- 34.-(1) Any seed dealer who intends to export seed from Tanzania, shall submit to the Director a notice of intention to export on Form SR XIV set out in the Fifth Schedule to these Regulations.
(2) The notice under sub -regulation (1) shall be accompanied with an import permit from the country to which seed is exported and shall specify the quantity, plant species and variety to be exported.
(3) Upon receipt of such notice, the Director shall issue seed export permit on Form SR XV set out in the Fifth Schedule to these Regulations.

(1) No person shall export cattle from any declared area unless he or she is in possession of an exporting licence issued by the commissioner of livestock and entomology.
(2) For the purposes of this section, the commissioner of livestock and entomology may by statutory instru
ment declare any area of Uganda to be a declared area.
(3) The commissioner of livestock and entomology shall have power to refuse to issue or to revoke an exporting licence.
(4) An appeal shall lie to the Minister from any decision made by the commissioner of livestock and entomology under subsection (3).

- 26. Importation and exportation of firearms and ammunition.
(1)No person shall import or export any firearm or ammunition except at any one or more places designated for the purpose by the Minister by a notice published in the Gazette and under and in accordance with an import permit issued by the chief licensing officer or an export permit issued by a licensing officer.
(2)No person shall import or export any firearm or ammunition, or any firearm or ammunition of a class or type, of which the importation or exportation, as the case may be, is for the time being prohibited by the Minister by statutory order.
Any person who contravenes any of the provisions of subsection (1) or (2) commits an offence and is liable to imprisonment for life. The chief licensing officer or a licensing officer, as the
case may be, may, at his or her discretion, refuse to grant any import or export permit under this section without assigning any reason for the refusal, and shall refuse to grant any such permit authorising—
the importation or exportation of any arms or ammunition of war unless the Minister has sanctioned the importation or exportation;
the importation or exportation of any firearm or ammunition of which the importation or exportation, as the case may be, is for the time being prohibited under subsection (2); and
the importation of any firearm or ammunition which has previously been exported without having obtained an export permit under this Act.
Import and export permits under this section shall be in the prescribed forms and there shall be payable in respect of the permits such fees as may be prescribed.
The chief licensing officer or a licensing officer, as the case may be, may, without assigning any reason for the revocation, revoke any import or export permit granted under this section at any time before the firearms or ammunition to which it relates have been imported or exported.
Any person who, for the purpose of procuring whether for himself or herself or for any other person the issue of an import or export permit under this section, makes any statement which he or she knows to be false or does not believe to be true, commits an offence and is liable to imprisonment for a term not exceeding five years or to a fine not exceeding twenty thousand shillings or to both.
For the purposes of subsection (2), “ firearm” includes a safety, toy and alarm pistol, and a rifle which is capable of being converted into, or has the appearance of, a barrelled weapon or which can be used or adapted for the discharge of any noxious liquid, gas or similar substance. - Reference of the measure

- (1) No person shall export or import live fish for purposes of aquaculture Without a permit issued by the Chief Fisheries Officer.
(2) No person shall import live fish into Uganda for purposes of aquaculture Without certificate of import of live fish into Uganda as prescribed in the Sixth Schedule to these Rules.
(3) The fish species that may be exported or imported under sub rule (l) are those specified in the Eighth Schedule to these Rules.
(4) A fish transfer permit specified in the Tenth Schedule shall be issued on Payment of the fee set out in the twelveth Schedule to these Rules.
(5) A person or establishment intending to transfer fish within Uganda for aquaculture purposes shall apply to the Chief Fisheries Officer for a permit in the form set out in Form C of the Ninth Schedule to these Rules.
(6) A fish export or import permit specified in the Seventh Schedule shall be issued on payment of fees set out in twelveth Schedule to these Rules.
(7) The Chief Fisheries Officer may refuse to give permission for transfer of any fish if the fish to be transferred—
(a) presents danger of genetic contamination of native or existing gene pools through hybridisation;
(b) Presents danger of degradation of native species through the influx of exotic genes that are less fit either by means of hybridization or, hypothetically by gene transfer;
(c) Presents a danger of loss of native species or change in species Composition through competition, predation and habitat degradation.
17.Reasons for refusal to issue a permit

(3) Notwithstanding this section, any person, whether he or she is a citizen of Uganda or not, may be issued with an exporters-buyers licence for the purposes of purchasing the hides and skins required for any export business he or she may wish to undertake under the provisions of Part III of this Act.
(4) The holder of an exporters-buyers licence shall not purchase any hides or skins—
(a) from any person other than a registered cooperative society or company specified under subsection (2); or
(b) at any place other than at his or her licensed export premises.
8. Exporters-buyers licence.
No person shall export any hide or skin unless he or she is in possession of a valid exporters-buyers licence in the prescribed form issued to him or her by the licensing officer.
9 Issue of exporters-buyers licence and conditions attached to the licence.
(1) Every application for the issue or renewal of an exporters-buyers licence shall be made to the licensing officer in the form and manner prescribed.
(3) The licensing officer may in his or her discretion refuse to issue or renew an exporters-buyers licence if—
(a) in his or her opinion the applicant has insufficient resources or inadequate facilities, or he or she or the staff employed by him or her lack the technical knowledge, to enable him or her to engage in trading in hides or skins for export in the manner required by this Act or by any rules made under this Act;
(5)Every exporters-buyers licence when issued shall be endorsed in respect of all premises at which the exporter is licensed to carry on the business of exporter, and, except if further endorsed in accordance with subsection (8), shall not be valid except in relation to those premises.
(6) An exporters-buyers licence shall not be transferable by the licensee to any other person.
(7) An exporters-buyers licence shall, unless previously cancelled or suspended under the powers conferred by section 10, remain valid for one year after which application shall be required to be made for its renewal. - Reference of the measure

