Description of the measure
Canned vegetables: general
6 (1) Vegetables for canning shall be suitably prepared, from clean, sound, fresh or preserved, young succulent vegetables which are free from insect infestation or contamination from unacceptable levels of pesticide residues as laid down by the joint Food and Agricultural Organization and the World Health Organization Codex Alimentarius Commission.
(3) Canned vegetables or vegetable products shall be free from grit or other extraneous contamination, and shall be pasteurized or heat-treated to an extent necessary to avoid spoilage and to render them free from viable micro-organisms injurious to health.

12. Deleterious ingredients
(1) Any person who sells a fertilizer or animal foodstuff containing deleterious ingredients shall be guilty of an offence and liable to a fine not exceeding three thousand shillings or to imprisonment for a term not exceeding three months, unless he proves—
(a) that he did not know and could not with reasonable care have known that the fertilizer or animal foodstuff contained a deleterious ingredient; and
(b) where he obtained the fertilizer or animal foodstuff from some other person, that on demand by or on behalf of the prosecutor he gave all the information in his power with respect to the person from whom he obtained it, and as to any statement given to him and any mark applied to the fertilizer or animal foodstuff when he obtained it: Provided that proceedings for an offence under this section shall not be instituted unless the fertilizer or animal foodstuff has been sampled by an inspector in the prescribed manner on the premises on which it was sold and the sample has been analyzed in accordance with the provisions of this Act and of any rules made thereunder.
(2) Any substance prohibited by rules made under paragraph (b) of subsection (1) of section 19 of this Act shall, if present in a fertilizer or animal foodstuff or, where a percentage limit has been prescribed by such rules, if present in excess of that limit, as the case may be, be deemed to be a deleterious ingredient unless the contrary is proved.

(1) Any person who sells a fertilizer or animal foodstuff containing deleterious ingredients shall be guilty of an offence and liable to a fine not exceeding three thousand shillings or to imprisonment for a term not exceeding three months, unless he proves—
(a) that he did not know and could not with reasonable care have known that the fertilizer or animal foodstuff contained a deleterious ingredient; and

220 Chilli sauce shall -
(d) contain permitted preservative as provided in the Twelfth Schedule; and
(e) contain any colouring substance listed in the Eighteenth Schedule.
123. Flour
(1) Flour -
(a) shall be the fine form of ground product derived from or separated during the milling of clean wheat; and
(b) shall contain not more than 14% moisture;
(2) Flour sold or used for the making of bread may contain one or more of the following acid ingredients as leavening agents-
(a) sodium acid pyrophosphate with or without mono acid calcium phosphate;
(b) mono acid calcium phosphate with or without di-calcium orthophosphate;
(c) tartaric acid; or
(d) ascorbic acid as a bread improver.
(3) Flour sold or used for the making of cake, pastry or biscuit may contain permitted preservative as provided in Twelfth Schedule.
124. Whole-meal flour
(1) Whole-meal flour -
(a) shall be the product obtained by milling sound, clean wheat;
(b) shall contain all the constituents of such wheat; and
(c) shall contain not more than 15% moisture, and not less than 2.5% of crude fibre.
(2) Whole-meal flour shall not contain any additive, except as otherwise provided in Twelfth Schedule.
125. Self-raising flour
(1) Self-raising flour -
(a) shall be any flour or mixture of flours to which baking powder has been added; and
(b) shall liberate not less than 0.40% carbon dioxide.
(2) Where self-raising flour contains calcium sulphate as dough conditioner, the flour shall not contain more than 0.6% of calcium sulphate.
222. Mayonnaise
b) may contain permitted food conditioner as provided in Forty-First, Forty-Second, Forty-Third, Forty-Fifth and Forty-Sixth Schedules, water, salt, a sweetening agent, spices, citric acid, lactic acid or tartaric acid
376. Canned fish
(b) shall contain -
(ii) any permitted flavour enhancer as provided in the Twenty-Sixth Schedule;
(iii) phosphate in such a proportion that the total phosphorus content calculated as phosphorus pentoxide, as food conditioner; does not exceed 0.3% of the canned food;
(iv) calcium disodium ethylenediamine tetra acetate in a proportion not exceeding 300 milligram per kilogram.
