- Prohibition of trading in coffee without licence
28. (1) Persons intending to carry the activities of -
(a)buying coffee;
(b)operating a central pulpery;
(c)operating a factory in which any type of coffee is processed or intended to be processed;
(d)operating a store or a warehouse used for the storage of coffee;
(e)roasting coffee for sale, locally or for export;
(f)rendering services of coffee liquoring; shall have to obtain a licence issued under these Regulations.
(2) Any person, who contravenes this regulation, commits an offence and upon conviction shall be liable to a fine of one hundred thousand shillings or to imprisonment for a term not exceeding six months or to both such fine and Imprisonment
Application for Green Coffee Exporter’s Licence
37. (1) The application for green coffee exporters licence, shall be in Form No. TCB/GCE/001 and the Licence shall be in Form No. TCB/GCE/002 set out in the First Schedule.
(2) The green coffee export licence, shall allow the holder to export green coffee beans.

39. (1) An application for ground or instant coffee exporters’ licence and the Ground or Instant Coffee Exporter’s licence,shall be in Form No. TCB/ICE/001 and No. TCB/ICE/002 set out in the First Schedule.
(2) The licence referred to in sub regulation (1), shall allow the licence holder to export ground coffee or soluble coffee, derived from roasted coffee, but shall not allow the exportation of any other type of coffee.
(4) The instant coffee exporters’ licence, shall be issued annually, from 1stJuly to 30thJune of the following year.

40. (1) An application for roasted beans and ground coffee exporters’ licence, shall be made in Form No. TCB/RB/001 and TCB/GCE/001 and the Roasted Beans and Ground Coffee exporter’s licence,shall be in Form No.TCB/RB/002 and GCE/002 set out in the First Schedule.

- 13.-(1) No person shall engage in fishing, collecting or export of any of the fish or fish products enumerated in part (b) of the Third Schedule of these Regulations unless he is the holder of a valid licence Permitting him to engage in fishing or collecting or export of the type of fish products of specified on the licence.
(2) No person shall employ, cause or permit any other person to or fish engage in fishing, collecting or export of any type of fish or fish product which such first mentioned person is prohibited from fishing, collecting or export by the provisions of paragraph (1) of this Regulation.
23.--(1) No person shall without first obtaining a written permit or other authorization from the
Director of Fisheries and except in accordance with the conditions' specified in the permit or
other authorization:
(a)Import any live fish or fish products into Tanzania Mainland other than fish indigenous to Tanzania Mainland or
(b) Introduce into any water in Tanzania Mainland blue gill sunfish helioperca marcochira) carp all species of cyprinus (including gold fish) or any species of fish, not indigenous to Tanzania Mainland or the eggs thereof; or
C) transfer any species of fish or fish products not indigenous to Tanzania Mainland or the eggs thereof from one water.to another within Tanzania Mainland; or
(d) Export any live fish which are protected or fish products from Tanzania Mainland - Reference of the measure

- 18-(1) The Board shall issue a license to a buyer, processor, and exporter of seed cotton, cotton lint and cotton by-products upon such terms and conditions as provided for in these Regulations.
(2) The Board shall issue a license or permit after being satisfied that the applicant has met all the requirements for the issuance of such license or permit.
(3) A cotton lint or linter export licence shall only be issued to the owner of cotton lint, ginner or a seller under a contract of cotton lint sale.
(4) Any person who trades in cotton without a valid licence or permit commits an offence.Mode of application for a license and permit
19-(1) Application for license and permit shall be in the prescribed form as provided in the Second Schedule.
(2) The Board shall, within fourteen days upon receipt of the application, process every application for a license to be issued under these Regulations
(3) A License shall be valid for a period of one year and may be renewed for another period of one year

20-(1) Subject to section 5(3) of the Act the Board shall issue to any successful applicant, a license or permit of the following categories-
(a)seed cotton buying license;
(b)ginning license;
(c)cotton lint or linters export license;
(d)cotton seed or cake export permit; and
(e)cotton lint export permit.

(2) The application shall give details of the intended outward processing and shall be made in advance, prior to exportation of the goods which are subject to the process. Authorization of outward processing.

- 25.-(1) A person shall not import or export fertilizer or fertilizer supplement unless he possesses permit issued by the Director to that effect.
(2) The Board shall, prior to issuing of any permit, satisfy itself that the provisions of the Environmental Management Act are adhered to, and that-
(a) the fertilizer or fertilizer supplements to be imported or exported is registered under this Act;
(b) the applicant has the certificates of registration for fertilizer business; and
(c) in case of exportation, the applicant has complied with relevant legislation and policies dealing with fertilizer export.
26.-( 1) The Director may suspend or cancel the permit issued under section 25 if he is satisfied that-
(a) the permit has been obtained by misrepresentation at the time of application;
(b) conditions subject to which a permit was issued have not
been complied with;
(c) the permit has been transferred to any other person;
(d) the fertilizer dealer has contravened the provisions of.this Act;
(e) the business licence of the fertilizer dealer has been cancelled;

- 37 (1) No person shall import into, export, or re-export any goods outside Zanzibar without the approval of the Minister.
Provided that this section shall not apply to:
goods purchased at either the airport shop of the shop in the customs area and which are supported by receipts issued by either of the above mentioned shops; appropriate wearing apparel and personal effects which are proved to the satisfaction of the customs officer to be for personal use.

- 30 (2) Subject to the provision of this Act, it shall be an offence for any person to import or export any controlled goods, or to do any act with intent that any import-controlled goods shall be imported, unless he is in possession of a permit issued by the Minister under the provision of this section authorizing the importation or exportation of such goods.
