- 7.Permits for imports and exports of animal and fisheries breeds
No imports or exports of animal breeds and genetic material shall be done without first obtaining a permit from the Commissioner, Livestock Health and Entomology.
8. List of suitable breeds to be drawn and updated regularly
(1) The list in the Third Schedule to this Act shall be the official list of suitable breeds for wide-spread use.
(2) The list will be updated regularly by the Executive Director.
(3) Any breed not appearing on the list shall only be allowed into the country for restricted use on designated locations and experimental stations or specialized production units approved by the Director.
(4) All imports and exports shall be sanctioned by the Director based on verified documentary evidence of the material being free of the disease agents and prohibited hereditary defects as specified in the Fourth Schedule to this Act.
9.Genetic materials
(1) A sample of all genetic materials namely—
(a)semen;
(b)ova;
(c)eggs; and
(d)embryos.
shall be submitted to a national depository for examination and future reference.
(2) All new genetic materials shall conform to the national bio-safety
standards as set by the Uganda National Council of Science and Technology
(UNCST) and the Uganda National Bureau of Standards (UNBS).
(3) A satisfactory genetic impact statement shall be provided by the promoter to the Centre and other designated offices.
(4) All genetic material developed in Uganda shall be patented and protected under the provisions of the National and International Intellectual property rights.
(5) Imported and locally produced genetic material shall be strictly screened
to conform to quality and performance standards established by the Director.
(6) The seller of animal genetic material to be used for breeding purposes, shall show proof of the quality of the product to the prospective buyer, by indicating the performance and parameters of the animals in issue which parameters shall conform to the performance parameters contained in the Fifth Schedule to this Act.
10.Quality of semen and sperms For the avoidance of doubt, the prescribed minimum amount of spermatozoa in a dose of semen shall be the one specified in the Sixth Schedule of this Act - Reference of the measure

2.(1) An application for a licence shall be made in the form set out in Annexure A hereto and shall be submitted to the Regional Director of Health Services of the area concerned.
(2) The form of licence to be issued in terms of section 4 of the Act shall be as set out in Annexure B hereto.
(3) (i) A licence shall not be issued unless in the opinion of the said Regional Director its issue is
desirable in the public interest.
(ii) A licence shall not be issued to any person who is unable to read and write one of the official languages or who in the opinion of the said Regional Director is otherwise unsuitable.

2.(1) Subject to the provisions of subregulation (2) no person shall export grains from the Republic unless each quantity thereof has been approved by the Executive Officer for that purpose.
(2) Grains which are -
(a) exported in a consignment of less than 20kg; and
(b) taken in as provisions for consumption abroad a conveyance to another country, Shall be exempted from the prohibition set out in subregulation (1).
(3) An approval in terms of subregulation (1) may also be given by an Assignee designated with regard to grains.
Application for approval for export
3.(1) An application for an approval in terms of section 4 of the Act for the export of grains shall be directed in writing to the Executive Officer or the Assignee who has been designated with regard to grains as the case may be.
(2) Such an application shall be made at least three working days before the intended date of export.
(3) The following particulars shall be supplied when such application is made.
(a)The name and address of the applicant and where applicable, of his agent or exporter.
(b)The grade and the class of the grains.
(c)The applicable Food Business Operator Code.
(d)The number of containers and the mass of the grains in the consignment concerned.
(e)The intended date of export and the port from which the consignment concerned shall be exported.
(g)The destination of the consignment concerned.
(h)The address of the premises where the consignment concerned may be inspected and the date and time when the consignment will be ready for inspection.

Importers or exporters of ozone depleting substances
8. (1)A person who imports or exports of ozone depleting substances listed in Appendix A must, annually, at the end of January every year, report to the Department the total quantities imported or exported for the previous year.
(2)The report contemplated in sub-regulation (1) must be in a table format, containing the following information-
(a)the name of the importer or exporter;
(b)the physical address of the importer or exporter;
(c)the name, surname and contact details of the person in charge of the import or export;
(d)the import or export permit number, issued in terms of the International Trade Administration Commission Act, 2002 (Act No. 71 of 2002);
(e)the total quantities of ozone depleting substances imported or exported for the reporting period in question;
(3)Before the end of January every year, every user who has been granted approval for a critical use must, for each ozone depleting substance, report to the Department annually the nature of the use, the quantities used during the previous year and the quantities held in stock.

- Prohibition on the export of frozen fruit and frozen vegetables
2.(1) Subject to the provisions of subregulation (2), no person shall export frozen fruit and frozen vegetables from the Republic unless each quantity thereof has been approved by the Executive Officer for that purpose.
(2) Frozen fruit and frozen vegetables which are
(a) exported to countries specified in the Annexure exported in a consignment of less than 20 kg; and
(c) taken in as provisions for consumption aboard a conveyance to another country,shall be exempted from the prohibition set out in subregulation (1).
(3) An approval in terms of subregulation (1) may also be given by an Assignee designated with regard to frozen fruit and frozen vegetables.
Application for approval for export
3.(1) An application for an approval in terms of section 4 of the Act for the export of frozen fruit and frozen vegetables, shall be directed in writing to the Executive Officer or the Assignee who has been designated with regard to frozen fruit and frozen vegetables, as the case may be.
(2) Such an application shall be made at least 48 hours before the intended date of export.
(3) The following particulars shall be supplied when such an application is made:
(a) The name and address of the applicant and, where applicable, of his agent or exporter.
(b) The kind and grade of frozen fruit and frozen vegetables which comprises the consignment concerned, as well as the specific class thereof.
(c) The number of containers, the mass and the number of units, as the case may be, which comprises the consignment concerned.
(d) The manner of packing and the individual container sizes.
(e) The intended date of export, the method of transport and, in the case of export by sea, the name of the vessel concerned and the port from which the consignment concerned shall be exported.
(f) The destination of the consignment concerned.
(g) Particulars with regard to the establishment in which such frozen product is prepared.
(h) The address of the premises where the consignment concerned may be inspected and the date and time when the consignment will be ready for inspection.
(i) The trade mark and, where applicable, the code marks which appear on the containers and packages concerned.

2.(1) Subject to the provisions of sub regulation (2) no person shall export fresh vegetables from the Republic of South Africa unless each quantity thereof has been approved by the Executive Officer for that purpose.
