(b) heat above 35 degrees C;
(c) humidity above 75%, or water. including rain;
(d) contamination with dust or other particles or substances;
(e) mixture with non-iodized salt;
(f) inadequate ventilation or aeration:
(g) unduly long storage time (more than six months);
(i) storage in uncovered rooms or warehouses; and stacking less than 30 centimeters above the floor level.

- Article 11: Conditions for transport of living fish
Vehicles and containers intended for the transport of living fish shall have a water and oxygen distribution system which meets environment variations during the transport, and the needs of the fish transported, like in the event of closing of valves on the fish tank for biological safety reasons. Access to fish shall be easy so as to check on the way. Fish wellbeing standards shall be respected.
Article 13: Requirements for transport of non living fish for consumption
Vehicles intended for fish transportation shall be fitted with refrigerator containers or cases of which the interior shall be made in resistant, smooth, non corrosive materials, easy to clean and disinfect. The refrigerated containers or cases of such vehicles shall make possible the draining of water from the melting ice used for the
conditioning of the transported fish. The refrigerated containers or cases of such vehicles shall make it possible to keep the inside temperature constant and equivalent to that of melting ice. The ice shall be made in clean water.The loading of fish with ice shall be done in such a way that the fish reaches quickly the temperature of 0-3°C.Loading shall be done quickly to avoid fish contamination and warming. There shall be no direct contact between the personnel and the ice. After unloading, the vehicles shall be washed with clean water and disinfected. The refrigerated containers in which the fish and ice are loaded shall be washed with clean

- 10. Importation and release of ectoparasiticide trial products
10.1 The shipping of an investigational product shall be conducted according to instructions given by or on behalf of the Sponsor in the shipping order.
10.2 A pre-clearance inspection shall be carried out at the port of entry by the Authority.
10.3 The pre-clearance inspection shall include the shipping documentation and overall physical condition of the consignment as in schedule 5 of this guideline.
10.4 If specific storage conditions are essential to ensure the quality of the product, a device that will confirm that storage temperatures are not exceeded during transport shall be included with the shipment.
10.5 Any person who supplies false or misleading information in connection with his/ her application for a trial product import permit commits an offence under section 60 of the National Drug Policy and Authority Act - Reference of the measure

- 9. Conditions for placing on the market.
(1)Placing on the market of fish caught in its natural environment shall be subject to the following conditions—
(a)the fish must have—
(i)been caught and landed in less than eight hours, or
(ii)kept alive;
(iii)stored in ice or at temperatures of melting ice (0°C) in appropriate containers;
(iv)transferred to another vessel with ice storage capability in less than eight hours, whilst being kept cool and protected from the sun and contamination, and brought to the landing site in accordance, the Uganda Code of Practice for Production and Marketing of Chilled (Fresh) and frozen fish and fish products;
(b)been transported at temperatures of melting ice (0°C) from the landing site to establishments or markets in accordance with the Uganda Code of Practice for Production and Marketing of Chilled (Fresh) and Frozen Fish and Fish Products;
(c)been handled, and where appropriate, packaged, prepared, processed, frozen, defrosted and stored, hygienically in an approved establishment;
(d)undergone health and sanitary checks in accordance with the relevant National Standard; and
(e)been appropriately packaged, stored, and transported under sanitary conditions meeting the requirements of the third and fourth schedules.
(2)Fish to be placed on the market alive shall at all times be kept under conditions that ensure fish welfare and survival satisfactory to a fish inspector - Reference of the measure

