4. Sterilization of bone and animal products
(1) No person shall import—
(a) any fertilizer or animal foodstuff which contains bone or any other substance derived from an animal carcass; or
(b)bones or any other substance derived from an animal carcass for the purpose of manufacturing any fertilizer or animal foodstuff, unless he has first submitted to the Board a certificate signed in the country of origin by a person designated by the Cabinet Secretary, certifying that such bone or substance has been effectively and completely sterilized in such manner as may be prescribed and is free from such pathogenic organisms as may be prescribed.
3. Veterinary certificates
(1) (a) All animals to be imported into Mauritius shall be accompanied by a certificate, in the form specified in the First Schedule, duly signed by a veterinary surgeon.

3(4) Animals imported from Great Britain shall be accompanied by an Official Export Certificate under the seal of the Ministry of Agriculture and Fisheries and from Northern Ireland by an Official Export Certificate under the seal of the Ministry of Agriculture for Northern Ireland in place of the veterinary certificate and bill of health specified in, the First and Second Schedules.

5(5) All the consignments of fish or fish products shall be accompanied by a health certificate issued by the competent authority of the country of origin or the exporting country.
(7) (a) The consignment of fish, or fish product, shall not be released where –
(iii) it is meant for processing and export to the European Union, but is not accompanied by a catch document;
(iv) it is not certified fit for human consumption by –
(A) the competent authority of the country of origin; or
(B) the exporting country;

7. The consignment shall be accompanied by a health certificate stating that –
(a) the product is fit for human consumption;
(b) the fish or fish product has been produced, caught, handled, processed, packaged, labelled, stored and transported under sanitary and hygienic standards as spelt out in the Codex Alimentarius – General Principles of Food Hygiene and the Code of Practice for Fish and Fishery Products (CAC/RCP 52-2003, Rev).
8. Where the fish is meant for processing and export to the European Union, the health certificate shall state that the fish has been produced, caught, handled, processed, packaged, labelled, stored, and transported according to sanitary and hygienic standards specified in the European Union legislations.

Importers of seeds need to present a certificate issued by the competent authorities of the exporting country confirming it is not genetically modified variety
ARTICLE 10 Rules for importation
1. Food products of aquatic origin, weighing more than 10 kilograms, for entry into national territory, shall require a sanitary import permit, to be issued by the Competent Authority of Mozambique.
2. Imports of feeds for aquatic animals intended for human consumption require an import Sanitary License to be issued by the Competent Authority, regardless of their quantities.
3. The process of issuing an Import Sanitary License must be preceded by the issuance of the Provisional Sanitary Import License.
4. The following are requirements for the import of aquatic food products and feeds for aquatic animals intended for human consumption:
A) Meet the sanitary requirements contained in Ministerial Diploma No. 145/2010, of August 24, on the Hygienic Sanitary Requirements for the Production of Foods of Aquatic Origin;
(B) present the health certificate of the country of origin, attesting that the product is fit for human consumption;
(C) they are carried on means of transport which ensure adequate protection of the consignment transported in order to prevent contamination or other damage which may arise from atmospheric agents or other environmental agents;
D) Comply with the rules and criteria of the official controls applicable to food products of aquatic origin;
(E) come from a place or zone declared free of aquatic animal diseases.
5. The Competent Authority may require the importer to provide additional formal proof of compliance with the requirements set out in the preceding paragraph.
6. For imported food lots of aquatic origin, the product must be inspected at least 5 days in advance for the purpose of issuing the sanitary license.
7. Upon arrival in national territory, the lot must be stored in an appropriate place and licensed by the Competent Authority.
8. Live animals are subject to quarantine regulations in the national territory under the responsibility of the importer. The competent authority shall supervise the quarantine.
ARTICLE 11 International transit of fishery products
In the case of fishery products from third countries, in transit through the national territory, in accordance with Article 40 of the General Regulation for Hygienic Sanitary Control of Foodstuffs of Aquatic Origin, the Competent Authority shall issue a Transit Guide, the presentation of which is compulsory Customs authorities.
ARTICLE 37 (Sanitary Certification)
1. The Competent Authority shall carry out the health certification of food products of aquatic origin and of feeding-stuffs used for aquatic animals which are intended for human consumption for placing on the internal or external market, including those for commercial promotion.
2. The conditions and quantities to be certified whether or not intended for commercial promotion shall be approved by ministerial decree, on a proposal from the Competent Authority.
1. The products subject to control shall be accompanied by the Phytosanitary Certificate of the country of origin or provenance in accordance with the International Plant Protection Convention.
2. The certificate must be written in Portuguese, Spanish, French or English and the date of dispatch must be within 14 days prior to departure from the country of origin or provenance.
3. The space corresponding to the additional declarations must be filled in accordance with the requirements specified in the Phytosanitary Import License.
4. Unreserved corrections or erasures invalidate the Phytosanitary Certificate.
5. When the imported merchandise is divided into different entry points, each tranche must be accompanied by the respective Phytosanitary Certificate.
6. Only the Phytosanitary Certificates issued by the National Authority responsible for the Plant Quarantine in the country of origin or origin will be valid.
7. Where the goods have been broken up, shipped in packaging or transported in the country of origin (called the country of re-export), the goods must be accompanied by a re-export certificate in accordance with the model laid down by the authority and Of a certified copy of the Phytosanitary Certificate of the country of origin.
8. Only the phytosanitary certificates of re-export issued by the national department responsible for the Plant Quarantine of the re-exporter Country shall be valid.

