Description of the measure: 8 (1) No coffee product shall be described on its package as an instant coffee product unless it—
(a) is in the form of soluble solids; and
(b) contains coffee with or without chicory and glucose solids, and no other ingredients,
(2) The appropriate description for an instant coffee product which has been prepared from—
(a) coffee only, shall be "instant coffee";
(b) coffee and chicory only—
(i) where the proportion of coffee used in its preparation is not less than the proportion of chicory so used, shall be , shall be "instant coffee and chicory”;
Provided, that the words “instant French coffee” may be used in addition to the description "instant coffee and chicory”;b31
(ii) where the proportion of coffee used in its preparation is less than the proportion of chicory so used and is not less than 20% of the combined mass of the coffee and chicory so used, shall be "instant chicory and coffee”;
(c) coffee and glucose solids only, where the proportion of coffee used in its preparation exceeds that of the glucose solids so used, shall be “instant coffee mixture”;
(d) coffee, chicory and glucose solids only—
(i) where the proportion of coffee used in its preparation is not, less than proportion of chicory, so used and the proportion of glucose solids used in its preparation does not exceed the combined mass of the coffee and chicory so used, shall be “instant coffee and chicory mixture";
(ii) where the proportion of coffee used in its preparation is less than the proportion of chicory so used and is not less than 20% of the aggregate of the coffee and chicory so used and the proportion of glucose solids used in its preparation does not exceed the combined mass of the coffee and chicory so used, shall, be "instant coffee and chicory mixture ”.

9 (1) No coffee product shall be described as a coffee extract or coffee essence unless—
(a) it is in liquid form ; and
(b) it has been prepared only from coffee with or without sugar and permitted preservatives; and
(c) it contains more than 0,5% of Caffeine.
(2) The appropriate description for a coffee product which complies with the provisions of subsection (1) shall be “coffee extract” or “coffee essence ".

Description of the measure: 3 (1) No person shall import into Zimbabwe any article consisting of or comprising a substance recommended as, or intended to be used as, a medicine unless there is written so as to be clearly legible on the article or label affixed thereto, or, if the article is imported in a container, on the container or a label affixed thereto, or, if the article is imported in more than one container, on the inner container or a label affixed thereto—
(a) the appropriate designation of the substance so recommended; or
(b) the appropriate designation of each of the active constituents of the substance so recommended, or of each of the ingredients of which it has been compounded, and the appropriate quantitative particulars of the constituents or ingredients, as the case may be.
(2) Notwithstanding the provisions of subsection (1), any article referred to in that subsection may be imported into Zimbabwe by—
(a) a medical practitioner registered or exempted from registration under any law relating to the registration of medical practitioners;
(b) any person for his own use and not for disposal to any other person.

11 Notwithstanding the provisions of these regulations, the Secretary may, subject to such further packaging requirement as he deems appropriate, authorize, by notice in writing, the use of cereal, whether in whole or in part, as a substitute for chicory:
Provided that—
(i) where the cereal content substituted exceeds that of the chicory content, the word “cereal” shall replace the word “chicory” in any packing requirement in terms of these regulations;
(ii) the word “cereal” shall appear in the list of ingredients of the product concerned in terms of these regulations.

Description of the measure
7 (1) Cannedtomatoes shall be prepared from ripe, clean and sound tomatoes which may or may not be peeled, and shall—
(a) have the stems and calices removed; and
(b) be cored unless the core, having regard to its texture and appearance, is insignificant.
(2) Canned tomatoes may be subject to the Food and Food Standards (Food Additives and Prohibited Substances) Regulations, 2001, contain salt. sugar, spices, flavouring ingredients or any other ingredients.
(3) The name on the label shall include such style as “sliced”, "wedged", "whole" or such other style as may be appropriate.
(4) The substrate media shall be identified on the label and shall be—
(a) tomatojuice as described in section five; or
(b) tomato puree as described in section nine; or
(c) tomatopaste as described in section ten; or
(d) strained liquid residue of tomato material prepared from tomato material remaining after peeling and coring tomatoes for canning.
(5) the drained mass of whole canned tomatoes shall be not less than 57% of the net mass of the can

