- 5.4.1 General
Raw material used for canning shall be of a quality suitable for human consumption and shall be collected from clean waters not polluted by industrial or sewage discharges or other sources of pollution. Crustaceans shall not contain chemical, microbiological or biological contamination that may be hazardous to health. Transport of crustaceans to the factory shall be under conditions that will protect the product from the elements and from environmental contamination. - 3.2.1 3.3 Packing and packaging materials
Clean, dustproof, verminproof and dry storerooms shall be provided for the storage of packaging materials
3.6.5 Containers, bins and crates for the handling of raw material and the product
When filled or partly filled with raw material or with the product, containers shall not be stacked in a way that allows contact of the contents of a container with the bottom of the container stacked above it. Containers that hold edible materials shall not be stacked direction the floor or against the wall, and whenever they are moved, they shall be effectively protected from contamination. Containers that hold edible materials shall be stored at least 250 mm above floor level. Where pallets are used instead of racks, shelves or stands, there shall be a clearance of at least 100 mm above floor level. Containers shall be of hygienic design and shall eitherbelight coloured or have a bright metallic finish. Non-edible materials shall not be stored in the same room as edible ingredients or in the preparation or processing areas of the factory.
3.6.6 Wrapping materials
Wrapping materials used during the packaging of the product shall be kept in corrosion-resistant containers of hygienic construction, and shall be so dispensed, that the wrappers require only minimum handling.
3.6.7 Packaging materials
Materials for the packaging of the product shall be stored on racks/shelves at a distance of at least 250 mm from the floor or on pallets, and away from the walls.
3.6.8 Spare parts
Spare parts for machinery, and other items that are capable of contaminating the product, shall be stored away from the preparation, processing, packaging and product storage areas.
3.6.9 Freezers, chill rooms, freezer storage rooms and their equipment and instruments
Freezers, chill rooms, freezer storage rooms and their equipment and instruments shall operate efficiently and shall be kept clean and in a hygienic condition. The temperature in freezer storage rooms shall be automatically and continuously monitored and a record of the temperature shall be kept and shall be available for inspection. Products shall not be stacked direct on the floor or against the walls. No material other than the product or ingredients of the product shall be stored in freezers, chill rooms or freezer storage rooms. No condition and no object or matter that could affect the flavour, odour or appearance of the frozen product in any way shall be present in freezers, chill rooms and freezer storage rooms.
4.2 Transportation of whole lobsters and lobster tails to processing and
freezing plants
4.2.1 General
Transportation of whole lobster to processing and freezing plants, which shall be done in accordance with the relevant regulations of the Sea Fishery Act, 1988 (Act 12 of 1988), shall be performed under clean and hygienic conditions, and the product in transit shall be fully protected from contamination by dust and other foreign matter and from the heat of the sun. Lobster shall not be transported under conditions that adversely affect or impair the product. Lobster shall not be transported with other products. Means of transport used for lobster shall not be used for other products likely to impair or contaminate the lobster. The inside surfaces of the means of transport shall be so finished that they do not adversely affect the lobster. The inside surfaces shall be smooth and easily cleaned and disinfected. The lobsters shall be kept moist cool and alive. Coverings used over unprotected raw
material shall not rest on the raw material direct. The method of transportation, and the manner in which lobsters are held during transportation, shall be such that the lobsters are not damaged in any way. Suitable measuring instruments shall be used to measure temperatures specified in the following clauses.
4.2.2 Whole lobsters
Whole lobsters shall be alive upon arrival at the packing plant. For the attainment of this, provision of refrigeration during transportation might be necessary. Neither fresh-water ice nor ice water shall be allowed to come into contact with the lobsters during such transportation.
