- Description of the measure
- 5. Layout of premises.
All premises used for the manufacture, distribution, formulating, packaging
or storage of agricultural chemicals shall—
(a) be of a suitable design, layout and construction to facilitate the health of workers and to avoid contamination of the environment;
(b) have sufficient space for placement of equipment, storage and materials, and be conducive to the health of workers and fumigators and commercial applicators; and
(c) have separate areas, either by partition, location or other effective means, for those operations which do not require workers,fumigators and commercial applicators to be exposed to the agricultural chemicals.
6. Protection of workers and operators and quality of chemicals.
Any person who carries on the manufacturing, formulating, packaging, usage
or storage of agricultural chemicals in any premises shall ensure that—
(a) at all material times—
(i) the persons working in the premises wear adequate protective clothing;
(ii) the premises are, to the board’s satisfaction, equipped with first-aid facilities to cater for emergencies;
(iii) the general health of the persons working on the premises is adequately catered for; and
(b) the quality of the agricultural chemicals is within the limits prescribed by the board.
26. Packaging.
(1) Packaging and repackaging of agricultural chemicals shall be carried out only on premises registered under these Regulations, where a registered fumigator or commercial applicator shall ensure that the chemical is properly labelled and meets the required standards.
(2) Every package of an agricultural chemical shall, unless the board otherwise directs, require approval of the board.
(3) Notwithstanding subregulation (1) of this regulations, every package for an agricultural chemical shall be sufficiently durable and designed and manufactured so as to contain the agricultural chemical safely under practical conditions of storage, display, transportation and distribution.
(4) Every manufacturer or distributor of agricultural chemicals shall ensure that—
(a) he or she provides a range of packs which can be safely and appropriately used by small scale farmers and other users in Uganda;
(b) the withdrawal of any or all of the contents can be carried out in a manner that is safe to the user; and
(c) the closing of the package is in a manner that will contain the agricultural chemical satisfactorily under practical conditions.
(5) Every package shall be constructed in such a manner as to minimise the degradation or change of its contents resulting from interaction with the atmosphere or from the effects of radiation or other means - Reference of the measure