- 9.3 Transport and storage of empty containers
Containers and lids or closures from manufacturers shall be delivered covered by wrapping material or in covers and shall be transported and stored under protection against risk of contamination, damaging and the weather. The storage area shall be kept clean and shall be insect-, bird- and rodent-proof. Containers and lids or closures shall be stored in a dry store, protected against wind, rain or vapour from the sea and away from steam, humidity, condensation or sudden temperature variations. The storage area shall be used solely for the storage of empty containers and lids.
The stacking of pallets with empty cans shall be such that the cans shall be not damaged. Empty cans or pallets with empty cans shall be not stepped on.
9.11 Storage of the end product
9.1 1 .I General
The end product storage areas shall be used solely for the intended purpose. All containers of the same production code or batch code or sub code, where applibles, shall be stored together and not be mixed with containers of other production days' bodes. Each stack or pallet with containers shall be identified with the code appearing on the containers and with their inspection status. Any production lots in which defects or a deviation from process requirements
were detected, shall be identified as such and be stored separately from other production lots. Any non-conforming production lots, shall be identified as such and stored in an area physically separated from the rest of the end product stock.
9.1 1.2 Products not requiring refrigeration
Canned products not requiring refrigeration shall, both before and after labelling and packaging for commercial distribution, be stored orderly in dry conditions, protected against steam, condensate, moisture, dust and the weather. Canned products shall not be stored under conditions that are conducive t'o corrosion of the containers or be exposed to extreme temperatures.
The final product shall be stacked in such a way that container damage shall not occur due to pressure from excessive mass of pallets with containers stacked above. Workers shall not be allowed to step on containers or on pallets with containers. - 4.2.7 Storage facilities for packing and packaging materials
Containers, closures, cartons, and labels for the packing and packaging of the product shall be stored in clean, dustproof, vermin-proof, dry storerooms reserved for the purpose. Precautions shall be exercised that containers and closures are not exposed to environmental elements or excessive steam or moisture during storage. Packing and packaging materials shall be stored at a height of at least 250 mm above floor level and away from the walls.
4.2.22 Storage facilities for end products
End products awaiting dispatch shall be stacked in well ventilated, acceptably dust-free, dry and clean rooms. The storage area for end products shall be physically separated from areas where steam is generated. The design and location of the storage area shall be such that the end product shall be protected against elements of the environment or any other condition that could adversely affect the product
8.3 Transportation and storage of empty containers
Containers and lids or closures shall be delivered from the manufacturer wrapped or in covers and shall be transported and stored under protection against risk of contamination, damaging and the weather. The storage area shall be kept clean and shall be insect, bird and rodent proof. Containers and lids or closures shall be stored in a dry store, protected against wind, rain or vapour from the sea and away from steam, humidity, condensation or sudden temperature variations. The storage area shall be used solely for the storage of empty containers and lids.
The stacking of pallets with empty cans shall be such that the cans shall not be damaged. Empty cans or pallets with empty cans shall not be stepped on.
8.5 Distribution and handling of containers
Containers shall not be exposed to contamination or damaging to their bodies, seams or flanges while distributed, on runways or feeding lines. Containers shall be removed from the runways or feeding lines at the end of production unless the containers are adequately covered and protected against risks of contamination and damage.
9.5 Storage of the end product (see 4.2.22)
The end product storage areas shall be used solely for the intended purpose. The end product shall be stacked away from the floors and walls.
All containers of the same production code or batch code shall be stored together and not be mixed with containers of other production.day's codes. Each stack or pallet with containers shall be identified with the code appearing on the containers and with their inspection status. Any production lots in which defects or a deviation were detected, shall be identified as such and shall be stored separately from other production lots. 9.5.3 Products requiring refrigeration
Where products are required to be stored under refrigeration, the storage temperature shall not exceed 4 °C (see 12.2.1(e). Refrigeration rooms shall be clean and shall be hygienically maintained. The product shall be protected against risks of corrosion. - Reference of the measure

Water or ice water used for storage of the raw product shall not be recirculated for the purpose of
repeated use without adequate treatment to maintain its purity. Provision shall be made for drainage
of the tanks without contaminating the product.
3.2.12.2 Edible materials shall be stored in a clean, tidy, dust free, insect, vermin and bird proof
areas, away from the wall and floor surfaces and protected against any source of contamination and
separated from the processing areas. Materials not used in contact with the product shall not be
stored in the same rooms where edible or packing materials are stored.
3.2.12.3 Edible raw materials requiring storage under cool, chilled or frozen conditions shall be
stored under such conditions.
3.2.12.4 Edible material supplied by the manufacturer in containers or in packages shall be stored
in closed containers or packages. Opened containers or packages with partly used ingredients shall
be re-sealed or transferred to closed containers for further storage and shall be properly identified.
3.2.12.5 Edible dry ingredients and other ingredients in containers or packages such as tomato

16. The Regulations are hereby amended by the substitution of regulation 27 by the
following regulation;
27. (14) All vehicles or warehouses used for the transportation or storage of raw materials
(including packaging), intermediates/semi-processed products and finished product, shall be
suitable for the intended purpose, and be maintained in good repair and in a Hygienic condition,
such that-
(j) vehicles and reusable containers and all reusable items of equipment or
appliances that come into contact with animal by products or processed
products, shall be: cleaned, washed and disinfected after each use;
maintained in a clean condition; and cleaned and dried before use;
(k) re-usable containers shall be dedicated to the carriage of a particular
product in order to avoid cross contamination;
(I) unprocessed animal by-products that are fit for human consumption
destined for the production of feed material or pet food shall be
transported chilled or frozen, unless processed within 24 hours of the
time at which it was generated; and
(rn) Packaging material shall be incinerated or disposed of in accordance
with relevant legislation (s).
27. (15) Storage segregation procedures shall be in place to prevent the cross contamination
of finished products, packaging and raw materials, such that-
(a) processed feed and packaging material shall be separated from
unprocessed feed materials and additives, in order to avoid any cross contamination
of the processed feed or of the packaging material.
27. (16) Procedures shall be in place to ensure that materials and products are used in
the correct order and within the allocated shelf life, such that -
(a) receipt documents and/or product labeling shall facilitate correct stock rotation

