- 5.3 Meat and offal
Meat and edible offal shall have been inspected and passed as fit for human consumption in accordance with the statutory provisions governing animal slaughtering, meat hygiene and meat inspection. The use of frozen meat and edible offal is allowed, provided that they have been frozen and stored under acceptable conditions and show no evidence of rancidity or discolouration and have been defrosted in a way that does not adversely affect quality. Only chilled carcasses in which rigor mortis has occurred fully or carcasses that have been frozen and thawed may be deboned for processing, unless hot deboning is used.
Meat and edible offal shall be free from off-odours, off-flavours, and taint. Meat and edible offal that are bruised, meat that is from parts of the head other than the masseter muscles, and, in the case of pork, the teat line, shall not be used. Inedible offal shall not be used. Cartilage, glands, blood clots, major sinews, major tendons and major blood vessels shall be removed, except that sinews and tendons may be used in natural binder.
Except where other statutory regulations apply, the deboning of red meat carcasses and the cutting up and preparation of meat for canning shall except where the nature of the process makes it impossible, be performed in work areas where the temperature does not exceed 15 "C. The temperature of meat being deboned shall at no time exceed 7 °C, except when hot deboning is performed. These areas shall be physically separated from the heat processing areas of the factory. - Reference of the measure

- 2. These regulations are the minimum standards applicable to maize that are destined for sale in the Republic of South Africa but does not include
(a) maize in retail quantities; and

- 3. (1) No person shall sell maize in the Republic of South Africa
(a) unless the maize is sold according to the classes set out in regulation 4;
(b) unless the maize complies with the standards for the class concerned set out in regulation 5;
(c) unless the maize complies with the grades of maize and the standards for grades, where applicable, set out in regulations 6 and 7 respectively;
Classes of maize
4. The classes of Maize shall be -
(a) Class White Maize;
(b) Class Yellow Maize; and
(c) Class Other Maize.
Standards for classes of maize
5. (1) A consignment of maize shall be classified as Class White Maize if -
(a) subject to the allowable deviation in respect of other colour maize kernels that apply to the different grades of white maize, it consists of maize the endosperm of which is by nature white in colour; and
(b) it complies with the standards for one of the grades of white maize set out in regulation 7.
(2) A consignment of maize shall be classified as Class Yellow Maize if
(a) subject to the allowable deviation in respect of other colour maize kernels that apply to the different grades of yellow maize, it consists of maize the endosperm of which is by nature yellow in colour; and
(b) it complies with the standards for one of the grades of yellow maize set out in regulation 7.
(3) A consignment of maize shall be classified as Class Other Maize if the consignment does not comply with the standards for Class White Maize or Class Yellow Maize.
Grades of maize
6. (1 ) Maize of the Class White Maize shall be graded as WM1. WM2 or WM3.
(2) Maize of the Class Yellow Maize shall be graded as YM1. YM2 or YM3.
(3) No grades are determined for Class Other Maize.
Standards for grades of Class White Maize and Class Yellow Maize
7. All grades of maize
(a) shall be free from a musty. sour or other undesired odour;
(b) shall be free from glass. metal, coal or dung;
(c) shall be free from a substance which renders it unfit for human consumption or for processing into or utilisation thereof as food or feed;
(d) shall be free from insects;
(e) shall be free from stones which cannot pass through the 6.35 mm round-hole sieve;
(f) shall contain not more than one gram of stones. which can pass through the 6.35 mm round-hole sieve. per 10 kg;
(g) shall contain not more poisonous seeds than permitted in terms of the Foodstuffs. Cosmetics and Disinfectants Act. 1972 (Act No. 54 of 1972);
(h) shall have a moisture content of not more than 14 per cent; and
(i) shall not exceed the maximum percentage of permissible deviation as determined in the table in the Annexure for each grade. - Reference of the measure

