210 is approved, the applicant shall pay the licence fee of two hundred dollars.
(2)For the purposes of this regulation, a vehicle or vessel excludes any vehicle or vessel owned by a Government of a Partner State when used in the service of the Government. .
212. The Commissioner may issue one licence and may accept a single form of security in respect of all vehicles and vessels belonging to, or in the use of, the same owner.
213. (1) An unlicensed vessel shall not go, or remain alongside, or approach, within fifty metres of, any vessel, except with the permission of the proper officer and subject to such conditions as he or she may impose.

(1) No person shall carry on the business of buying and selling second-hand motor vehicles unless he holds a licence to do so, issued by the Registrar of Motor Vehicles.
(2) A fee of two thousand five-hundred shillings shall be payable for a licence under subsection (1):
Provided that no fee shall be payable by a person who holds a dealer’s general licence issued under section 23(1) of the Traffic Act (Cap. 403).
(3) A licence under subsection (1) shall be valid for a period of one year from the date of issue.
(4) Any person who contravenes subsection (1) shall be guilty of an offence and liable to a fine not exceeding one thousand shillings.

- 29. (1) Vehicles and goods, other than vehicles and goods to which the provisions of regulations 132, 133, 134 and 135 apply, imported overland shall be entered using Form. C. 17
(2) A person in charge of a vehicle which arrives overland at any place in the Community shall report at the nearest Customs office particulars of the vehicle and goods, if any, using Form C2: Provided that the proper officer may, in lieu of the report, accept a signed copy of the manifest outwards issued by the customs authorities at the foreign port or place from where the vehicle has arrived.
(3) Where the Commissioner permits any goods to be entered at a port other than the first port of entry at which the goods arrive in the Community, the Commissioner may require an officer to accompany the goods to the port at which they are to be entered.
(4) The carrier of goods under this regulation shall pay for the cost of accompanying the goods or provide transport to the proper officer who accompanies the goods.
31. (1) The proper officer may grant permission under regulation 30 subject to such conditions and directions as he or she may impose, to the master or his or her agent who pays the cost of accommodation or provides accommodation in accordance with Section 13 of the Act, and transport overland or by sea, as the proper officer may decide, to and from the port of the officer, for each officer whose services the proper officer may deem necessary at the sufferance wharf or other place.
(2) The proper officer may require the master of an aircraft or vessel proceeding to a sufferance wharf or other place to deposit with him or her, a sum of money sufficient to cover the expenses referred to under sub-regulation (1). Goods not to be unloaded at a sufferance wharf until entered
