- The rationale of the measure
- 1.1 This specification covers the requirements for motor vehicle models of category M1, not previously registered or licensed in South Africa, and motor vehicle models assembled from new bodies and used parts from earlier designs of motor vehicle models, designed or adapted for operation on a public road.
1.2 The requirements of this specification shall, in so far as the parts already incorporated are concerned, apply in respect of an incomplete motor vehicle model supplied for further manufacture by one manufacturer to another, and the entire specification shall apply to the vehicle after
completion thereof by the last-mentioned manufacturer, In addition, the requirements shall apply to
designs of bodies sold for the purposes of incorporating new or used parts of motor vehicle models
previously homologated (or previously produced) by other manufacturers.
1.3 This specification does not apply to
a) experimental or prototype vehicles constructed or imported for the purpose of testing, assessment or development, or
b) a motor vehicle model that was manufactured before 1965, that was not previously registered or licensed in South Africa, and that is so certified by a motor club approved by the relevant Minister, or
c) motor vehicles designed or adapted principally for the purposes of motor sport competition, and which are homologated under the rules of the International Federation of the Automobile (FIA) and for which such homologation documentation is lodged with the Regulatory Authority, or d) motor vehicles for which Type Approval was granted under European Small (Low Volume) Series alternative according to article 8 of the Directive EC/70/156, provided:-
i) that not more than 10 such vehicles are registered in South Africa each year, and
ii) copies of all relevant approval and test documentation are lodged with the Regulatory Authority.
1.4 The relevant requirements of this specification shall take effect on the dates as specified in Schedule 1.
1.5 Except for the requirements of 3.7, which shall not be omitted or replaced, certain special category M1 motor vehicles designed or adapted for use as
a) mobile living accommodation (motor caravans),
b) ambulances and patient-transfer vehicles,
c) prisoner-conveyance vehicles,
d) hearses,
e) security and antiriot vehicles,
f) open sided passenger vehicles derived from vehicles other than category M1 vehicles may, alternatively, comply with the specific requirements of the relevant compulsory specification for another category of motor vehicle.
1.6 Vehicles that are sold with a category M2 seating configuration and with a category M1 seating configuration as an alternative, need not comply with the steering frontal impact requirements of 3.5.2.
1.7 Where a South African national standard, including an international standard or a UN ECE regulation adopted by South Africa as a national standard, is incorporated by reference into this specification, only the technical requirements/specification for the commodity and the tests to verify the compliance apply. - Coded list of objectives

8.(1) The inspector or officer taking a sample of an agricultural remedy in terms of section 15 of the Act, shall extract from the bulk of which the sample is taken a quantity which can be divided into three parts, each being sufficiently large for the purpose of analysis. Before dividing the quantity thus extracted it shall be thoroughly mixed.
(2) When the agricultural remedy is in a container the contents of which are not sufficient for analysis if divided as aforesaid, additional containers, similarly labelled and purporting to contain a similar agricultural remedy, shall be procured and the contents of two or more such containers shall then be thoroughly mixed before being divided into three parts.
(3) Where an agricultural remedy in a container is of a perishable nature, or where for any reason the opening of the container would interfere with the analysis of the remedy, unless such analysis were effected at the time of opening or immediately thereafter, at least three containers, similarly labelled and purporting to contain a similar agricultural remedy, shall be procured. The containers thus procured shall be split up into three groups, each of which shall contain one or more unopened container and which shall further be dealt with as prescribed by subsection (2) of section 15 of the Act.
(4) The certificate accompanying one part of the sample to the analyst, as required by subsection (2) of section 15 of the Act, and the certificate stating the result of the analysis or test of a sample, as required by subsection (3) of the said section, shall be in the forms prescribed in the Third and Fourth Schedules hereto respectively. - Reference of the measure

- 1.1 This specification covers the requirements for motor vehicle models of category N1, not previously registered or licensed in South Africa, and motor vehicle models assembled from new bodies and used parts from earlier designs of motor vehicle models, designed or adapted for operation on a public road.
1.2 The requirements of this specification shall, in so far as the parts already incorporated are concerned, apply in respect of an incomplete motor vehicle model supplied for further manufacture by one manufacturer to another, and the entire specification shall apply to the vehicle after completion thereof by the last-mentioned manufacturer, In addition, the requirements shall apply to designs of bodies sold for the purposes of incorporating new or used parts of motor vehicle models previously homologated (or previously produced) by other manufacturers.
1.3 This specification does not apply to
a) experimental or prototype vehicles constructed or imported for the purpose of testing, assessment or development, or
b) a motor vehicle model that was manufactured before 1965, that was not previously registered or licensed in South Africa, and that is so certified by a motor club approved by the relevant Minister, or
c) motor vehicles designed or adapted principally for the purposes of motor sport competition, and which are homologated under the rules of the International Federation of the Automobile (FIA) and for which such homologation documentation is lodged with the Regulatory Authority, or
d) motor vehicles for which Type Approval was granted under European Small (Low Volume) Series alternative according to article 8 of the Directive EC/70/156, provided:-
i) that not more than 10 such vehicles are registered in South Africa each year, and
ii) copies of all relevant approval and test documentation are lodged with the Regulatory Authority.

