  Used Random Access Memory (RAM), Microprocessors and Hard Disks are allowed to be imported for commercial purposes provided that the imported intention is not for computer assembling.

  Description of the measure

  3. Subject to the provisions of paragraph 4, no person shall import into the Republic of Zambia any scheduled goods.
  4. The provisions of paragraph 3 shall not apply in relation to any scheduled goods or any class of such goods-
  (a) which are in the course of transit through the Republic of Zambia to a place beyond the borders thereof; or
  (b) not exceeding four kwacha in value which are imported in any one week into the Republic of Zambia by an incoming individual residing in the Republic of Zambia for his personal domestic consumption and not for sale or disposal to any other person; or
  (c) which are imported under any permit if the importer satisfies the Permanent Secretary, Ministry of Rural Development, that such importer has, on the basis and by reason of his having been earlier issued with such permit, incurred a contractual and legally enforceable obligation prior to the publication of this Order.

  Article 1
  The surcharges on imports of sugar classified in positions 17.01.11; 17.01.12; 17.01.91 and 17.01.99 of the Customs Tariff are fixed monthly, and applied by Customs.
  The surcharges on the sugar defined above are equal to the differences between the reference prices and the applicable CIF prices
  Article 2
  The reference prices are as follows
  Positions: 17.01.11 and 17.01.12 US $ 385 / Ton
  Positions: 17.01.91 and 17.01.99 US $ 450 / Ton
  When importing sugar from 17.01.91 and 17.01.99 positions are for the consumption of an industry which, for duly substantiated technical reasons, requires this type of product in quantities of more than 600 tonnes per year, they benefit from a special regime detailed in Annex I to this Regulation and shall be in force until 30 April 2002.
  Article 3
  For categories 17.01.11 and 17.01.12 the CIF price applicable for a particular month is the average calculated on the basis of the FOB price quoted in the first contract on the 11th of the month in question on the New York Stock Exchange and the price of the day provided for the 30 days prior to the 21st day of the previous month plus the appropriate freight and insurance costs based on international quotations.

  Description of the measure

  113F. (1) Except for a motor vehicle which is entered to be warehoused, removed in bond on a carrier or manufactured in Zambia, every motor vehicle which is imported, temporarily imported into, or in transit through Zambia shall be subject to a surtax on carbon emissions at the time of importation or when transiting through Zambia as the case may be, and the owner or person in charge of such motor vehicle shall be required to obtain a carbon emission tax certificate: Provided that every motor vehicle which is-
  (e) purchased in Zambia
  (f) due for renewal of the motor vehicle road licence under the Road Traffic Act, 2002; or
  (c) entered for consumption after warehousing or removal in bond, as a case maybe; shall be subject to a surtax on carbon emissions at the time of purchase, renewal of road licence or entry for consumption as the case may be, and the owner or person in charge of such motor vehicle shall be required to obtain a carbon emission tax certificate.
  (2)The rates for a carbon emission tax certificate shall be as set out in the Fourth Schedule to the Act.
  113G.The surtax on carbon emissions referred to in regulation
  113F shall be payable at-
  (a) any office of the authority; or
  (b) any office of such Agent as may be designated by the Commissioner-General for the purposes of collecting surtax on carbon emissions.
  113 H Any payment of surtax on carbon emissions shall be made upon presentation of the motor vehicle registration documents issued in respect of the motor vehicle under the Road Traffic Act, 2002, and in the
  case of motor vehicles in transit and those temporarily imported, upon the presentation of clearance or other relevant documentation.
  113I.A carbon emission tax certificate issued in respect of any motor vehicle shall be affixed in a conspicuous place on such motor vehicle.
  113J.Subject to the provisions of this part a refund or remission of surtax shall be granted in respect of carbon emissions, if a motor vehicle is imported into Zambia or, is for the exclusive use of an international organisation, a diplomatic mission or any person who is connected with that mission and enjoys the privileges and immunities
  provided under the Diplomatic Immunities and Privileges Act.

  2. Subject to section 3, surtax of twenty-five per centum ad valorem shall be charged and paid in respect of the importation into Zimbabwe of the goods whose tariff headings or description are specified in the Schedule.
  3. Section 2 shall not apply to goods entered in terms of the Customs and Trade Agreements between the Government of Zimbabwe and the Government of Malawi, Government of Namibia and Government of Botswana
  4. The Customs and Excise (Surtax Tariff) Notice, 2012, published in Statutory Instrument 12 of 2012 is repealed.
