- 3.10 The manufacturer or importer shall apply to the Regulator for approval of every type and model of apparatus before offering it for sale , in accordance with Requirements of Annex A.
A.1 An application for approval of each type of apparatus shall include:
a) Details of the type and model of apparatus for which approval is sought and the standard/s to which it is claimed to conform;
b) Details of the manufacturing plant/s in which the apparatus is produced;
c) Evidence of conformity with all the requirements of the relevant compulsory specification including standards and tests methods;
d) Markings and other information appearing on the product;

(1) The import of any specimen of species included in Appendix I requires the prior grant and presentation of an import permit issued by the country of destination and either an export permit or a re-export certificate issued by the country of export.
(3) The import of any specimen of species included in Appendix II requires the prior presentation of either an export permit or a re-export certificate.
(4) The import of any specimen of species included in Appendix Ill requires the prior presentation of an import permit, a certificate of origin and, where the import is from a State which has included that species in Appendix III, an export permit. - Reference of the measure

- 7.1 Homologation
Registered manufacturers, importers and builders (MIBs) shall have each model of motor vehicle from a specific source, covered by the scope of this compulsory specification, successfully homologated by the regulatory authority in accordance with the requirements of Annexure A.
Annexure A
1. The Applicant shall formally submit a request for homologation, for each model of motor vehicle intended to be manufactured or imported, in writing, to the Regulatory Authority providing information of his/her intention to homologate that model of motor vehicle.
2. The Regulatory Authority shall forward to the Applicant the relevant homologation application documents, for each model as requested in 1 above. The Applicant shall complete the application and forward it to the Regulatory Authority, The application documents shall stipulate the information to be submitted to the Regulatory Authority, and these shall accompany the submitted application. The appropriate fee, as determined from time to time by Notice in the Government Gazette, for the homologation, shall be paid to the Regulatory Authority. - Reference of the measure

This specification also covers vehicles of category O3 and O4 designed and adapted for the purpose of the carriage of passengers, as in a semi-trailer bus, and these are also subject to further relevant requirements of the specification for category M2 and M3 motor vehicles (buses).
1.2 The requirements of the specification shall, in so far as the parts already incorporated are concerned, apply in respect of an incomplete vehicle supplied for further manufacture by one manufacturer to another, and the entire specification shall apply to the vehicle after completion thereof by the last-mentioned manufacturer.

- 2. Licensing for the purpose of the sale of listed electronic products
(1) A licence for the purpose of the sale of listed electronic products shall be issued in respect of a model and not in respect of each individual product of such model.
(2) Where the Director-General has issued a licence in terms of section 4 (b) in respect of a model and such licence has not been withdrawn or suspended in terms of section 7 such licence shall, for the purposes of section 3 (1) (b), be deemed to be in force in respect of each separate listed electronic product of that model.
(3) The issue of a licence or the sale of a listed electronic product in respect of which a licence has been issued shall be subject not only to such conditions as the Director-General, in terms of section 4, may have determined in general or in a particular case, but also to the conditions prescribed in these regulations.
(4) For the purposes of this regulation "sell" shall include "lease".
3. Application for a licence
(1) Application for a licence shall be made by a dealer to the Director-General in writing.
(2) A dealer referred to in subregulation (1) shall, together with such application, submit to the Director-General for approval a report on the model for which a licence is required.
(3) Such report shall be clearly marked "Initial Report on a Listed Electronic Product for Licensing Purposes" and shall contain the full name under which the dealer carries on his business, as well as his postal address, and shall, in respect of each model -
(a) specify, for identification purposes, the date and place of manufacture, the brand name, the model name and the serial number;
(b) describe the following, namely -
(i) the electronic product radiation, the operating characteristics affecting such radiation and the known or intended uses of the product concerned,
(ii) the physical and electrical characteristics, with special reference to shielding and electronic circuitry, so far as the said characteristics have a bearing on the standards or design specifications referred to in paragraph (c);
(iii) the methods and procedures, if any, employed in the testing and measuring of the model in regard to electronic product safety, including the methods and procedures for the testing and measuring of unnecessary secondary or leakage electronic product radiation, and the basis for selecting the said methods and procedures; and
(iv) the methods and procedures by which and the frequency with which listed electronic products liable to produce an increased risk of injury with ageing are tested for durability and stability in regard to electronic product safety: Provided that such description shall also include a specification of the basis for selecting such methods and procedures or, where no such testing or quality control procedures are applied, the basis on which such testing and quality control procedures are deemed unnecessary,
(c) state the standards or design specifications, if any, with respect to electronic product safety; and
(d) furnish the particulars of all warning signs, labels and instructions for installation, operation and use in respect of electronic product safety.
(4) After such report has been approved and a licence issued by the Director- General, the particulars referred to in subregulation 3 (a), the licence number pertaining to the model concerned and any other identification particulars required by the Director-General shall as an identification be affixed to or inscribed on each listed electronic product of the licensed model. Provided that, in the case of such a product which cannot be identified in the said manner, the Director-General may approve any other method by which such product can be identified. (5) (a) Prior to the marketing of a modified model of a licensed listed electronic product, the approved dealer concerned shall submit to the Director-General for approval a supplementary report on the modified model clearly marked "Supplementary Report on .... (model) . . . ." and stipulating the changes in the information submitted in the initial report.
(b) No person shall sell or lease a listed electronic product belonging to a modified model, unless the modification concerned has been approved by the Director-General on the basis of such supplementary report.
(6) (a) The Director-General shall, after considering the report referred to in subregulation (2) or (5), as the case may be, and after having satisfied himself that the listed electronic product concerned or the modified model thereof will, to the best of his knowledge and belief, entail no risk of injury to any person approve such product or model, as the case may be, and issue a written notice of such approval to the dealer.
(b) The Director-General may, in considering a report referred to in paragraph (a), require the following:
(i) Oral or written substantiation by the dealer concerned;
(ii) an on-the-spot inspection or examination by an inspector of the listed electronic product concerned; (iii) the delivery for evaluation purposes of such product to an address specified by him., or (iv) the provision, by the dealer concerned, of any other information which he may deem necessary.
(7) If a listed electronic product or a modified model thereof is not approved on the basis of a report referred to in subregulation (2) or (5), the Director- General shall in writing notify the dealer concerned accordingly stating-
(a) his reason(s) for such non-approval., and
(b) the latest date by which such dealer may make further representations. - Reference of the measure