Article 10
1: Animals, their products, by-products, offal, fodder and organic products shall not be permitted to enter or leave the country without being accompanied by the respective license and the veterinary certificate issued by the Veterinary Authority.
2. The issuance of the license referred to in number one of this article shall be made at the request of the interested party, prepared in an appropriate form, to the Entity or Service with competence for that purpose and stating:
(a) the name and address of the applicant;
(b) Species, age, sex and race of the animal;
(c) Country of origin, owner or manufacturer;
(d) Type of products;
(e) Quantity;
(f) Entrance or exit door;
(g) Transport to be used;
(h) Destination;
(i) Purpose.
3. The license application must be submitted before order confirmation so that the commitments can be canceled if the license is not granted.
Article 23
1. The entry into the Country of any animal, its products, by-products, offal, fodder, biological products, which are not accompanied by the import license issued by the Veterinary Authority.
2. The international veterinary certificate issued by the Veterinary Authority of the exporting country shall be completed in accordance with the requirements of the import permit.
3. The customs authorities may not proceed with the dispatch of animals, their products, by-products, offal, fodder or biological products, without the documentation required by paragraphs 1 and 2 of this Article being present.
4. Anything found in contravention of the provisions of paragraphs 1 and 2 of this article, is seized and lost in favor of the State.
5. Imports of animals, products, by-products, offal and fodder shall be prohibited if the importer believes that they are infected by a notifiable disease agent in the list of diseases A and B of the OIE, new disease or disease unknown.
Article 32
1. The importation of biological products, pathogens and pathological material, animal, product or by-product of animal origin or other pathogenic organism requires special authorization in accordance with the rules specified in the relevant import license.
2. The Veterinary and Customs Authorities shall be under strict control of the requirements of paragraph 1 of this Article.
3. Applications for import licenses for the products referred to in paragraph 1 of this Article shall indicate, in addition to that determined in Article 23 (1) of this Regulation, the following:
(a) type of product and its packaging;
(b) Indication of quantity and special marks;
(c) Date of dispatch.
4. Biological and pathological products considered infectious only when they are packaged in such a way as to avoid any possibility of external contamination. These products must be packed in accordance with the procedures established by the World Health Organization for the safe transport of infectious substances and diagnostic specimens and comply with the International Civil Aviation Organization's packing instructions (PI) No. 602 and 605 (ICAO) and the International Air Transport Association (IATA).
5. The biological and pathological products referred to in paragraph 1 of this Article shall be taken immediately after arrival to the place of destination by qualified personnel as specified in the import permit and without being otherwise exposed to the environment.