Description of the measure: 4 (1) Subject to the provisions of this section , every package containing a citrus juice or citrus drink shall bear a label stating—
(a) the name of the contents of such package as may be required by sections five, six and seven;
(b) the name and business address of the manufacturer or seller by or on whose behalf the contents were packaged:
provided that this requirement shall not apply to carbonated citrus juice or citrus drink if the trade mark is clearly visible;
(c) where applicable, the nature of any preservative present, as may be required by the Preservatives Regulations;
(d) the packaging-number or the date on which the contents were packaged, or a code-number or mark which signifies such date:
provided that the requirements set out in this paragraph shall not apply to a package containing a carbonated citrus drink.
(2) A manufacturer of citrus juice or citrus drink who uses a code-number or mark to signify the date of packaging shall, upon request by an inspector, divulge the date signified by the code-number or mark.
(3) Unless otherwise provided for in these regulations, all the information required by these regulations to appear on a label shall be clearly and prominently displayed, and printed in type no smaller than 6 point, and in such colour or colours as to afford a distinct contrast with the background:
Provided that, where the size of the package concerned would render compliance with the provisions of this subsection impossible, the Secretary may authorize such particular to be printed in smaller type, or to be omitted.
(4) Words which qualify the name or trade name of the contents of the package concerned, or are an essential part of the description thereof, shall be printed on the label referred to in subsection (1) in letters of the same size and prominence as of the name or trade name of such contents.
(5) No person shall, without the approval, in writing, of the Secretary, use on any label the word "vitaminized", "vitamin-fortified", "vitamin-enriched" or "enriched", or any other word capable of being construed as indicating that fortifying ingredients have been added to or are present in the contents of the package bearing such label.
(6) Any citrus juice or citrus drink, whether concentrated or not shall, if it contains added sugar, be labelled "SWEETENED" in type no smaller than 10 point.
(7) The word "fresh" shall not appear on the label of any package containing any citrus juice or citrus drink, squash or crush, but it may be applied to juice sold within 2 hours of extraction.
(8) The word "real", "pure" or "natural", or any other word expressing a similar meaning, shall not appear on the label of any package containing a citrus juice or citrus drink, squash or crush which contains any synthetic flavouring substance or any added colouring ingredient.
(9) The word "juice" may be used to describe a product only if that product complies with the requirements of section five.
(10) No pictorial device suggestive of any citrus fruit, citrus juice, a citrus-tree or part thereof shall appear on a package containing a citrus juice or citrus drink, squash or crush unless the product contains not less than 50% of standardized citrus juice when in ready-to-drink form:
Provided that the provisions of this subsection. shall not, in so far as they relate to a pictorial device apply to the use of a trade mark registered in terms of the Trade Marks Act [Chapter 26:04], by a person who is the proprietor or registered user of such trade mark registered before the date of publication of these regulations.
(11) No wording, expression, design or illustration which constitutes a misrepresentation, or which can, directly or by implication, create a misleading impression of the contents or its properties, shall appear on a label or on the container or in any advertisement of any citrus juice, citrus juice powder, citrus juice concentrate, citrus squash, base or citrus drink.
(12) Where a seller sells citrus juice or citrus drink from a bulk stock kept by him—
(a) the bulk stock shall bear a label containing the particulars specified in subsection (1), and such other particulars as may be required by section five, six or seven, in type no smaller than 18 point; and
(b) the label referred to in paragraph (a) shall be displayed in a prominent position to as to be easily read by a purchaser of the citrus juice or citrus drink concerned; and
(c) the citrus juice or citrus drink shall be dispensed in the presence of the purchaser.
(13) Notwithstanding anything contained in this section, the Secretary may, by notice in writing, exempt, for a specified period of time, any manufacturer or seller of citrus juice or citrus drink from compliance with the provisions of this section.

13 (1) Canned green beans shall be prepared from succulent pods of fresh green bean or wax bean plants and shall be packed in water or other suitable aqueous liquid medium.
(2) There shall be not more than 10% of the drained mass of a can of insect or pathologically blemished units.
(3) Green beans may be packed whole or transversely cut or longitudinally sliced:
Provided that—
(i) whole beans shall consist of whole pods not less than 75 mm in length after the removal of both ends;
(ii) transversely cut beans shall be not less than 15 mm and more than 50 mm in length after the removal of both ends;
(iii) longitudinally sliced beans shall be sliced after the removal of both ends.
(4) the name on the label shall include the style "whole", or "transversely cut" or "longitudinally sliced".
(5) Canned green beans may contain salt, vinegar, lemon juice or, subject to the Food and Food Standards (Food Additives and Prohibited Substances) Regulations, 2001, any other ingredients.
(6) The drained mass of whole canned beans shall be not less than 50% of the net mass.
(7) The drained mass of cut or sliced beans shall be not less than 53% of the net mass.

Description of the measure: 15. Every alcoholic beverage to which these regulations apply shall bear a label stating –
(a) The contents in terms of the requirements of the Food and Food Standards (Food Labelling ) Regulations, 1990;
(b) In the case of wine or brandy made from cereal or fruit other than grapes , the name of such cereal or fruit;
(c) In the case of flavoured wine, the name of the flavor;
(d) In the case of wine which is presented as having been produced in an area of origin referred to in subsection (1) of section 6-
(i) The name of the area of origin concerned;
(ii) The name of the grape variety from which the wine was produced; and
(iii) The type of the wine, which shall be one of the following as appropriate-
A. White
B. Red
C. Rose
D. Sparling
E. Fortified
16. (1) Every label shall contain health warning notices and health advisory statements in the form set out in the Schedule or otherwise approved by the Secretary for Health and Child Welfare.
(2) The warning notice shall –
(a) state the following “alcohol may be hazardous to health is consumed to excess, the operation of machinery or driving after consumption of alcohol is not advisable”;
(b) be packed in a prominent position on the main label of the alcoholic beverage or alcoholic liqueur.
(3) An additional health advisory statement shall state : The total amount of alcohol and the percentage of alcohol content, weight/volume.
(4) In addition to the labeling requirements in section 15 every alcohol beverage to which these regulations apply shall bear a label which may be incorporated in the main label or separate stating
(a) that the product contains alcohol; and
(b) that the product is not for sale to any person under the age of 18 years.
(5) An advertisement for any alcoholic beverage to which these regulations apply shall contain the warning in subsection (2) as well as the prohibition of sale or dispensing to minors in subsection (4) . the warning shall be not less than 6% of the total area of the advertisements in black son sarif lettering on a white background.