- 1.1 This specification covers the requirements for motor vehicle models of category N1, not previously registered or licensed in South Africa, and motor vehicle models assembled from new bodies and used parts from earlier designs of motor vehicle models, designed or adapted for operation on a public road.
1.2 The requirements of this specification shall, in so far as the parts already incorporated are concerned, apply in respect of an incomplete motor vehicle model supplied for further manufacture by one manufacturer to another, and the entire specification shall apply to the vehicle after completion thereof by the last-mentioned manufacturer, In addition, the requirements shall apply to designs of bodies sold for the purposes of incorporating new or used parts of motor vehicle models previously homologated (or previously produced) by other manufacturers.
1.3 This specification does not apply to
a) experimental or prototype vehicles constructed or imported for the purpose of testing, assessment or development, or
b) a motor vehicle model that was manufactured before 1965, that was not previously registered or licensed in South Africa, and that is so certified by a motor club approved by the relevant Minister, or
c) motor vehicles designed or adapted principally for the purposes of motor sport competition, and which are homologated under the rules of the International Federation of the Automobile (FIA) and for which such homologation documentation is lodged with the Regulatory Authority, or
d) motor vehicles for which Type Approval was granted under European Small (Low Volume) Series alternative according to article 8 of the Directive EC/70/156, provided:-
i) that not more than 10 such vehicles are registered in South Africa each year, and
ii) copies of all relevant approval and test documentation are lodged with the Regulatory Authority.
1.4 The relevant requirements of this specification shall take effect on the dates specified in schedule 1

- 1.1 This compulsory specification covers the requirements for plastic carrier bags and flat bags that are made from virgin thermoplastics material or any percentage of recycled thermoplastics or filler materials that are intended for
use to carry products from a point of sale to use.
1.2 This compulsory specification does not apply to refuse bags, barrier bags, bin liners, household plastic bags, zip lock bags or carrier bags made from materials other than those specified in paragraph 1.1. - Description of the measure
- 3.2 Each type of bag shall be approved in accordance with the requirements of Annexure A of this compulsory specification before it is imported, sold or supplied in the Republic of South Africa.
A.1: Application for approval
The applicant shall apply to the NRCS for approval of every type of bag. The application shall be accompanied by the following:
A.1.1 Information on the construction (textured or non-textured) and material of the type of bag.
A1.2 Details of the manufacturing plant(s) where the type of bag is produced and/or the physical address where the imported products are received, stored or distributed from.
A1.3 Evidence of conformity, including test reports issued less than 12 months before the date of submission to the NRCS, by a conformity assessment body recognised in terms of the NRCS Conformity Assessment Policy, to prove compliance with all the relevant requirements of this compulsory specification.
A1.4 The intended position of the approval number on the bag as set out in Section no. 4 of this compulsory specification.
A1.5 Information with regards to the body that will carry out the routine tests during the control of production.

- 3.3 The applicant shall ensure that every type of hot water storage tank has been approved by the NRCS in accordance with the requirements of Annex A of this compulsory specification before manufacture, import, sale or supply.
A.1 Application for Approval
The applicant shall apply to the NRCS for approval of every type of hot water storage tank. The application shall be accompanied by the following:
A.1.1 Technical specifications and drawings compiled in sufficient detail to identify the type and model of the hot water storage tank, method of assembly, and materials of construction.
A.1.2 Details of the manufacturing plant/s where the hot water storage tank is produced;
A.1.3 Evidence of conformity including test reports by a conformity assessment body recognized in terms of the NRCS's Conformity Assessment Policy issued less than 12 months before the date of submission to the NRCS, that prove compliance with all the requirements of this compulsory specification;
A.1.4 The markings to be applied to each type and model of hot water storage tank;
A.1.5 Information for users including instructions for use;
A.1.6 Information to the satisfaction of the NRCS regarding the measures taken by the applicant to ensure ongoing conformity with the mandatory requirements of this compulsory specification; and

- 38.(1) A person shall not make, manufacture, repair or sell, or offer, expose or possess for repair or sale, any instrument unless he holds a valid service licence issued by the Superintendent Assizer authorising such person to do so.
(1A) A foreign technician, fitter or contractor shall not carry out any installation, service or repair works of any weighing or measuring instrument unless such technician, fitter or contractor holds a valid service licence issued by the Director.
(2) Every licence issued under this section-
(a) shall be-
(i) in such form;
(ii) issued on payment of such fees; and
(iii) valid for one year, as may be prescribed by regulation;
(b) may be renewed; and
(c) may contain such conditions and restrictions as may be determined by the Director and specified in the licence.
(2A) Any person who contravenes subsection (1) or (1A) commits an offence and is liable on conviction to a fine not exceeding twenty thousand penalty units or in default to imprisonment for a term not exceeding two years.