- 2. (1) No person shall sell canned fruit in the Republic of South Africa -
(a) unless such product is graded in accordance with grades referred to in regulation 3;
(b) unless such product complies with the standards referred to in regulations 4 and 5
Grades for canned fruit
3. Canned fruit shall comply with the applicable grades for each kind of canned fruit as set out in Part II of these regulations.
Standards for grades of canned fruit
4. (1) All grades of canned fruit -
(a) shall be prepared from sound, fresh, clean and washed fruit;
(b) shall, subject to the provisions of paragraph (c), be free from any substance which does not normally form part of canned fruit, excluding extraneous vegetable matter; and
(c) shall contain only permitted food additives.
(2) Subject to the provisions of subregulation (1) -
(a) Extra Choice Grade, Choice Grade, Standard Grade, Substandard Grade and Manufacturers Grade canned fruit shall comply with the specific quality standards as set out in Part II; and
(b) Undergrade canned fruit, which may not be presented for sale, shall comprise fruit that do not comply with the standards for Extra Choice Grade, Choice Grade, Standard Grade, Substandard Grade or Manufacturers Grade, as set out in paragraph (a), and are inedible due to the presence of harmful or aesthetically objectionable foreign matter or foreign flavours and odours.
Standards for styles of canned fruit
5. (1) Canned fruit shall be presented as any of the styles prescribed in each of the canned fruit as set out in Part II.
(2) Any other presentation of the product shall be permitted: Provided that it -
(a) is sufficiently distinctive from other forms or presentation laid down in these regulations;
(b) meets all other requirements of these regulations, including the permissible
deviations which are applicable to that style which most closely resembles the
style or styles intended to be provided under this provision; and
(c) is adequately described on the label to avoid confusing or misleading the consumer - Reference of the measure

20 (2) (a) Canned apricots shall be presented as one of the following styles:

(ii) Apricot halves;
(iii) Apricot slices; and
(iv) Apricot pieces, mixed pieces or irregular pieces.
(b) (i) Whole apricots shall consist of unpitted whole apricots and may have been peeled or not.
(ii) Apricot halves shall consist of pitted apricots cut into two approximately equal parts along the suture from stem to apex and may have been peeled or not.
(iii) Apricot slices shall consist of pitted apricots cut into wedge shaped units and may have been peeled or not.
(iv) Apricot pieces, mixed pieces or irregular pieces shall consist of pitted apricots cut into irregular shaped and sized units and may have been peeled or not.
(3) There shall be five grades of canned apricots , namely Extra Choice Grade, .choice Grade , Standard Grade and Manufacturer's Grade

- 1.1 This specification covers the requirements for motor vehicle models of category N2 and N3, not previously registered or licensed in South Africa, designed or adapted for operation on a public road.
1.2 The requirements of this specification shall, in so far as the parts already incorporated are concerned, apply in respect of an incomplete motor vehicle model supplied for further manufacture by one manufacturer to another and the entire specification shall apply to the vehicle after completion thereof by the last-mentioned manufacturer.

- 2. (1) No person shall sell in the Republic of South Africa fresh vegetables, other than imported fresh vegetables referred to in subregulation 2;
(a) unless the fresh vegetables are unclassified or sold according to the classes in regulation 3;
(b) unless the fresh vegetables in that consignment comply with the quality standards prescribed in regulation 4;
Classes for fresh vegetables
3. (1) Fresh vegetables shall be sold as either classified fresh vegetables or unclassified fresh vegetables.
(2) There are four classes of classified fresh vegetables namely Class 1, Class 2, Class 3 and Lowest Class.
Standards for classes
4. (1) Fresh vegetables shall be fit for human consumption as prescribed in terms of the Foodstuffs, Cosmetics and Disinfectants Act, 1972 (Act No. 54 of 1972).
(2) Fresh vegetables which are classified as Class 1, Class 2, Class 3 and Lowest Class shall comply with the specifications as set out in Part II.
(3) The extent to which Class 1, Class 2, Class 3 and Lowest Class fresh vegetables may deviate from the specifications prescribed in subregulation 1 of Part II is determined in accordance to regulations 15, 16 and 17.
(4) No consignment of fresh vegetables classified as "Class 1", "Class 2", "Class 3" and "Lowest Class" fresh vegetables shall contain ;
(a) plant injurious organisms of phytosanitary importance as specified by the Department of Agriculture, Forestry and Fisheries;
(b) any organisms which may be a source of danger to human being, and
(c) Arthropoda infestation including the organisms which according to paragraph (a) do not form part of plant injurious organisms, excluding organisms which may be a source of danger to the human being, on more than 3% of the fresh vegetables or three free running Arthropoda per pallet load or part thereof in the consignment: Provided that it does not exceed a maximum of one Arthropoda per container. - Reference of the measure