4.2.3 Lobster tails
Lobster tails shall not be transported in the unfrozen state unless:
a) they have been properly gutted and washed;
b) they are individually well wrapped, graded and packed in their final containers;
c) they are refrigerated to a temperature not lower than -1 ̊C and not higher than 4 ̊C and transported to nearby freezing facilities within 5 h after being packaged; and
d) the transportation vehicle is of hygienic construction
4.4.1 General
A lobster shall at no time be held under adverse conditions of storage, for example in corrugated iron structures that are subjected to direct sunlight. If, after landing, lobsters cannot be removed to processing factories without undue delay, or have to be held at a packing plant (or both), they shall be kept alive either by submersion in clean running sea water or by being held at an ambient temperature in the range 4 ̊C to 12 ̊C.
5.4.2 The product shall be stored and maintained at a temperature of -18 ̊Cor lower. If, at any time during storage, the temperature of the product rises above this temperature, it shall be rapidly lowered to -18 ̊C.If the temperature rises above -7 ̊C,the product shall, in addition, be resubmitted for inspection to the authority administering this specification. Products that, before dispatch for sale, are held for periods exceeding those specified in table 2 shall, prior to preparation for dispatch, be resubmitted for inspection to the'authority administering this specification.
7.2.1 General
The delivery of frozen products shall take place under hygienic conditions that will not adversely affect the quality of the product.
7.2.3 Delivery for local sale
The frozen product for local distribution shall be conveyed in refrigerated or insulated trucks from the factory or the freezer storage depot to the point of retail sale. The temperature of the product during local transportation shall, except at the outer surfaces of a stack, be -20 "Cor lower. Refrigerated trucks shall be fitted with at least one thermometer that is so installed as to be readable from outside the refrigerated compartment. - Reference of the measure

- Loading of carcasses and meat for transport Loading and transport in general
45. (1) A vehicle used for the transport of meat must comply with the requirements set in the Requirements for Food Premises under the Health Act.
(2) Rough offal may not be loaded in the same loading space as carcasses, portions or red offal, unless such rough offal is kept in clean, waterproof containers with tight fitting lids, complying with specifications for equipment as set in Part II 8(1).
(3) No cartooned products may be loaded in the same loading space as exposed meat.
(4) Chilled red meat carcasses, sides and quarters must be suspended without touching the floor.
(5) No unwrapped meat may be loaded directly onto the floor.
(6) Where required by the provincial executive officer, the driver of a vehicle transporting meat must provide the name, address and contact details of the owner of the vehicle.
(7) Meat returned to an abattoir or cold storage facility may be received only after re-inspection by the registered inspector, and may only be sorted and salvaged for human consumption under conditions determined by the registered inspector.
(8) Loading of meat by informal traders must be regulated by a protocol approved by the
provincial executive officer but without compromising hygiene or safety standards.
(5) Sanitation (See also regulations 14 - 17; 55(h)J
Water and equipment
46.(1)There must be available for sanitation purposes -
(a) potable or drinking water;
(b) hot water at a minimum temperature of 82°C in sterilizers for disinfecting hand equipment;
(c) water at 40°C at hand wash basins for washing of hands; and
(d) water at 40°C for general cleaning purposes.
(2) The owner must supply all the necessary equipment needed for sanitation.
Sanitation programmers
47. (1) Sanitation programmes must be approved by a registered inspector.
(2) A detailed post production sanitation programme must be in place containing -
(a) a list of all areas and rooms to be cleaned;
(b) the frequency of cleaning;
(c) step by step cleaning procedures for each area, room or equipment including ablution facilities, meat transport vehicles and lair ages;
(d) technical sheets of chemicals used must be provided with reference to use in meat plants, active ingredients, dilution rates and applications;
(e) results, including microbiological monitoring, to be obtained as the objective of the sanitation programme; and
(f) job descriptions and a training programme for all cleaners.
(3) Programmes must be in place for continuous cleaning during -
(a) work periods;
(b) breaks; and
(c) shift changes.
(4) Sanitation must commence immediately after production for the day or shift has ended, but no sanitation may commence in any area before all edible meat and animal products have been removed to prevent contamination.
(5) A new shift may not commence before all areas, rooms and equipment have been cleaned and disinfected and an effective pre-production monitoring programme must be in place to ensure cleanliness of all facilities before production commences.