18. (1) A stock remedy which is sold in containers shall be sampled by selecting at different places from the stock of a particular stock remedy the number of containers required to obtain a statistically significant quantity for a sample of such a stock remedy:
(a) Such containers shall be similarly labelled and the stock remedy therein shall originate from the same batch.
(b) If a sample is composed of the contents of more than one container, such a sample shall be thoroughly mixed before being divided in terms of section
(c) of the Act.
(c) Despite the provisions of sub regulation at least three sealed containers in which a stock remedy is sold, may also be taken as the sample of such stock
Remedy and the containers comprising such sample shall, without being opened, be divided in terms of section of the Act.
(2) A stock remedy which is not sold in a container shall be sampled by taking small quantities at different places from the stock of such stock remedy to obtain a sufficient quantity fora sample. Such a sample shall be thoroughly mixed before being divided in terms of section (c)of the Act.
(3)The provisions of sub regulation (2) shall mutatis mutandis apply to the sampling of a stock remedy referred to in sub regulation (I)prior to the packing thereof in containers,and the sampling of an active ingredient used in the manufacture of a stock remedy.
(4) Where a stock remedy in a container is of a perishable nature, or where for any reason the opening of the container would interfere with the analysis of the remedy unless such analysis were effected at the time of opening or immediately thereafter, at least three containers, similarly labelled and purporting to contain a similar stock remedy, shall be procured. The containers thus procured shall be split up into three groups, each of which shall contain one or more unopened containers and which shall Further be dealt with as prescribed by section of the Act.
(5) A certificate which in terms of section (b) of the Act is forwarded to an analyst together with a sample of the stock remedy,shall be in the prescribed form.Annexure F.
(6) A certificate on which the result of a test, examination or analysis of a sample of a stock remedy is to be recorded in terms of section (b)of the Act, shall be in a prescribed form. Annexure G.
(7) That part of a sample of a stock remedy which is referred to in section (c) of the Act:
(a) shall, if a certificate referred to in sub regulation (5) indicates that such sample does not possess the chemical, physical or other properties specified into he
application for registration of the stock remedy concerned, or does not comply with any requirements referred to in these regulations,be retained until the action arising from such certificate is concluded;

- 34. (1) A measure of volume of liquids for trade shall—
(a) be of a denomination specified in Table 10 of the First Schedule and have that denomination indelibly marked on the outside of the measure in figures or letters;
(b) be provided with sub-divisions having intervals corresponding to figures 1, 2, or 5 divided or multiplied by 10 as appropriate;
(c) be made of glass, aluminium, brass, bronze, copper, nickel, sheet iron, silver and steel including stainless steel tin plate, white metal or any approved material; Provided that for protection it may be anodised, electroplated, enamelled, galvanised, tinned or otherwise protected by an approved process;
(d) if made of brass, bronze or copper unless otherwise coated, have the inside surface well tinned with pure tine;
(e)if coated, have no sign of peeling;
(f) be made of hard and sufficiently thick material;
(g) not visibly deformed during filling;
(h)not be seriously damaged or deformed;
(i) have no false bottom;
(j) if made of metal, not have a bottom rim deeper than necessary to protect the bottom of the measure;
(k) have no lip or retaining edge which increases its capacity by more than 10%;
(l) if it has no tap, drain completely when tilted to an angle of 30 below the horizontal;
(m) if provided with a tap shall drain completely without prolonged dribble when the tap is open and the measure is levelled;
(n) have its capacity marked on the upper part of its body or on a metal place permanently secured to that upper part;
(o) if it is made of glass, and has the capacity defined by a line, have the capacity indelibly marked near that line;
(p) have the capacity clearly defined in terms of regulations (2);
(q) if it is a graduated glass measure conform to regulation (3);
(r) have no greater error in excess or deficiency than the limit of error for its denomination or for the graduation concerned as specified in Table 10 and 13 of the First Schedule.
(2) The capacity of the measurement of volume (other than a graduated glass measure) shall clearly be defined as follows—

(4) An assizer shall inspect the measure of volume other than a laboratory measure made of glass—
(a) by filling it to the capacity with the liquid for which the measure is used; and
(b) by emptying those contents into a standard test measure having limits of error not exceeding those specified in table 10 of the First Schedule and a drainage time of 10 seconds observed.
(5) If it is used in a laboratory and conforms in shape, marking of denomination and limits of error to international standards, a measure made of glass or having a denomination below 50 ml shall not be subject to verification or stamping.
(6) If a measure of volume does not conform to this regulation, the assizer shall not pass it as correct during assizing.
(7) When the assizer passes a measure of volume as correct during assizing, the assizer shall stamp it:
(a) at the bottom of the inside of any lip or retaining edge of a metal measure; and