The rationale of the measure: 3. (1) These regulations shall apply in all cases relating to the conveyance by road of a hazardous substance where
it is necessary to convey such hazardous substances by means of a road tanker, except-
(a) where the substance being conveyed is solely meant for the immediate operation of that vehicle as a means of transport; and
(b) where the road tanker is being used solely for conveying a hazardous substance from another road tanker
which-
(i) has been damaged as a result of an accident occuring on a road; or
(ii) has broken down on a railway other than a siding on which it was loaded; and the road tanker is being escorted by a vehicle used for police or fire service purposes; and
(c) where the road tanker b engaged in an international transport operation and complies in every respect with the requirements relating to vehicles of that type contained in any regulations in force in the country
of origin of that tanker:
Provided that where the road tanker is entering Zimbabwe from n country which has no regulations similar to these regulations, then such tanker shall be labeled in accordance with these regulations.

Description of the measure: 6. (1) Where a road tanker is being used for the conveyance of a multi-load in circumstances other than those mentioned in subsection (4), the operator of that road tanker shall ensure that it is provided with, and displays hazard-warning panels in accordance with section 7 and such panels shall show the following
particulars-
(a) the appropriate multi-load emergency action code; and
(b) the word "multi-load"; and
(c) the appropriate hazard-warning sign; and
(d) the telephone number or other text approved by the Board indicating where specialist advice on the hazardous substances can be obtained at all times.
(2) The provisions of subsection (2) of section 4 relating to hazard-warning panels for a single load shall mutatis mutandis,apply to compartment labels prescribed in terms of subsection (3).
(3) In addition to the requirements of subsection (1), the operator shall ensure that each tank, or compartment of a tank,containing a hazardous substance is labelled with compartment labels in accordance with section 1 and those labels shall show the following particulars-
(a) the appropriate substance identification number; and
(b) where any other tank or compartment contains a hazardous substance of a different hazard, the appropriate hazard-warning sign.
(4) Where. by virtue of paragraph 4 of the Second Schedule, a. [-000 tanker Is being treated as conveying a. single
load. this section and section 7 shall not apply. but sections 4 and 5 shall apply with the modification that the substance identification number and the emergency action code shall be ascertained
from the said paragraph 4 of the Second Schedule.

These regulations shall apply to all canned vegetables which are sold or manufactured for sale in Zimbabwe.

Description of the measure
17 (1) Canned mushrooms shall be prepared from the caps and stems of succulent edible mushrooms of the agaricus (psalliota) species,packed in a suitable aqueous liquid medium or any other suitable medium, salt and, subject to the Food and Food Standards (Food Additives and Prohibited Substances) Regulations, 2001, any other ingredients.
(2) Canned mushrooms shall have a drained mass of not less than 50 % of the net mass.
(3) Canned mushrooms may be packed—
(a) whole with attached stems, cut to a length not exceeding the diameter of the cap, measured from the bottom of the veil;
(b) as buttons being whole mushrooms with attached stems not exceeding 5 mm in length, measured from the bottom of the veil;
(c) sliced, consisting of buttons or whole mushrooms, cut parallel to the longitudinal axis of the stem and 2 to 8 mm in thickness;
(d) as pieces and stems consisting of pieces of caps and stems of irregular shapes and sizes;
(e) as creamed mushrooms consisting of sliced pieces and stems of mushrooms packed in a thick sauce which may contain flour or other farinaceous material,
(3) The name on the label shall include the style "whole", "button”, "sliced" "pieces and stems" or "creamed".

Description of the measure: (2) Squash base or crush base—
(a) shall conform to the requirements of subsection (1) of section five:
Provided that comminuted fruit may be added;
(b) may obtain added natural citrus flavouring, but shall not contain any flavouring substances other than those naturally present in the fruit or fruits from which it has been prepared;
(c) may contain a permitted colouring ingredient;
(d) shall bear full directions for use on the label in type no smaller than 6 point, and, when prepared according to these directions, the resultant squash or crush shall contain not less than 30% of standardized citrus juice, or 20% of lemon juice in the case of a blend of lemon and barley;
(e) shall be labelled, in type no smaller than 18 point, ".......................CRUSH BASE" or "..…….SQUASH BASE", the name of the kind of citrus present being inserted in the blank space.