Chillers and Freezers
48. (1) Chillers must be sanitized before a fresh load of meat is loaded.
(2) Chillers may not be sanitized if it contains meat.
(3) Freezers must be defrosted and thoroughly sanitized at least once a year or more often if required by a registered inspector.
Requirements for vehicles
64. (1) To transport animals for slaughter at an abattoir -
(a) the floors. Of the vehicle -
(i) must be solid without openings between different decks that could cause contamination of animals on a lower deck; and
(ii) must be nonabsorbent and slip free;
(b) sides and partitions -
(i) may not be lower than 1 800 mm for cattle and 750 mm for smaller animals; and
(ii) partitions must be installed at ever; 3 m of loading space if the vehicle is longer than 4m;
(c) shade must be provided for pigs in transit;
(d) ventilation in the vehicle must be ensured; and
(e) the loading space may not -
(i) have sharp angles, corners, protrusions or holes that may injure animals; or
(ii) have loose objects stored between animals.
(2) Minimum required floor space per animal on a vehicle is -
(a) 1.4 sq. m per adult bovine or equine;
(b) 0.3 sq. m per small calf;
(c) 0.4 sq. m per sheep or goat;
(d) 0. 3 sq. m per porker;
(e) 0.4 sq. m per baconer; and
(f) 0.8 sq. m per adult other pig.
(3) There must be partitions on the vehicle to separate -
(a) bulls and cows or heifers;
(b) adult and young animals;
(c) different species;
(d) fractious and normal animals; and
(e) injured or blind and normal animals.
Vehicle Hygiene
65. The owner of a vehicle must ensure that the vehicle used to transport animals to an abattoir is kept in a clean and hygienic condition.
Offloading [Also see regulation 19]
66.(1) Animals arriving at an abattoir must be offloaded immediately by trained personnel.
(2) Animals must be offloaded in a calm manner to avoid excitement, fear, stress and injury.
(3) No electrical prodding of pigs and calves is allowed.
(4) Animals may not be picked up by their heads, fleece, skin, ears, tails, horns or legs neither may animals be forced to jump from different levels or over gaps during offloading.
Rest Periods
67. Animals must rest overnight in lair ages before slaughtering, but if a registered inspector is satisfied that they are rested, they may be slaughtered on the day of arrival provided that they have had a rest period of not be less than 1 hour.
Lair aging [Also see regulation 20; 21; 22]
68. (1) Animals awaiting slaughter must be held in lair ages and pens.
(2) Lair ages must be cleaned after each batch of animals has been removed.
(3) Clean drinking water must be available at all times for animals awaiting slaughter.
(4) Animals may not be kept in a lair age or pen for longer than 72 hours, but in the case of calves and pigs for not longer than 48 hours.
(5) Sub regulation (4) does not apply to Judas goats for which must be provided -
(a) specific roofed pens with suitable bedding sited away from the slaughter area;
(b) sufficient and suitable feed on a daily basis; and
(c) veterinary treatment as required.
(6) Judas goats mentioned above must not be allowed to breed and castrated males must preferably be used.
(7) Animals kept in garages and pens for longer than 24 hours for monastics or longer than 48 hours for ruminants, must be fed.
(8) Unweaned pigs and calves under the age of three months and unweaned lambs under two months awaiting slaughter for a period of 12 hours or more, must be fed with grain in the case of pigs, and with milk or milk substitute in the case of calves, lambs and kids with the understanding that such milk must be fed with a bottle or other method appropriate for such animals.
(9) Where animals are fed in a lair age or pen, feed may only be placed in a hay rack, trough or another suitable container.
(10) The following animals may not be penned together:
(a) bulls and cows or heifers and cows;
(b) any young animals and adults;
(c) animals of different species;
(d) fractious and normal animals: and
(e) cattle with long and short horns.