All fish, marine molluscs, crustaceans and other ingredients for canning, whether fresh, chilled, frozen, canned or otherwise preserved shall be in compliance with 4.1. All fish, marine molluscs and crustaceans shall be alive on harvesting. The raw materials shall only be transported under protection.
An incoming inspection on the quality of the raw materials and ingredients shall be conducted on receipt and records shall be kept of the findings and time of reception.
lngredients are to be inspected on arrival at the factory to ensure that they are correct as ordered, properly packaged and identified through labelling, of the correct quality or grade and uncontaminated. lngredients are to be stored hygienically and in such a manner so as to protect quality and integrity. Where ingredients are made up for use in processing areas, they shall be protected and identified. Only ingredients made up for the daily use shall be stored in processing areas and then in such a manner that they cannot be contaminated. 4.(1) No person shall handle food in a manner contrary to the provisions of these regulations.
(2) If an inspector following an inspection of food premises or a facility is of the opinion –
(a) that such food premises or facility –
(i) are or is in such a condition or used in such a manner; or
(ii) do or does not comply with these regulations to the extent;
(b) that a particular activity with regard to the handling of food takes place in such a manner; or
(c) that such circumstances exist with regard to the food premises or facility or any other activity, that they or it constitute a health hazard and that the continued use of the food premises or facility or the activity should be prohibited, the local authority may summarily prohibit the use of the food premises or facility for the handling of food or any of the activities that relate to the handling of food, by serving a written notice in terms of section 52 of the Act on the person in charge or, if he or she is not available, his or her representative informing such person of the prohibition.
(3) A notice referred to in sub regulation (2) shall contain at least the following particulars:
(a)The reason(s) for the prohibition;
(b) a statement that the prohibition will in writing be removed by a local authority as soon as the reason(s) for the prohibition has (have) been removed and provided the inspector is satisfied that the reason(s) for the prohibition is (are) not likely to recur.
(4)(a)A prohibition shall come into operation from the time at and the date on which a notice is served under sub regulation (2).
(b) No person shall perform any act that is contrary to such prohibition.
(5) An inspector shall, within 72 working days hours of receiving a request for the removal of a prohibition, carry out an investigation of the food premises, facility, activity or circumstance which gave rise to the prohibition and the local authority
shall upon completion of such investigation in writing inform the person on whom the prohibition notice was served or, if he or she is not available, any other person representing such person that the prohibition has been removed or remains, as the case may be.
(6)A local authority may levy an inspection fee equivalent to the expenses incurred by the local authority for carry ingot the inspection on the person in charge for each investigation carried out by an inspector in terms of sub regulation (5).
standards and requirements for the transport of food
13. (1)No person shall transport food including the products referred to in regulation 14 on or in any part of a vehicle -
(a) unless that part is clean and has been cleaned to such an extent that chemical, physical or microbiological contamination of the food is prevented;
(b) together with -
(i) contaminated food or waste food;
(ii) poison or any harmful substance;
(iii) a live animal; or
(iv) any object that may contaminate or spoil the food.
(2) Subject to sub regulations (1) and (4), the freight compartment of a vehicle that is used for the transportation of food that is not packed or wrapped in liquid proof and dustproof sealed containers -
(a) shall have an interior surface made of an easy -to-clean and smooth,
rust-free, non-toxic and non-absorbent material without open joints or seams and, before food is loaded into such freight compartment, no square centimeter of the said surface shall upon analysis as referred to in
regulation 6(4) contain more than 100 viable micro-organisms;
(b) shall be dustproof;
(c) shall not be used simultaneously for the transport of any person or any other item that may contaminate the food.
(3) Notwithstanding any provisions to the contrary contained in this regulation, no non-p repacked food shall be -
(a) transported in such a manner that it comes into contact with the floor of a vehicle or the floor covering thereof or a surface thereof that can be walked on or with anything else that could pollute the food; or
(b) transported or carried in such a manner that the food could be spoiled or contaminated in any way.
(4) Sub regulations (2) and (3) (a) shall not apply to the transport of venison, fish, molluscs or crustaceans between the food premises and the place where the animals are hunted or the place where the fish, molluscs or crustaceans are caught or harvested: Provided that such transport shall be by the best available method and within a suitable time limit for transport as required by circumstances.
(5) No person shall transport food in bulk and semi-packed food in contravention of the provisions of the Codex Code of Hygienic Practice for the Transport of Food in Bulk and Semi-Packed Food (CAC.RCP 47-2001).
Provisions concerning unprocessed products
14. Notwithstanding any provisions to the contrary contained in these regulations, an
inspector shall, if he or she is of the opinion that conditions prevail that constitute a health hazard with regard to the packing, storage, display, sale or transport of fresh, raw and unprocessed fruit and vegetables and unprocessed maize, wheat, rye, unshelled peanuts, sugar cane, sunflower seed or other unprocessed agricultural crops, or with regard to the handling of food referred to in regulation 15(5)(a) -
(a) subject to regulations made in terms of section 35 of the Act relating to inspections and investigations in respect of the handling of food, order that any condition that led to or could lead to such or any other health hazard be corrected or that any provision of these regulations be complied with; or
(b) prohibit the continued use of the facility or food premises for the packing, storage, display, sale or transport of any of the said products, and the provisions of regulation 4(2) to (5) shall mutatis mutandis apply to such
prohibition.
14A. No person shall handle bottled/packaged drinking water (other than natural mineral water) in contravention of the provisions of the Codex Code of Hygienic Practice for Bottled/Packaged Drinking Waters (Other than Natural Mineral Waters) (CAC/RCP 48-