- 3.3 Requirements for brakes and braking equipment
3.3.1 Braking equipment shall be fitted to a vehicle and shall comply with the relevant requirements
given in SABS ECE R 13, Uniform provisions concerning the approval of vehicles of categories M, N and 0 with regard to braking, to the level of ECE R 13.08.
3.3.2 For vehicles fitted with anti-lock braking systems, the braking equipment shall, in terms of braking performance, at least comply with the braking performance requirements for the vehicles with non anti-lock braking systems fitted.
3.3.3 For the purposes of this specification, the following requirements of SABS ECE R13 are
excluded:
a) the fitment of automatic brake adjustment devices;
b) the compulsory fitment of anti-lock braking systems; and
c) anti-lock specific brake test procedure and its requirements (paragraph 5 of annex 13 of SABS ECE R13). - Reference of the measure

(a) unless the onions or shallots are sold according to the classes as referred to in regulation 3;
(b) unless the onions or shallots comply with the standards regarding quality as referred to in regulations 4 and 5.

3. There are four classes of onions and shallots, namely Class 1, Class 2, Class 3 and Lowest Class.

4. (a) The classes mentioned in regulation 3 shall comply with the quality standards as set out in Table 1.
(b) Be fit for human consumption as prescribed in terms of the Foodstuffs, Cosmetics and Disinfectants Act, 1972 (Act No. 54 of 1972).

- ARTICHOKES
1. The regulations and requirements for artichokes heads of the varieties (cultivars) of Cynara scolymus L., are as follows:
Quality standards
(1) Subject to the standards for Class 1, Class 2, Class 3 and Lowest Class artichokes in subregulation 3 and the permissible deviations in subregulation 5, artichokes shall ;
(a) be intact;
(b) be free from decay;
(c) be clean and free from foreign matter, including soil;
(d) be free from Arthropoda infestation;
(e) be free from insect damage or damage caused by other organisms;
(f) be free from blemishes;
(g) be free from injuries;
(h) be free from bruises;
(i) be free from abnormal external moisture;
(j) be free from foreign odours;
(k) not be running to seed;
(I) be free from cold damage;
(m) be free from sun-scorch;
(n) be free from any other factors that affect or may affect the quality of the artichokes detrimentally;
(o) be fresh and firm and show no sign of withering;
(p) be sound and attractive in appearance and have normal characteristics of the cultivar;
(q) be of such development and condition as to enable them to withstand transport and handling.
(2) The stems of artichokes shall be cut off cleanly and not be longer than 100 mm:
Provided that this provision is not applicable to artichokes packed in bunches or to the artichokes of the
variety "Spinoso".
Classifications
(3) (a) In the case of Class 1 artichokes ;
(I) the bracts shall be well closed;
(ii) the ducts shall show no incipient woodiness; and
(iii) small cracks due to frost, may be present.
(b) In the case of Class 2 and Class 3 artichokes ;
(i) the bracts may be slightly open;
(ii) the ducts may show incipient woodiness;
(iii) small cracks due to frost, may be present; and
(iv) slight staining on the outer bracts are permitted.
(c) In the case of Lowest Class artichokes - unspecified.
Permissible deviations with regard to quality standards
(5) (a) Class 1 artichokes may deviate from the quality standards for Class 1 with 10% by mass: Provided that the deviating artichokes ;
(I) at least comply with quality standards for Class 2; and
(ii) do not exceed the following individual limits:
decay: 2%
injuries: 6%
Arthropoda infestation: Limit as set out in regulation 4(4)(c): Part 1.
(b) Class 2 artichokes may deviate from the quality standards for Class 2 with 15% by mass: Provided that the deviating artichokes do not exceed the following individual limits:
decay: 4%
injuries: 8%
Arthropoda infestation: Limit as set out in regulation 4(4)(c): Part 1.
(c) Class 3 artichokes may deviate from the quality standards for Class 3 with 25% by mass: Provided that the deviating artichokes do not exceed the following individual limits:
decay: 6%
injuries: 10%