(11) Animals that gave birth in vehicles or in lair ages must be kept in isolation pens together with their young pending a decision of the veterinarian which will include having the young removed from the abattoir or destroyed, subject to quarantine situations, and with the understanding that animals that have given birth may not be slaughtered within three days.

69.(1)Animals in lair ages, pens, passages and crushes must be handled calmly and humanely, without hitting or shouting.
(2)Prodders must be battery operated and may not be used when animals are already moving forward.
Emergency slaughter
70. (1) Animals injured during transportation, off-loading or lair aging must be slaughtered without delay to prevent further suffering by the animal.
(2) Animals which are injured and cannot walk must be shot and bled where it is situated, on the vehicle or in the lair age and transported to the emergency slaughter area.
123. (1) A vehicle used for the transport of condemned material may not be used for any other purpose, but after cleaning and disinfection the vehicle may be used for the transport of inedible material.
(2) A vehicle may only be used for the transport of condemned material if the -
{a) load space is lockable, theft proof and sealable;
(b) internal surface is leak proof and constructed of durable material; and
(c) floor is provided at its lowest point with a drain pipe capable of being securely closed by a screw valve.
(3) The load space of a vehicle used for transporting material to a sterilizing plant must be cleaned and disinfected to the satisfaction of a registered inspector at the end of each delivery, at a place specially constructed for the purpose.
(2) The manner in which imported meat that has been offloaded in the Republic must be stored as contemplated in section 13(6)(d) of the Act is -
(a) that the imported meat must be stored in such a way as to ensure -
(i) that no contamination, soiling or deterioration thereof in any way may take place; and
(ii) such imported meat cannot possibly contaminate other products in the cold store;
(b) that security measures must be in place to prevent any part of the consignment being removed before final release thereof; and
(c) that all documentation relevant to a consignment must be held by the owner of the cold store for inspection by the national executive officer.
(3) The veterinary procedures to be performed while the meat is stored as contemplated in sub regulation (2) are to -
(a) confirm a positive link between the meat and the import permit as well as all other documentation pertaining to the inspection;
(b) examine the maintenance of the temperature of the meat during transportation;
(c) confirm that no soiling, contamination or deterioration of the meat in any way took place during transportation prior to storage;
(d) remove samples for examination;
(e) examine test results pertaining to samples taken from the consignment;
(f) confirm that all other conditions stated on the import permit have been complied with; and
(g) conduct any other action necessary to ensure that the meat is safe and suitable for human consumption and poses no threat of transmitting a contagious animal disease. - Reference of the measure

(1) If milk that is not already packed in its final retail packaging is loaded on a vehicle at a milking shed for transport to a further distribution point, the driver of such vehicle shall-
(a) before any milk is loaded on such vehicle:
(i) carry out an alizarol test (68 percent alcohol) on a sample of the milk to be loaded, which sample shall be taken by himself or under his/her direct supervision from the container from which such milk will be loaded; and
(ii) take the temperature of the milk in the tank, if the alizarol test is positive, or if the temperature from such milk in the tank exceeds five degrees Celsius, which indicate inappropriate handling and the temperature under which the milk was stored, not accept such milk for transport;
(b) ensure that a milk tanker or milk container is cleaned and disinfected as soon as all the milk has been unloaded there from.
(2) Samples taken in terms of paragraph 11(1)(a), shall comply to the relevant provisions of ISO 707/IDF 50:2008, Milk and milk products- guidance on sampling.

(d) in the case of a ship, the captain of the ship;

(2) The Minister may, by statutory instrument, make regulations
for the purposes of regulating and controlling the mode and manner
in which animals shall be transported.

