2. The authorization for the exercise of any of the activities referred to in the previous number of this article is granted by means of a license, to be issued by the owner of the plant breeder's rights.
3. The holder of plant breeder's rights may impose certain limits and conditions for the exercise of the activities provided for in paragraph 1 of this article.
4. The conditions laid down in the preceding paragraphs of this Article shall also apply to varieties:
(A) Essentially derived from the protected variety, provided that the initial protected variety is not an essentially derived variety;

- Article 12
1. The importation of products subject to control is subject to the prior obtaining of an import authorization issued by the ANF and its original Phytosanitary Certificate, including the additional declaration when required, except in cases to be defined by the Minister who supervises agriculture.
2. Imports of products subject to controls not specified in Annex 1 to this Regulation shall be subject to the prior obtaining of an import authorization granted by the ANF which is issued following a pest risk analysis.
4. The original Phytosanitary Certificate issued by the Phytosanitary Authority of the exporting country must be completed in accordance with the requirements of the Import License.
5. The Phytosanitary Certificate of the exporting country is valid for 14 days - from the date of its issuance, except in cases where the goods come by sea, in which case the validity will be extended up to 30 days.
6. The customs clearance of products subject to control by the Tax Authority of Mozambique shall be preceded by the prior inspection and opinion of the Plant Inspector.
Article 13
1. The Phytosanitary Import License, the model of which appears in Annex 4, is issued at the request of the interested party, who must complete and submit to ANF the form in Annex 3.
2. The License issued by the ANF is valid for 1 80 days. In the case of partial imports, each lot must be accompanied by the relevant phytosanitary certificate
3. Importation of crops and living organisms at any stage of their development for scientific or research purposes shall be subject to the obtaining of a Phytosanitary Import License.
4. The issue of the Phytosanitary License for the import of seeds is subject to prior authorization from the Seeds Department of the Ministry that oversees agriculture. - Reference of the measure

- Imported animals shall not be allowed to transit without authorization by an officer of the Rwanda Animal Resources Development Authority (RARDA) who is in charge of a veterinary quarantine border post located at
the entry point or at the place the animal was put in quarantine.
That authorization to transit shall be presented to livestock health care services, police and customs agents upon their request. An order of the Minister in charge of animal resources shall determine the content of such

- It is prohibited to import livestock products mentioned in Article 151 that are infected with one of the contagious diseases referred to in Article 3 of this Law, except for products subject to special authorization by Rwanda Animal Resources Development Authority (RARDA) authorities.
In that case, their importation shall be conducted subject to a certification that there will be no negative consequence on the country issued by services in charge of animal health services.
The certification states that the products are from the areas where the diseases described in Article 3 of this Law have not been reported since at least one year ago. - Reference of the measure

- 13.-(1) Any person, who intends to deal with importation, exportation, production, processing, distribution1, sale or advertisement for sale of seeds shall obtain a permit from the Director or any other person authorized by the Director in that behalf
(2) The Director shall, before granting the permit or licence required under subsection(l) ensure that the standards and conditions for importation,production, processing, distribution sale or advertisement for sale of seeds, as provided for in the Plant Protection Act and in this Act, have been complied with.
(3) The Minister shall for the purpose of this Act, prescribe the plant varieties and standards of the seeds for importation, exportation, production,processing and distribution.
(4) Any person who contravenes or fails to comply with a provision of this section, Orders or Regulations made under this Act in respect of matters specified in this section, commits an offence. - Reference of the measure
