13 Amendment of section 12C of Cap. 23:12
(1) With effect from 1st October, 2015, section 12C ("Collection of tax on exportation of unbeneficiated hides, determination of value thereof") of the Value Added Tax Act [Chapter 23:12] is amended by the repeal of subsection (2) and the substitution of-
"(2) Notwithstanding section 10(1), tax at the rate of seventy-five cents per kilogram of unbeneficiated hides shall be levied on a supplier of such raw hides for export from Zimbabwe or fifteen percentum of the export consignment of the hides in question, whichever figure results in a higher tax yield."

Description of the measure
3(1) Subject to section 12C of the Value Added Tax Act [Chapter 23:12], export tax relief shall be granted on unbeneficiated hides exported by a registered merchant listed in the Schedule.
(3) These regulations shall only apply to stockpile accumulated prior to 31 December 2016.
(4) The relief granted shall not exceed the maximum quantities prescribed for each individual exporter in the Schedule.

Requirements for high throughput cuffing plants producing for the export market [See also regulations 35 - 401
7. Considering the requirements set out in Part II B (1) and (2), to be graded as a export cutting plant -
(a) it must have a maximum throughput which the provincial executive officer may determine on grounds of the capacity of the holding chillers, hourly throughput potential relating to available equipment and facilities as well as chiller or freezer capacity;
(b) the premises must be fenced and provided with a gate to control access of people and animals;
(c) if meat is intended for sale to the public,
(d) separate facilities as required by the provincial executive officer must be provided; separate equipped rooms must be provided for -
(i) receiving of unwrapped carcasses and meat intended for cutting where applicable;
(ii)receiving of cartoned meat intended for cutting where applicable;
(iii) removal of meat from cartons and wrapping and thawing where applicable;
(iv) cutting and wrapping at an air temperature below 12 OC;
(v)packing, marking and labelling at an air temperature below 12 OC;
(vi)making up of new cartons used for packing meat;
(vii) dispatching of wrapped and packed meat at an air temperature below 12 OC;
(viii) dispatching of unwrapped carcasses and meat, where applicable, at an air temperature below 12 OC; and
(ix)washing and sterilizing of equipment;

10. Rules for meat inspection
(1) Every meat inspector and every detention officer shall, when inspecting the carcass, organs and viscera of cattle or pigs intended for human consumption, comply with the provisions of Parts I, II and III of the instructions set out in the First Schedule, and every person engaged in the work of handling cattle or pigs in a public abattoir or export slaughter house or of dressing the carcasses, organs or viscera of such animals shall comply with the provisions of Part I "A" and "B" of the said instructions so far as the same are applicable to such person or to such work, and every meat inspector and detention officer shall, in determining the action to be taken in the event of any evidence of disease being found in a carcass or in the organs or viscera, comply with the provisions of Parts IV and V of the said instructions.
16. Inspection of export slaughter house and public abattoir
(1) A medical officer or a health inspector may visit all portions of export slaughter houses and cold stores and public abattoirs at any time to ensure that the premises are maintained in a sanitary condition.
(2) For the purposes of this regulation "premises" includes the employees' dining, dressing and lavatory and privy accommodation.
17. Powers of veterinary officers
Any veterinary officer shall at all reasonable times be entitled to enter and inspect any public abattoir or export slaughter house or cold store and to examine any carcass, organs or viscera or meat food products therein.

(1) No person shall export any cut or polished diamonds which are not set in
jewellery, tools or implements unless—

(b) such person is able to furnish to the Mining Commissioner on request a satisfactory account of his possession of such diamonds.

(1) No person shall export plants, plant products or other regulated articles from Botswana unless he or she-
(a) applies to the NPPO in the manner prescribed by the Minister;

(d) pays a prescribed fee.
(2) Any person who contravenes any order issued under subsection (1) shall be guilty of an offence and liable to a fine not exceeding P2 000, or to imprisonment for a term not exceeding one year, or to both.

A: Protection of human life and health
Description of the measure
(1) Lots of fishery products proposed for export must meet the following general requirements:
a) They have been processed in establishments with Operation Health License
b) Come from vessels with Health Authorization
c) Have been produced from raw materials and ingredients in good and hygienic conditions, free from contamination or not having chemical additives in quantities greater than tolarable by national and international standards and fit for human consumption, without being tampered as defined by Article 46 and fulfill the requirements set out in Annex II (sensory evaluation, chemical, microbiological and parasitical and acceptance limits), and also in accordance with any other requirement and acceptance deadline set by the importing country
d) They have been processed under sanitary hygiene and processing conditions, and without health risks referred to in this Regulation
e) Comply with the stated on the label
f) Be labeled according to the provisions of this Regulation as well as by the importing country
g) They are in accordance with the encoding requirements
h) Must meet any regulatory requirement of the importing country, with regard in particular to the composition, quality, and self-control of quality
i) Meet the requirements defined in this Regulation and, in particular, by Annexes II, XVII, XVIII and XIX for fishery products for the EU market
j) Meet any other requirements that may be established by the Minister of Fisheries, on a proposal by the Department of Fish Inspection
2. Lots of proposed fishery products for export, classified in accordance with Article 45 of this Regulation, shall submit to the health inspection
a) seven days prior to the products of categories I to V
b) six hours prior to the products of category VI, with the intention to export to be communicated with a least twenty-four hours.
(2) Lots of proposed fishery products for export, classified in accordance with Article 45 of this Regulation, shall submit to the health inspection:
a) Up to seven days prior to the products of categories I to V
b) Up to six hours prior to the products of category VI, with the intention to export to be communicated with a least twenty-four hours.

Article 19 (Inspection for export)
1. The exporter or his representative shall:
A) Submit the request for inspection, forty-one days before the export of the goods, and verify compliance with the requirements of the recipient country;
(B) Provide the necessary means for the proper conduct of the inspection, and shall bear the costs thereof.
2. In the event of an anomaly in the inspection, the export of the goods shall not be authorized.