- 3.4.1.2 Right-hand drive
A vehicle shall be of a right-hand drive configuration, except as allowed in terms of 3.4.1.3.
3.4.1.3 Central steering
A vehicle may have a central steering configuration.
5.1 Vehicle dimensions
The dimensions of a vehicle shall comply with the applicable requirements of the relevant regulations of the National Road Traffic Act, 1996 (Act 93 of 1996).
5.2 Information plates
5.2.1 Data plates
5.2.1.1 A vehicle shall have one or more metal data plates affixed by rivets, or by welding, or by any other method that will achieve permanency of attachment during the life of the vehicle, in a conspicuous and readily accessible position on a part not subject to replacement.
5.2.1.2 As an alternative to the above, a data plate may be a self-adhesive tamperproof metal or plastics label that is not transferable from one vehicle to another, is clearly legible, and undergoes permanent and obvious damage on removal. The self-adhesive tamperproof label shall be resistant to engine oils, to engine coolants, to normal engine temperatures and to humidity. In addition, it shall have permanency characteristics similar to those of the plate(s) described in 5.2.1.1.
6.1 Speedometers
A vehicle that is capable of exceeding a speed of 25 km/h on a level road shall be equipped with speedometer equipment that complies with the relevant requirements given in SABS 1441:1987, Motor vehicle safety specification for speedometer equipment on motor vehicles, as published by Government Notice no. 1878 of 4 September 1987:
Provided that any speed recording device fitted as speedometer equipment shall be exempted from the requirements of the said SABS 1441.
6.2 Engine, exhaust system and transmission
6.2.1 Engine
The engine of a vehicle shall be fitted with a cover that any part of the engine that constitutes a source of danger is out of normal reach of a person.
6.2.2 Exhaust system
The exhaust system of a vehicle shall comply with the requirements of the relevant regulations of the National Road Traffic Act, 1996 (Act 93 of 1996).
6.2.3 Transmission
A self-propelled vehicle shall be equipped with a transmission that enables it to be controlled and driven in both a forward and a reverse direction.
6.3 Fuel system
6.3.1 Fuel filler cap.
The orifice for filling a fuel tank on a vehicle shall be fitted with an effective cap that prevents incidental ingress of water or other foreign matter.
6.4 Tyres
The tyres fitted to the wheels of a motor vehicle shall comply with the relevant requirements of the compulsory specification for pneumatic tyres for commercial vehicles and their trailers as published in the relevant government gazette and the National Road Traffic act, 1996 (Act 93 of 1996).
6.5 Wheel flaps
Excluding truck-tractors, all vehicles shall be fitted with wheel flaps that comply with the relevant requirements given in SASS 1496:1989, Wheel flaps fitted to motor vehicles, as published by Government Notice no. 2008 of 22 September 1989:
Provided that
a) wheel flaps that are designed and approved by the vehicle manufacturer may be fitted as an alternative, and
b) chassis-only vehicles and chassis-cab vehicles that are being driven to a place to have body work fitted or to a dealer of such vehicles are excluded from the fitment of wheel flaps. - Reference of the measure