- 8. Promotion, advertisement, etc., prohibited
(1) For the purposes of this regulation, "promote" includes—
(a) any direct or indirect method of introducing a designated product or encouraging the
buying or use of a designated product;
(b) sale devices such as rebates, special displays to promote sales, tie-in sales, loss
leaders, grant of rewards, discount coupons, premiums, special sales, prizes, gifts and
giving of samples to mothers;
(c) direct or indirect contact between marketing personnel and members of the public in
furtherance of or for the purpose of promoting the business of designated products and
indirect contact includes television and radio, telephone or internet help lines, mother
and baby clubs and baby competitions;
d) electronic communication including website, internet and electronic mail;
(e) promotional items such as clothing, stationery or items that refer to a designated
product or to a brand name of a designated product;
(f) outdoor advertisements such as billboards;
(g) placard and newspaper or magazine inserts;
(h) practices that create an association between a manufacturer or distributor and
breastfeeding.
(2) No person shall—
(a) promote or cause to be promoted, foods for infants and young children or other
designated products;
(b) engage in promotional activities of any designated product;
(c) publish or cause to be published any advertisement for any designated product;
(d) advertise or cause to be advertised any designated product.
(3) No manufacturer or distributor shall—
(a) distribute or cause to be distributed any information or educational material relating to
infant or young children nutrition or feeding, except in accordance with these
regulations.
(b) offer or give or cause to be offered or given, any benefit to a health worker, including,
fellowships, study grants, funding for attendance of meetings, seminars, continuing
education or conferences;
(c) fund any research, clinical or otherwise, carried out by any health worker on any
designated product, except in accordance with a protocol approved by the relevant
authority in writing;
(d) directly or indirectly, provide any support, financial or otherwise, to any health worker;
(e) employ any person to provide to health workers in health care facilities, pregnant
women or mothers of infants and young children or any person with education or
instructions regarding the use of a designated product;
(f) sell, donate or distribute or cause to be sold, donated or distributed in a health care
facility, any—
(i) equipment, materials or any other services with any reference to any designated
products or contain the name or logo of any manufacturer or distributor of any
designated product,
(ii) foods for infants and young children or other designated products at a price lower
than the published wholesale price or in the absence of such price, lower than 80
per cent of the retail price.
(g) calculate a bonus payment based on the volume of sales of any designated product; or

- 28. Requirements in respect of stills
(1) Subject to subregulation (2) no person, other than an agricultural distiller, shall use a pot still with a capacity of less than 680 litres or a continuous still which is not capable of distilling 910 litres or more of wine or wash per hour.
( 2) Subregulation (1) shall not apply to any still lawfully in use at the time of the commencement of the Act, or to any still which the Director may, in his discretion, authorize to be used for the distilling or manufacture of essences or such other preparations as he may determine, or for experimental purposes.
( 3) No agricultural distiller shall use a still with a capacity of less than 90 litres for distilling spirits:
Provided that this requirement shall not apply in respect of a still which is lawfully in the possession of an agricultural distiller immediately prior to the commencement of the Act.
( 4) No person shall use a still for distilling spirits, and no licence to distil spirits therein shall be issued, unless such still is made wholly of copper, tin, stainless steel or aluminium.

( 8) Sugar solutions shall not exceed 1150 degrees relative density.
( 9) Pure caramel used for colouring purposes and sugar solutions shall be prepared, recorded and used in a manner approved by the Director.
( 10) In the manufacture or preparation of beer for sale, a manufacturer shall not use or add any saccharin, sucramine or sugarol, or any of the compounds of saccharin, sucramine or sugarol respectively, or any other substance (except sugar) that shows a positive reaction to the chemical tests for saccharin.
( 11) If, at any time after fermentation has commenced in any worts so that the original relative density cannot be ascertained by the prescribed saccharometer, the original relative density thereof is required to be ascertained, such relative density shall be ascertained in the following manner-
( a) f rom a sample taken from any part of such worts, a definite quantity at 15,6 degrees
Celsius shall be distilled;
( b) t he distillate and residue shall each be made up with distilled water to the total quantity
before distillation and the relative density of each shall be ascertained;
( c) the number of degrees by which the relative density of the distillate is less than the
relative density of distilled water shall be deemed the spirit indication of the distillate;
and
( d) t he degrees of original relative density standing opposite to such indication in the table
for use with Sikes' hydrometer added to the relative density of the residue shall be