44. Timber export licences
(1) No person shall export timber without an export licence issued by a licensing authority appointed by the Minister.
(2) A person who exports or attempts to export timber without a licence issued in accordance with subsection (1) commits an offence and is liable, on conviction, to a fine not exceeding thirty currency points or imprisonment for a term not exceeding three years or both.

- 3. Restrictions on purchase of hides and skins.
(1) No person shall in any region whether on his or her own account or on behalf of any other person purchase for resale or tanning in Uganda any hide or skin—
(a) unless he or she is in possession of a valid buyers licence in the prescribed form issued to him or her by a licensing officer;
(b) except within the region in respect of which the licence is issued and at premises licensed under this Act or at a hide and skin market approved as such by the commissioner or any veterinary officer;
9. Issue of exporters-buyers licence and conditions attached to the licence.
(1) Every application for the issue or renewal of an exporters-buyers licence shall be made to the licensing officer in the form and manner prescribed.
(2) In addition to any conditions which may be prescribed under this Act, it shall be a condition of every exporters-buyers licence—
(a) that the licensee shall maintain premises having storage, packing and pressing facilities to the satisfaction of the commissioner;
(b) that all hides or skins purchased by the exporter shall be graded by him or her before the export of the purchase;
(c) that all hides and skins purchased for export shall be branded on the right foreshank with a distinguishing mark in the manner prescribed denoting the region of origin;
(d) that the licensee shall keep at the licensed premises proper books in English showing day by day the following particulars of each transaction entered into by him or her—
(i) in the case of all purchases, the date and price paid and, in respect of hides and calf skins,the weight and grade and, in respect of goat and sheep skins, the number and grade;
(ii) the date of disposal of any hides or skins purchased and details of the transaction;
(iii) in the case of purchases of green hides or green skins for preparation, details of the transaction;
(e) that the licensee shall preserve those books for not less than two years from the date of the last entry in the books;
(f) that grading shall be carried out to the satisfaction of a veterinary officer;
(g) that the licensee shall observe all the requirements of this Act and any rules made under this Act.
(3) The licensing officer may in his or her discretion refuse to issue or renew an exporters-buyers licence if—
(a) in his or her opinion the applicant has insufficient resources or inadequate facilities, or he or she or the staff employed by him or her lack the technical knowledge, to enable him or her to engage in trading in hides or skins for export in the manner required by this Act or by any rules made under this Act;
(b) in his or her opinion the premises in which the applicant proposes
to carry on his or her business or is carrying on his or her business do not conform with the requirements of this Act or any rules made under this Act or any other written law for the time being in force;
(c) the applicant has within the five years preceding the date of his or her application or subsequently to the issue of the licence, as the case may be, been convicted of an offence against any of the provisions of this Act or any rules made under this Act or any previous written law relating to the control of hides and skins;
(d) the applicant has within five years immediately preceding the date of his or her application or subsequently to the issue of the licence, as the case may be, been convicted of any offence involving fraud or dishonesty;
(e) the applicant is an undischarged bankrupt or a company in liquidation.
(4) For the purposes of subsection (3), “applicant” includes in the case of a corporation or firm any director, officer or partner of the corporation or firm, and its local manager.
(5) Every exporters-buyers licence when issued shall be endorsed in respect of all premises at which the exporter is licensed to carry on the business of exporter, and, except if further endorsed in accordance with subsection (8), shall not be valid except in relation to those premises.

- 11 (3) The Authority shall issue a re-export permit to the person to reexport the drugs.
21 (1) A person shall not export drugs out of Uganda without a licence issued by the Authority.
(2) An export licence shall be valid for one year and shall be in the format prescribed in Form 27 in the Schedule to these Regulations.
(3) The Authority shall issue an export licence where it is satisfied that the applicant meets the criteria set out in this Part.
22(1) An application for a licence to export drugs shall be made using Form 28 in the Schedule to these Regulations and accompanied by the licence of the applicant to be a licensed person and the prescribed fees.

No person shall export any preserved or protected object except with the permission of the Minister in writing, acting in accordance with the advice of the advisory panel.
For the purposes of study the Minister may, acting in accordance with the advice of the advisory panel, permit in writing the export of any preserved or protected object to a recognised institution of learning.
